last week m a debate at St<br />
John Hospital <strong>to</strong> try <strong>to</strong> distingUIsh<br />
themselves from one an<br />
other on the Issue of health<br />
care.<br />
The sprawlmg dIstrict m-<br />
cludes Harper Woods, n<strong>or</strong>theast<br />
DetrOIt and the Grosse Pomtes.<br />

Peter Ecklund Jr, Grosse<br />

sented mostly off-the-cuff and<br />
meandering five-mmute mtro<br />
ductlOns covermg a range of<br />
opmlOns bef<strong>or</strong>e answering two<br />
:,peclfic questIOns about health<br />
care.<br />
The questIOns did not lend<br />
themselves <strong>to</strong> the two-minute<br />
answers reqUIred by the debate<br />
f<strong>or</strong>mat Overall, the candidates<br />
seemed unprepared <strong>to</strong> focus on<br />
health care dIrectly, and instead<br />
inc<strong>or</strong>p<strong>or</strong>ated their views<br />
on other subjects m<strong>to</strong> their<br />
comments<br />
A common theme, however,<br />
was uSing education as a wav<br />
of helpmg people make WI~<br />
chOIces that could lead <strong>to</strong> lower<br />
health care costs.<br />
"The welfare system causes<br />
incentives f<strong>or</strong> sexual Irresponsibility,"<br />
said Heffernan, who<br />
sells sp<strong>or</strong>ting goods He said he<br />
was convmced that illegitimacy<br />
IS the cause of many of SOCIety's<br />
Ills - that young parents are<br />
m<strong>or</strong>e likely <strong>to</strong> develop behav-<br />
IOral and emotIOnal <strong>problem</strong>s<br />
as well as get m<strong>to</strong> trouble WIth<br />
the law<br />
"It cuts across raCIal hnes,"<br />
Heffernan saId<br />
Peter Ecklund Jr., an att<strong>or</strong>ney,<br />
said an in<strong>or</strong>dmate amount<br />
of attentIon has been paId <strong>to</strong><br />
the financmg of public schools<br />

Ecklund offered some suggestions<br />
that he SaId would save<br />
money and simplify admImstration,<br />

Ecklund saId, <strong>to</strong> encourage<br />
family unity.<br />
"Welfare makes It fairly irresponsIble<br />
f<strong>or</strong> families <strong>to</strong> stay<br />
<strong>to</strong>gether It's crucial <strong>to</strong> say that<br />
welfare IS temp<strong>or</strong>ary and not a<br />
generatIOnal pattern of supp<strong>or</strong>t,"<br />
