of the late Lt.
Gen.(Ret) Willard
W. Scott, Jr.
More than 500 people filled the
pews of Good Shepherd Catholic
Church in Mount Vernon District
Monday night to pay tribute to the life
of Lt. Gen. Willard W. Scott, Jr. (Ret), the
52nd Superintendent of the U.S. Military
Academy at West Point. General Scott, 82,
died in his sleep at his home in the
Woodlawn Section
of Mount
Vernon District
Jan. 1.
General Scott,
who served as the
West Point Superintendent
from
1981 to 1986 suffered
from a form
of Parkinson’s disease.
During his
long and distinguished
career in
the U.S. Army,
Gen. Scott served
as the Commanding
General of MACV troops in Vietnam, the
25th Division, based in Hawaii, and 5th
Corps in Germany.
Following his assignment in Germany he
became the Superintendent of West Point
at a time when enrollment was down and
the Point was admitting its first female cadets.
As the Rev. Charles C. McCort, Jr., pastor
of Good Shepherd Church, stated during
the Mass of Christian Burial, “It was
particularly appropriate for Scotty to be the
Superintendent when the first women were
being admitted to West Point, given the fact
that he and his wife had six daughters.”
An ardent supporter of the Army football
team, Gen. Scott became nationally recognized
for riding the Army Mule, the Point’s
mascot, up and down the sidelines during
games to rally support from the student
body. In honor of that feat, the Association
of West Point Graduates voted to name the
mule General Scott or “Scotty.”
the possibility that the two crimes
are related.
State Seeks Lower Speed Limit on Rt. 1
VDOT promises
community input
before any action.
Another attempt by the Virginia
Department of Transportation
(VDOT) to unilaterally lower
the speed limit along the
Route 1 corridor from the Beltway to Fort
Belvoir has met with the same result —
unanimous opposition.
In a joint letter dated Dec. 19 to
Morteza Salehi, district administrator,
VDOT, Mount Vernon and Lee districts
supervisors Gerald Hyland and Jeffrey
McKay, expressed their continued opposition
to VDOT’s intent to lower the corridor
speed limit from 45 to 35 miles per
hour and “the anticipated implementation
of that decision.”
They pointed out that in February
2008, they had stated, in a Joint Board
Matter submitted to the Fairfax County
Board of Supervisors, that “the Northern
Virginia Traffic Engineering
Speed Study does not provide
proof that a decreased
speed limit will reduce the
number of accidents on Richmond
Highway.”
They further noted: “Traffic
accidents have decreased in
recent years, which is not attributable
to a reduction in the speed
limit. An analysis of accidents on Richmond
Highway done by the Fairfax
County Police Department shows the
primary cause of crashes are due to failures
to yield the right of way followed
by a failure to maintain proper control
of the vehicle.”
The fact that VDOT was once again attempting
to impose the reduced speed
The state Department of Transportation is seeking to lower the speed
limit on Route 1.
“I have not heard from one person who
thinks that reducing the speed limit on
the Rt. 1 corridor is a good idea.”
— Lee District Supervisor Jeffrey McKay
limit without sufficient consultation with
state and local leaders, civic groups and residents,
or police was the main thrust of the
Hyland/McKay letter. They noted that those
contacts needed to be made and responses
documented before any trial implementation
of a reduced speed limit is implemented.
HYLAND AND McKAY also expressed
their suspicion to Salehi that the proposed
speed limit reduction might be “an attempt
for VDOT, or the State, to abrogate their
responsibility to engineer and invest in the
infrastructure improvements necessary to
fix Richmond Highway.” They called the
proposed speed reduction “cosmetic”
rather than substantive.
“I have not heard from one person who
thinks that reducing the speed on the
Route 1 corridor is a good idea. I’m in
agreement with the two police
captains that this will
not reduce accidents,”
McKay said.
“I’m not going to let VDOT
wash their hands of making
the necessary improvements
to Rt. 1 by making a few
sign changes. They haven’t
made the necessary contacts
with all the interested parties,” he said.
“I have been assured by Salehi that
nothing will be done until meetings are
held with all the interested parties. If
those meetings turn up a sufficient number
of people who want the speed reduced
then they can go ahead on a test
basis. But, I don’t think that’s going to
Robberies Found Similar
A 49-year-old woman was robbed Thursday, Dec. 18, 2008, as
she walked through Mount Eagle Park in the 5900 block of North
Kings Highway at approximately 8:20 p.m. Police are investigating
if this incident is tied to dual robberies on Oct. 30 that occurred
within minutes of each other in the same park area.
In the December incident, the woman passed two men walking
in the opposite direction. After they passed her one of the suspects
turned and grabbed her purse. The victim resisted and was
knocked to the ground, police reported. The suspects then fled
with the purse, according to police.
They were described only as black males. The victim did not
require medical attention, police reported.
In both of the October cases, the victims were walking through
Mount Eagle Park. The first was an attempted robbery, around
6:30 p.m. in the 6000 block of Richmond Highway, when two
men approached an 18-year-old man. One displayed a knife and
tried to take the victim’s laptop computer. He resisted and they
fled.
Approximately 10 minutes later in the same area, two men approached
a 47-year-old man and snatched his briefcase after a
brief struggle. In each case neither victim required medical treatment,
according to police.
Suspects in both the later incidents were described as black, in
their late teens or early 20’s, between 5 feet 10 inches and 6 feet
tall, weighing between 165 and 200 pounds. Detectives are comparing
similarities in each of the three cases.
Belle Haven Marina Burglarized
A breaking and entering/theft at the Belle Haven Marina just
off the George Washington Memorial Parkway in the New Alexandria
area of Belle Haven, Mount Vernon District, on Dec. 18,
2008 remains under investigation, according to the U.S. Park Police
Criminal Investigation Branch.
The marina’s office trailer was broken into between 5 p.m.
Thursday, Dec. 18, and 8 a.m. Friday, Dec. 19, according to Park
Police. A cash register draw was removed from the office and
discovered empty in a trash can in the Belle Haven Park parking
lot a short distance away, police reported.
Further investigation revealed that two boats stored at the
marina were also “tampered with in an attempt to gain entry,”
police stated.
Anyone with information regarding these incidents, or observing
anything unusual in the area of the Belle Haven Marina and
Park during the dates in question, is asked to contact Detective
Man Robbed New Year’s Night
A 62-year-old man was robbed at 8:30 p.m. Jan. 1 in the 3900
block of San Leandro Place just off Richmond Highway in Lee
District. Two men approached the victim and demanded money.
He handed over an undisclosed amount and they fled on foot,
according to Fairfax County Police. There were no reported injuries.
The suspects were described as black, between 20 and 25 years
old, approximately six feet tall and weighing 160 pounds. Both
suspects wore black ski masks. One wore a white jacket with red
stripes down both sides of the jacket. The other wore a navy blue
jacket.
Scott Personified Leadership
“When I first came to Good
“The word we have used for this
Former Fairfax County
Board of Supervisors
chairman Gerry
Connolly (D) was sworn
in as a new member of the U.S.
House of Representatives Jan. 6.
Connolly won Virginia’s 11th
congressional district election in
November and takes over for 14-
year Republican incumbent Tom
Davis, who did not run for re-election.
He will represent most of central
and southern Fairfax, as well
as parts of Prince William County.
Connolly expects to serve on
three House committees, even
though the bulk of representatives,
especially freshman, are members
of just two.
The new congressman will join
the committees on foreign affairs,
oversight and government reform,
and the budget.
Connolly will be the only freshman
on either the foreign affairs
or budget committees but has professional
experience that has prepared
him for both assignments,
he said.
He developed and oversaw government
budgets as a member of
the Fairfax County Board of Supervisors
for 13 years. Before entering
public life, Connolly worked in
the field international relations for
25 years, including 10 years as a
staff member to the U.S. Senate
Committee on Foreign Relations.
Connolly considers his assignment
to the foreign affairs committee
an asset, since nearly 30
percent of residents in Virginia’s
11th congressional district are foreign
born.
“My district is global in its perspective,”
he said.
Several of Connolly’s constituents
may also have an interest in
his seat on the government reform
committee, which has oversight
over federal employees and contractors.
Before leaving office,
Davis was the ranking Republican
on the government reform committee.
As a committee member,
Connolly expects to be an advocate
for federal employees and
contractors, whose value and professionalism
can sometimes be
overlooked by members of Congress
from other parts of the country,
he said.
VDOT Attempts To Reduce Speed on Rt. 1 — Again
happen,” McKay said.
“My message is that I still remain
opposed to VDOT’s idea of speed
reduction along the Mount
Vernon-Lee Route 1 corridor,” he
said.
In their letter, Hyland and
McKay pointed out that Richmond
Highway accident analysis reports
showed that “exceeding the speed
limits ranks fifth as the cause of
fatal accidents and 17th in causing
injuries.” They also noted that,
according to police statistics “the
average speed on Richmond Highway
is currently between 35 and
37 miles per hour.”
Both the former and current
Mount Vernon Police Station commanders
have stated that “the high
accident rate is due to the large
number of unsignalized intersections,
left turns across several
lanes of traffic, numerous curbcuts
and service devices, worn
pavement markings, poor illumination
and illegal pedestrian crossings,”
according to the Hyland/
McKay letter.
Reacting to the fact that the
speed reduction might be extended
from Fort Belvoir south to
Furnace Road, the two supervisors
suggested that VDOT brief the
Prince William County Board of
Supervisors of its intentions. To
assure that, they copied the Prince
William Board of Supervisors on
their letter as well as Kathy Ichter,
director, Fairfax County Department
of Transportation.
Hyland and McKay concluded
their letter by asking VDOT “to
meet with local residents, present
your study and its findings and
discuss in good faith the reasons
for your decision and remain open
for suggestions as it will have a
major impact on Richmond Highway
commuters, as well as Mount
Vernon and Lee residents.”
That same request was made in
a letter signed by Fairfax County
Executive Anthony Griffin and
sent to VDOT in late February
2008 following previous the
Hyland/McKay joint board matter.
However, at that time, VDOT attempted
to impose the speed reductions
regardless until they reversed
their decision and re-established
the existing, 45 mile per
hour speed limit signs, following
a public outcry.
McKay reiterated that, since the
December 2008 letter, in follow up
discussions with Salehi, he had
been again assured that the community
meetings will take place
before any VDOT action is taken.
However, at this time, no set dates
for those meeting have been established,
according to McKay.
Opinion
Happy New Year
Let’s have some fun.
The news as we begin 2009 can be
daunting, even with the excitement
brewing over the inauguration of
President Barack Obama later this
month.
While there are a lot of serious things to be
concerned about, at the Connection, we’ll start
the year with a look at fun things to do.
From visiting Great Falls (if you haven’t, you
really should) to playing
Frisbee golf in McLean’s central
park or Burke Lake park,
Editorials
favorite bars, fun local festivals
to mark on your calendar, spots for laser
tag, skeet shooting practice, dog parks, equestrian
opportunities, sailing lessons, and many
fun things to do for free, over the month of
January, The Connection will compile hundreds
of ways to have fun.
Be sure to share your tips for fun things to
do in your orbit.
As local, weekly newspapers, the
Connection’s mission is to bring the news you
need about your community that you are not
likely to get anywhere else — to advocate for
community good, to provide a forum for dialogue
on local concerns, and to celebrate and
record milestones in community and people’s
lives.
We begin 2009 by looking for more input
from our readers. Let us know how we’re doing,
and let us know what is going on in your
part of the community.
We invite you to send letters to the editor, or
I want to also like to thank the
something you especially liked or didn’t like
about our coverage.
We appreciate readers’ ideas. If you see something
that you think might be a story, or just
something you wonder about, give us a call,
or drop us a line.
We want to know if you have an idea for
fixing traffic in your part of the world. We want
to know if you’ve had a good or bad experience
with local government. If you know of a
person or an organization that is interesting,
doing important work, and might make a good
❖ In Fairfax County, a critically important
election is coming up in less than a month.
Tuesday, Feb. 3 all polling places will be open
from 6 a.m. to 7 p.m. to choose a replacement
for Board of Supervisors Chairman Gerry
Connolly, who begins representing much of
Fairfax County in the U.S. House of Representatives
this week.
Two current members of the Board of Supervisors
are vying to replace Connolly, Sharon
Bulova (D-Braddock) and Pat Herrity (R-
Springfield). Both candidates are dedicated
individuals with excellent experience and
ample intellects.
Their approaches to handing the county as
it heads through a period of economic crisis
raised money for a good cause, accomplished
some feat like running a marathon or having
art included in an art show, these are all things
that we want to know. E-mail or mail us a photo
and a note about the event. Be sure to include
the names of all the people who are in a photo,
and say when and where the photo was taken.
We also publish notes about news and events
in local businesses. Notes about openings, new
employees, anniversaries are welcome.
In covering the issues, we strive to provide a
voice for our readers. We look forward to hearing
from you in 2009.
From Page 8
ment health care coverage to induce
employees to accept lower
wages, not jump to another employer
or even to take early retirement.
Companies did not agree to
retiree benefits out of the goodness
of their hearts, there were significant
financial benefits and tax
breaks for them. Employers didn’t
have to pay Social Security and
payroll taxes on these benefits.
Funding these benefits could be
deferred by companies in years
when earnings were low, unlike
payroll that must be paid on time.
Since pensions are based on a percentage
of wages, companies also
saved on long-term pension costs.
It’s time retirees, our children
and grandchildren, stand up together
and demand corporations
live up to their fiduciary responsibility
to us. That is why we need
the Emergency Retiree Health
Benefits Protection Act passed and
signed into law in 2009.
A How-To for Holiday Hoops
More to the Mount
Vernon Holiday
Invitational than
meets the eye.
By Mark Giannotto
The Gazette
He’s grown accustomed to it by
now, but any ordinary person
would cringe at the thought
of spending their holiday
break picking up trash as the clock approached
midnight. But there was Mount
Vernon High School director of student activities,
Bernie Forte, bent over last week
helping school staff clean up after day two
of the 34 th annual Mount Vernon Holiday
Invitational Basketball Tournament.
Now in his 20 th year as DSA at Mount
Vernon, Forte has gotten used to both the
menial and complex jobs associated with
hosting holiday tournaments. Nearly every
team in the Northern region attends one
over the break, but very few have an idea
of just how much more besides basketball
goes into pulling them off.
“It’s a good opportunity for our team and
the other teams to see a good cross section
The Mount Vernon boy’s basketball team
was one of many around Northern Virginia
that participated in a tournament
over the holiday break. Led by director of
student activities Bernie Forte, Mount
Vernon has hosted its own tournament for
34 consecutive years.
www.ConnectionNewspapers.com
Photos by Richard Maple
Mount Vernon junior Skylar Jones was instrumental in the Majors’ comefrom-behind
victory over Wise in the finals of the Mount Vernon Holiday
Invitiational. Jones poured in 26 points, including several clutch 3-
pointers in the fourth quarter.
of competition, but the drawback is you
spend a lot of hours in the building,” said
Forte, who worked about 45 hours during
the three-day slate of games.
THE DAY BEGINS for Forte at
around 9 a.m. Although the first
games won’t begin until 3 p.m.,
there is much to do before a single
player takes the court.
“You’ve got to make sure the
floor is set and all the ticket information
is together and the locker
rooms are clean,” said Forte as he
went through his mental checklist.
“You got to make sure there are
keys for every room. We have a
hospitality room also, so that
needs to be ready. You can’t forget
about getting all the brackets updated
and making sure we have
the teams in the proper locker
room. Also sending emails out to
the press with scores.”
Another important factor is lining
up all the volunteers necessary
to have the tournament run
smoothly. Forte estimated he had
25 people working jobs ranging
from a ticket taker to someone
working the scoreboard during the
games. Everything must be
manned at all times.
But all that doesn’t even account
for the pre-tournament work Forte
had to put in getting sponsors to
help with the cost, making sure the
concession stands are stocked, and
lining up teams to attend.
Forte is used to all this since
Mount Vernon has such a large gym. The
school is a frequent site for larger tournaments
in many sports besides basketball.
The National District basketball tournaments
are usually held there, as well as last
year’s Northern Region wrestling tournament.
Still, though, Forte admitted that this
year’s tournament was not the moneymaker
that it has been in the past. He said the
school would likely break even on its investment,
rather than pull the small profit
it usually does, which would have gone directly
back to Mount Vernon’s basketball
program. Part of the problem was that
Mount Vernon was the only Virginia team
to make it out of the first round, meaning
the other four were relegated to the consolation
bracket games that take place in the
afternoon when crowds tend to be sparse.
Forte also thought not having Richmond
Highway rival West Potomac on the
bracket didn’t help. The Wolverines usually
come to Mount Vernon over the Holiday
break, but coach David Houston III decided
to take his team to a tournament in Maryland
this year.
PERHAPS THE MOST important aspect
of throwing a successful tournament is getting
the right mix of teams, according to
Forte. This year’s Mount Vernon Holiday
Invitational included schools from the
Northern Virginia (Yorktown, Fairfax,
Mount Vernon, Hayfield and Marshall),
Maryland (Wise High School of Prince
George’s County), Washington, D.C.
(McKinley Tech) and even California
(Eastlake High School out of San Diego).
From there, it’s all about getting the types
Majors’ Tournament
Success
The holiday break was a time of great
success for both the Mount Vernon boy’s
and girl’s basketball teams. The male Majors
hosted and won their own tournament,
defeating Fairfax, Eastlake (CA), and Wise
(MD). Senior Robert Coleman was named
tournament MVP, while senior Derek Pruitt
and junior Skylar Jones garnered all-tournament
team honors.
Mount Vernon faces Wakefield this Friday
in a highly anticipated match-up of
teams many think could face each other
again in the National District finals.
Meanwhile, the Mount Vernon girl’s
team continued its winning ways, improving
to 11-1, winning the Lady Greyhound
Classic in Portsmouth, Va, a tournament
that traditionally features many of the
state’s top teams. Junior Tracy King led the
way, averaging 20.5 points per game in the
team’s four wins and was named to the alltournament
team as a result.
The Majors have already defeated
Northern Region powers T.C. Williams and
Edison in the early portion of this season,
and have as good a shot as any to make a
run to the state tournament this year. The
Lady Majors continue National District play
when they take on Wakefield Friday night
followed by a game against Stuart next
Tuesday.
of matchups that develop. For instance, a
team like Eastlake just isn’t going to bring
in a large crowd because the only people
with the team are generally the parents of
players on the team. Also, the teams from
Virginia already play each other much of
the year to begin with. For that reason, Forte
separated the five schools into two sides of
the bracket.
Every tournament director has dreams of
a final that is not only entertaining, but also
attracts a large crowd.
“Trying to get the teams matched up as
evenly as possible can sometimes be difficult,”
said Forte. “You want them to funnel
into a nice championship, which happened
(this year).”
THIS YEAR’S FINAL pitted host Mount
Vernon against Wise, a powerhouse from
Prince George’s County. It was an ideal
match-up for Forte, with the host school
Majors going against a ranked opponent
that had plenty of fan support itself.
That the game was a barnburner that saw
Mount Vernon rally from a fourth-quarter
deficit to win its own tournament title, 76-
71, thanks to some timely 3-pointers from
junior Skylar Jones was just icing on the
cake.
“I love playing in tournaments because
we play against good teams,” said senior
Robert Colemna, named the tournament’s
Most Valuable Player. “To see where your
team is at, you have to play good teams.”
Somewhere in the background Forte had
to be smiling, even with a final round of
trash duty looming.
