for the purpose of hearing and determining in a Summary way, as directed by the said Act, all Suits and Complaints of a Civil Nature. 

They are also in the Commission of the Peace, which authorizes them (besides possessing the ordinary functions of a Justice of the Peace) under 

the same Act, to hear and determine all disputes arising between Seamen or Fishermen and their Employers.”

• John Broom, Chief Magistrate, this appointment made in 1818, office held with that of supreme surrogate of the island, salary £250.

increased from £1410.10.0 in 1835 to £3150 in 1836. Cause of increase is attributed to “Additional Stipendiary Magistrates and 

Constables.” Apart from road expenditures, and still more than building court houses, this is easily the biggest increase in expenditure for 

the Newfoundland government in 1836.
