NOTE:<br />

1. The detailed scope has been described <strong>in</strong> tender documents. However, details can also be collected from the <strong>of</strong>fice<br />

<strong>of</strong> the undersigned. Eligibility Criteria for participation <strong>in</strong> tender are <strong>in</strong>dicated below. The tenderer should go<br />

through this Eligibility Criteria before purchas<strong>in</strong>g the tender documents.<br />

Tender documents ( non-transferable) embody<strong>in</strong>g terms and conditions can be obta<strong>in</strong>ed from the<br />

<strong>of</strong>fice <strong>of</strong> the Sr. Div<strong>in</strong>l. Elect. Eng<strong>in</strong>eer(G)E.C. Rly/Danapur on and from 25/10/2005 to 14/11/05 from 11.00 hrs<br />

to 18.00 hrs. on any work<strong>in</strong>g day accept Saturday , Sunday and Holydays. The cost <strong>of</strong> the tender form as mentioned<br />

above should be deposited with Divisional Cashier EC Rly/Danapur or Book<strong>in</strong>g <strong>of</strong>fice / Danapur and money<br />

receipt obta<strong>in</strong>ed which should be deposited to the <strong>of</strong>fice <strong>of</strong> Sr. Div<strong>in</strong>l. Electrical Eng<strong>in</strong>eer (G), E.C. Rly/Danapur.<br />

Note:- (1)The tender documents can also down loaded from website http: // www.<strong>in</strong>dianrailways gov.<strong>in</strong>.<br />

(2) The tender documents can also be down loaded from above noted website 15 days before the date <strong>of</strong> open<strong>in</strong>g .<br />

This facilities is available free <strong>of</strong> cost. However, the demand draft for amount<strong>in</strong>g as <strong>in</strong>dicated above aga<strong>in</strong>st each<br />

work <strong>in</strong> favour <strong>of</strong> FA&CAO/E.C. RLY . Hajipur payable at Patna towards the cost <strong>of</strong> tender documents have to be<br />

enclosed with the tender <strong>in</strong> addition to Earnest Money. In case tender documents down loaded from Internet website,<br />

if tender is not accompanied with the valid demand draft for the cost <strong>of</strong> the tender documents detailed above, the tender<br />

will be summarily rejected.<br />

(3) If by any reason the <strong>of</strong>fice is declared Holyday on the date <strong>of</strong> open<strong>in</strong>g <strong>of</strong> tender i. e. 16/11/2005 the tender will be<br />

opened on next work<strong>in</strong>g day.<br />

The tenderer must be accompanied with the prescribed amount <strong>of</strong> earnest money as mentioned above <strong>in</strong> acceptable from<br />

as mentioned <strong>in</strong> the tender documents <strong>in</strong> favour <strong>of</strong> FA & CAO/E.C.Rly., Hajipur, payable at Patna. Adjustment <strong>of</strong> earnest<br />

money submitted with earlier tender or accepted tender shall not be liable and to be summarily rejected.<br />

The Railway reserve the right to either cancel the tender or reject the tenders without assign<strong>in</strong>g any reason.<br />

1. I/We ……………..……. have read various conditions to tenders attached hereto and hereby agree to abide<br />

by the said condition. I/we also agree to keep this tender open for acceptance for a period <strong>of</strong> 90 days from<br />

the date fixed for open<strong>in</strong>g the same and <strong>in</strong> default there<strong>of</strong>. I/We will be liable for forfeiture <strong>of</strong> my/our<br />

3. A sum <strong>of</strong> Rs…1300/- Is here with forwarded as Earnest Money. The full value <strong>of</strong> the Earnest Money shall<br />

stand forfeited without prejudice to any other right or remedies <strong>in</strong> case my/our Tender is accepted and if:-<br />

Clause 52 : With hold<strong>in</strong>g and lien <strong>in</strong> respect <strong>of</strong> sums claimed<br />

Whenever any claim or claims for payment <strong>of</strong> a sum <strong>of</strong> money arises out <strong>of</strong> under the contract aga<strong>in</strong>st the<br />

contract the Railway shall be entitled to withhold and also have lien to reta<strong>in</strong> such sum or sums <strong>in</strong> whole or <strong>in</strong> part<br />

from the security if any deposited by contractor and for the purpose aforesaid, the Railway shall be entitled to<br />

withhold the said cash security deposit or the security if any, furnished as the case may be end also have a lien <strong>in</strong><br />

the even <strong>of</strong> the security be<strong>in</strong>g <strong>in</strong>sufficient to cover the claimed amount or amounts or if no security has been taken<br />

from the contractor the Railway shall be entitled to withhold and have lien to reta<strong>in</strong> to the extent <strong>of</strong> the such<br />

claimed amount or amounts referred to supra from and common sums found payable to the contract or under the<br />

same contract or any other contract with this or any other Rly. Or any other Department <strong>of</strong> the Central Government<br />

pend<strong>in</strong>g f<strong>in</strong>alization or<br />

It is an agreed term <strong>of</strong> the contract that the sum <strong>of</strong> money or moneys withheld or reta<strong>in</strong>ed under the lien<br />

referred to above by the Rly. will be kept withheld or reta<strong>in</strong>ed as such by the Rly. till the claim aris<strong>in</strong>g out <strong>of</strong> under<br />

the contract is governed by the arbitration clause or by the competent court as the case may be and that the<br />

contractor will have no claim for <strong>in</strong>terest damages whatsoever or any account <strong>in</strong> respect <strong>of</strong> such withhold<strong>in</strong>g or<br />

retention under the lien referred to supra and fully modified as such to the contractor. For purpose <strong>of</strong> this clause the<br />

contractor is partnership firm, limited company the Railway shall be entitled to withhold and also have a lien to<br />

reta<strong>in</strong> towards such claimed amount or amounts <strong>in</strong> whole or <strong>in</strong> part from any sum found passable to any partner<br />

limited company as the case may be whether his <strong>in</strong>dividual capacity or otherwise.<br />

CLAUSE 52 – A lien <strong>in</strong> respect <strong>of</strong> claims <strong>in</strong> other contract<br />

Any sum <strong>of</strong> money due and payable to the contractor <strong>in</strong>clud<strong>in</strong>g the security deposit returnable <strong>in</strong> him under<br />

the contract may be withhold or reta<strong>in</strong>ed by way <strong>of</strong> lien by the railway aga<strong>in</strong>st and claim <strong>of</strong> or any other railway or<br />

any other Department <strong>of</strong> the Central government <strong>in</strong> respect payment on a sum money aris<strong>in</strong>g out under any other<br />

contract made by the contractor with this or any other Department <strong>of</strong> the Central Government.<br />

It is an agreed terms <strong>of</strong> the contract that the sum <strong>of</strong> money so withhold <strong>of</strong> reta<strong>in</strong>ed under this cause by the<br />

Rly. will be kept withhold or reta<strong>in</strong>ed as such by the Rly. till the claim aris<strong>in</strong>g out or under any other contract is<br />

either mutually settled or determ<strong>in</strong>ed by an arbitrator, if it the other contract governed by arbitration clause or by<br />

the competent court as the case may be and the contractor shall have no claim for <strong>in</strong>terest or damages whatsoever<br />

on this account or any other ground <strong>in</strong> respect <strong>of</strong> any sum <strong>of</strong> money with hold reta<strong>in</strong>ed under this clause and duly<br />

notified as to the contractor.<br />

CLAUSE NO. – 15 POST PAYMENT AUDIT<br />

15(2) : It is clause No. 15 (2) form <strong>of</strong> the contract that the Rly. reserves to itself the right to carry on a post<br />

payment audit and or technical exam. <strong>of</strong> the works and the f<strong>in</strong>al bill <strong>in</strong>clud<strong>in</strong>g all support<strong>in</strong>g vouchers, abstract etc.<br />

and to marks a claim on the contractor for refund <strong>of</strong> any excess amount paid to him if as a result <strong>of</strong> such exam, any<br />

other payment to him is discover to have been made <strong>in</strong> respect <strong>of</strong> any work done or alleged to have been done by<br />

him under the contract.<br />

VARIATION IN QUANTITY<br />

The payment aga<strong>in</strong>st <strong>in</strong>creased quantity beyond the agreemental value will be regulated <strong>in</strong> the follow<strong>in</strong>g<br />

manner:-<br />

For <strong>in</strong>crease <strong>in</strong> quantity up to 25% <strong>of</strong> the agree mental value the accepted rate will be applicable. For the<br />

first 15% <strong>in</strong> crease <strong>in</strong> the value beyond 25% <strong>of</strong> agreemental value, the rates will have a reduction <strong>of</strong> 2% <strong>in</strong> the<br />

<strong>in</strong>cremental value <strong>of</strong> the agreement and for the next 10% <strong>in</strong>crease <strong>in</strong> the value rates will have an additional<br />

reduction <strong>of</strong> 2% <strong>in</strong> the further <strong>in</strong>cremental value <strong>of</strong> the agreement.<br />

Electrical Eng<strong>in</strong>eer or his representatives (from time to time) with all changes and modification.<br />

2. Draw<strong>in</strong>gs for the work:- The Draw<strong>in</strong>gs for the work can be seen <strong>in</strong> the <strong>of</strong>fice <strong>of</strong> the Sr. DEE(G)/DNR at any<br />

time dur<strong>in</strong>g the <strong>of</strong>fice hours. The draw<strong>in</strong>gs are only for the guidance <strong>of</strong> Tenderer(s). Detailed work<strong>in</strong>g<br />

draw<strong>in</strong>gs, (if required) based generally on the draw<strong>in</strong>g mentioned above, will be given by the Eng<strong>in</strong>eer or<br />

his representative from time to time.<br />

3. The tenders shall quote the price <strong>in</strong> the schedule enclosed herewith, the rates be<strong>in</strong>g expressed both <strong>in</strong> words<br />

and figures Price aga<strong>in</strong>st each item should be split to show the break up <strong>in</strong> respect <strong>of</strong> labour and stores. The<br />

rates should be <strong>in</strong>clusive <strong>of</strong> supply and delivery <strong>of</strong> all materials F.O. E. and the taxes. The quantities shown<br />

<strong>in</strong> the attached schedule are given as a guide and are approximate only and are subject to variation accord<strong>in</strong>g<br />

to the needs <strong>of</strong> the Railway. The Railway does not guarantee work under each item <strong>of</strong> the schedule.<br />

4. Tender conta<strong>in</strong><strong>in</strong>g erasures and/or alteration <strong>of</strong> the tender documents are liable to be rejected. Any<br />

corrections made by the Tenderer(s) <strong>in</strong> his/their entries must be attested by him/them.<br />

5. The works are required to be completed with<strong>in</strong> a period <strong>of</strong> 30day. from the date <strong>of</strong> execution <strong>of</strong><br />

agreement.<br />

6. Earnest money:- The tender must be accompanied by a sum <strong>of</strong> Rs.1300/-/- as earnest money deposited <strong>in</strong><br />

cash or any forms as mentioned <strong>in</strong> Regulations for tenders and contracts for the guidance <strong>of</strong> the Eng<strong>in</strong>eer<br />

and contractors, fail<strong>in</strong>g which the tender will not be considered.<br />

(a)<br />

In case <strong>of</strong> cash deposit that should be deposited with the Divnl. Cashier, E.C.Rly. Danapur and cash<br />

receipt should be attached with tender document.<br />

(i) Deposit receipts, Demand drafts, Fixed deposit. These forms <strong>of</strong> earnest money could be either <strong>of</strong> the<br />

State bank <strong>of</strong> India or <strong>of</strong> any <strong>of</strong> the nationalized banks. It should be deposited <strong>in</strong> favour <strong>of</strong> F<strong>in</strong>ancial<br />

Advisor and Chief Accounts Officer, E.C.Rly. Hajipur.<br />

No confirmatory advice from the Reserve Bank <strong>of</strong> India will be necessary.<br />

(ii) Deposit receipts executed by the scheduled banks (other than the State Bank <strong>of</strong> India and the<br />

nationalized banks) approved by the Reserve Bank <strong>of</strong> India for this purpose. The Railway shall not<br />

however, accept any such deposit receipt without gett<strong>in</strong>g <strong>in</strong> writ<strong>in</strong>g the concurrence <strong>of</strong> Reserve Bank<br />

<strong>of</strong> India.<br />

(iii) Deposit receipt tendered by the scheduled banks which have not been approved by the Reserve bank<br />

<strong>of</strong> India for the purpose provided. The bank concerned lodes with the Reserve Bank <strong>of</strong> India requisite<br />

securities namely, Cash deposit <strong>of</strong> Govt. securities <strong>in</strong> respect <strong>of</strong> the Guarantees to be executed or<br />

deposit receipts to be tendered by it.<br />

Deposit receipts to be tendered by it. Apart from the above provision prior concurrence <strong>of</strong> Reserve<br />

Bank <strong>of</strong> India <strong>in</strong> writ<strong>in</strong>g would be necessary before accept<strong>in</strong>g deposit receipts under (iii) above.


The Tenderer(s) shall keep the <strong>of</strong>fer open for a m<strong>in</strong>imum period <strong>of</strong> …90....… days from the date <strong>of</strong><br />

open<strong>in</strong>g <strong>of</strong> the Tender. It is understood that the tender documents has been sold/issued to the Tender(s)<br />

and the Tenderer(s) is/are permitted to tender <strong>in</strong> consideration <strong>of</strong> the stipulation on his/their part that<br />

after submitt<strong>in</strong>g his/their tender subject to the period be<strong>in</strong>g extended further if required by mutual<br />

agreement from time to time, he will not resile from his <strong>of</strong>fer or modify the terms and conditions<br />

there<strong>of</strong> <strong>in</strong> a manner not acceptable to the ………………. E.C.Rly. should the Tenderer fail to observe<br />

or comply with the forego<strong>in</strong>g stipulation, the amount deposited as Earnest Money for the due<br />

performance <strong>of</strong> the above stipulation shall be forfeited to the Railway.<br />

(b) If the tender is accepted, the amount <strong>of</strong> Earnest Money will be reta<strong>in</strong>ed and adjusted as security<br />

Deposit for the due and faithful fulfilment <strong>of</strong> the contract. The successful tenderer shall have to sign an<br />

agreement for the work tendered by the adm<strong>in</strong>istration with<strong>in</strong> 14 days from the date <strong>of</strong> issue <strong>of</strong> the acceptance<br />

letter fail<strong>in</strong>g which his earnest money will be forfeited.<br />

(c) The Earnest Money <strong>of</strong> the unsuccessful tenderer(s) will, save as here-<strong>in</strong>-before provided, be<br />

returned to the unsuccessful tenderer(s) with<strong>in</strong> a reasonable time but the Railway shall not be responsible to any<br />

loss or depreciation that may happen to the Security for the due performance <strong>of</strong> the stipulation to keep the <strong>of</strong>fer<br />

open for the period specified <strong>in</strong> the tender documents or to the Earnest Money while <strong>in</strong> their possession nor be<br />

liable to pay <strong>in</strong>terest thereon.<br />

7. The tenderer must submit full particulars <strong>of</strong> Electrical contractors license held by him <strong>in</strong>clud<strong>in</strong>g the name and<br />

licenses held by his supervisors.<br />

8. Rights <strong>of</strong> the Railway to deal with tender – The authority for the acceptance <strong>of</strong> the tender will rest with the<br />

Railway. It shall not be obligatory on the said authority to accept the lowest tender or any other tender and no<br />

tenderer(s) shall demand any explanation for the cause <strong>of</strong> rejection <strong>of</strong> his/their tender nor the Railway undertake<br />

to assign reasons for decl<strong>in</strong><strong>in</strong>g to consider or reject any particular tender or tenders.<br />

9. If the tenderer(s) deliberately gives/give wrong <strong>in</strong>formation <strong>in</strong> his/their tender or creates/create circumstances<br />

for the acceptance <strong>of</strong> his/their tender, the Railway reserves the right to reject such tender at any stage.<br />

10. If tenderer expires after the submission <strong>of</strong> his tender or after the acceptance <strong>of</strong> his tender, the railway shall deem<br />

such tender cancelled. If a partner <strong>of</strong> a firm expires after the submission <strong>of</strong> the tender or after acceptance <strong>of</strong><br />

their tender, the Railway shall deem such tender as cancelled unless firm reta<strong>in</strong>s its character.<br />

11. Income Tax clearance certificate – The tenderer(s) is/are required to produce along with his/their tender an<br />

authorized copy <strong>of</strong> the Income Tax Clearance Certificate or a sworn affidavit duly countersigned by the Income<br />

Tax Officer to the effect that he has/they have no taxable <strong>in</strong>come.<br />

12. Tenderer’s Credentials- Documents testify<strong>in</strong>g tenderer’s previous experience and f<strong>in</strong>ancial status should be<br />

produced along with the tender or when desired by competent authority <strong>of</strong> the E.C. Railway.<br />

Tenderer(s) who has/have not carried out any work so far on this Railway and who is/are not borne on the<br />

approved list <strong>of</strong> the Contractors <strong>of</strong> Electrical(G)/ Danapur/E.C. Railway should submit along with his/their<br />

tender credentials to establish.<br />

(i)His capacity to carry out the works satisfactorily.<br />

(ii) His f<strong>in</strong>ancial status supported by Bank reference and other documents.<br />

(iii)Certificates duly attested and testimonials regard<strong>in</strong>g contract<strong>in</strong>g experience for the type <strong>of</strong> job for which tender<br />

is <strong>in</strong>vited with list <strong>of</strong> works carried out <strong>in</strong> the past.<br />

13.Tender should be submitted <strong>in</strong> sealed cover superscripted with the name <strong>of</strong> work: <strong>Shift<strong>in</strong>g</strong> <strong>of</strong> L/T <strong>overhead</strong> <strong>l<strong>in</strong>e</strong><br />

delivered <strong>in</strong> the sealed tender box located <strong>in</strong> the <strong>of</strong>fice <strong>of</strong> Sr. Div<strong>in</strong>l. Electrical Eng<strong>in</strong>eer (G)/E.C. Rly., Danapur<br />

up to 14.00 hrs <strong>of</strong> 16/11/2005. Tender will be opened at 15.30 hrs. on 16/11/2005<br />

14. Non-compliance with any <strong>of</strong> the conditions set forth there <strong>in</strong> above is liable to result <strong>in</strong> the tender be<strong>in</strong>g<br />

rejected.<br />

15. Execution <strong>of</strong> Contract Documents – The successful tenderer(s) shall be required to execute an agreement with<br />

the President <strong>of</strong> India act<strong>in</strong>g through the E.C. Railway for carry<strong>in</strong>g out the work accord<strong>in</strong>g to General<br />

conditions <strong>of</strong> contract, special conditions/specifications annexed to the tender and specifications for work and<br />

materials as applicable.


16. Partnership deeds, Power <strong>of</strong> Attorney Etc. – The tenderer shall clearly specify whether the tender is<br />

submitted on his own or on behalf <strong>of</strong> a partner ship concern. If the tender is submitted on behalf <strong>of</strong> a partnership<br />

concern, he should submit the certified copy <strong>of</strong> partnership deed along with the tender and authorization to sign<br />

the tender documents on behalf <strong>of</strong> partnership firm. If these documents are not enclosed along with tender<br />

documents, the tender will be treated as hav<strong>in</strong>g been submitted by <strong>in</strong>dividual sign<strong>in</strong>g the tender documents. The<br />

Railway will not be bound by any power <strong>of</strong> attorney granted by the tenderer or by changes <strong>in</strong> the composition <strong>of</strong><br />

the firm made subsequent to the execution <strong>of</strong> the contract. If may, however recognize such power <strong>of</strong> attorney<br />

and changes after obta<strong>in</strong><strong>in</strong>g proper legal advice, the cost <strong>of</strong> which will be chargeable to the contractor.<br />

17.The tenderer whether sole proprietor, a limited company or a partnership firm if they want to act through agent<br />

or <strong>in</strong>dividual partner(s) should submit along with the tender or at a later stage, a power <strong>of</strong> attorney duly stamped<br />

and authenticated by a Notary Public or by Magistrate <strong>in</strong> favour <strong>of</strong> the specific person whether he/they be<br />

partner(s) <strong>of</strong> the firm or any other person specifically authoriz<strong>in</strong>g him/them to submit the tender, sign the<br />

agreement, receive money, witness measurements, sign measurement books, compromise, settle, rel<strong>in</strong>quish any<br />

claim(s) preferred by the firm and sign “No Claim Certificate” and refer all or any disputes to arbitration.<br />

18. Employment/Partnership, etc., <strong>of</strong> Retired Railway employees – (a) Should a tenderer be a retired eng<strong>in</strong>eer <strong>of</strong> the<br />

Gazetted rank or any other Gazetted <strong>of</strong>ficer Work<strong>in</strong>g before his retirement, whether <strong>in</strong> the executive or<br />

adm<strong>in</strong>istrative capacity, or whether hold<strong>in</strong>g a pension able post or not, <strong>in</strong> the ………………….. department <strong>of</strong><br />

any <strong>of</strong> the railways owned and adm<strong>in</strong>istered by the President <strong>of</strong> India for the time be<strong>in</strong>g, or should a tenderer<br />

be<strong>in</strong>g partnership firm have as one <strong>of</strong> its partners a retired eng<strong>in</strong>eer or retired Gazetted Officer as aforesaid, or<br />

aforesaid, or should a tenderer be<strong>in</strong>g an <strong>in</strong>corporated company have retired eng<strong>in</strong>eer or retired <strong>of</strong>ficer as one <strong>of</strong><br />

its Directors, or should a tenderer have <strong>in</strong> his employment any retired Eng<strong>in</strong>eer or retired Gazetted Officer as<br />

aforesaid, the full <strong>in</strong>formation as to the date <strong>of</strong> retirement <strong>of</strong> such Eng<strong>in</strong>eer or Gazetted Officer from the said<br />

service and <strong>in</strong> case where such Eng<strong>in</strong>eer or Officer had not retired from Government service at least 2 years<br />

prior to the date <strong>of</strong> submission <strong>of</strong> the tender as to whether permission for tak<strong>in</strong>g such contract, or if the<br />

contractor be a partnership firm or an <strong>in</strong>corporated company, to become a partner or Director as the case may<br />

be, or to take the employment under the contractor, has been obta<strong>in</strong>ed by the tenderer or the Eng<strong>in</strong>eer or<br />

Officer, as the case may be from the President <strong>of</strong> India or any <strong>of</strong>ficer duly authorised by him <strong>in</strong> this behalf, shall<br />

be clearly stated <strong>in</strong> writ<strong>in</strong>g at the time <strong>of</strong> submitt<strong>in</strong>g the tender. Tenders without the <strong>in</strong>formation above referred<br />

Terms and conditions:-<br />

1. The executed work will be jo<strong>in</strong>tly checked by the Electrical supervisor and representative <strong>of</strong> the<br />

contractor.<br />

2. After completion <strong>of</strong> the work, firm is to under take guarantees for one year from the date <strong>of</strong><br />

completion and guarantee certificate should accompany the bill<br />

3. 2% Income Tax will be deducted from the bill.<br />

4. 12% S/C on I/Tax will be deducted.<br />

5. 2% BST will be deducted on the total value <strong>of</strong> the work .<br />

6. Security deposited should be kept for a period <strong>of</strong> 12 months and will be released after satisfactory<br />

performance dur<strong>in</strong>g the guarantee period.<br />

7. Released materials should be returned to the concern<strong>in</strong>g supervisor and a copy <strong>of</strong> the receipt shall an<br />

should accompany the bill.<br />

8. Indemnity bond should be submitted dur<strong>in</strong>g on account payment and <strong>in</strong> case <strong>of</strong> repair <strong>of</strong> electrical<br />

assets/DG sets.<br />

9. Test certificate <strong>of</strong> manufacturer/dealers <strong>in</strong> case <strong>of</strong> mach<strong>in</strong>ery and plants should submitted along with<br />

the bill.<br />

10.The contractor shall arrange at his own cost all tools. plants facilities necessary<br />

for recondition<strong>in</strong>g and test<strong>in</strong>g <strong>of</strong> the equipments.<br />

11. The materials mentioned <strong>in</strong> the tender work schedule should be <strong>in</strong>spected by the authorized<br />

representative <strong>of</strong> Sr. DEE/G/DNR prior to execution <strong>of</strong> the work <strong>in</strong> the premises <strong>of</strong> manufacturer/<br />

authorized dealer and the copy <strong>of</strong> the <strong>in</strong>spection report duly signed by contractor/ authorized signatory<br />

representative should accompany the bill.<br />

12. Payment <strong>of</strong> runn<strong>in</strong>g bills : Runn<strong>in</strong>g bills will be paid to the contractor <strong>in</strong> the follow<strong>in</strong>g manner :-<br />

A. 90% on account payment shall be made to the contract on supply/ <strong>in</strong>stallation or part there <strong>of</strong>.<br />

B. Balance 10% will be released with the f<strong>in</strong>al bill.<br />

13. Material Challan from manufacturer/dealer should be submitted along with the bill.<br />

14. Tenderers should quote their own labour and materials aga<strong>in</strong>st schedule <strong>of</strong> items <strong>of</strong> works which<br />

should provide for supply <strong>of</strong> all materials tools and plants and other equipments whatsoever <strong>in</strong>clud<strong>in</strong>g<br />

all handl<strong>in</strong>g, freight lead to the site <strong>of</strong> work and tax thereon.<br />

15. The quantities are approximately for the purpose <strong>of</strong> tender only payment will be made for actual<br />

quantity <strong>of</strong> work done.<br />

16. Any damages caused to build<strong>in</strong>gs or any other assets belong<strong>in</strong>g to Railway adm<strong>in</strong>istration dur<strong>in</strong>g the<br />

period <strong>of</strong> works shall be made good the contractor to the extant determ<strong>in</strong>ed by the Adm<strong>in</strong>istration fail<strong>in</strong>g<br />

which the adm<strong>in</strong>istration will be entitle to realize such cost from the contractor <strong>in</strong> any manner decided<br />

by.<br />

17. No claim will be enterta<strong>in</strong>ed for any fluctuation <strong>of</strong> market rate <strong>in</strong> respects <strong>of</strong> labour and materials.<br />

18. No passes will be issued aga<strong>in</strong>st this contract and tenderer is supposed to work <strong>in</strong> the whole<br />

jurisdiction <strong>of</strong> the Sr. Divisional Electrical Eng<strong>in</strong>eer(G) at their own cost.<br />

19. The contractor must pay fair wages to their labour <strong>in</strong> keep<strong>in</strong>g with the present market rate.<br />

20. The contract will be governed by the General Condition <strong>of</strong> contract and standard specification 1969<br />

edition as amended.<br />

SPECIAL CONDITION<br />

1. In all matter not expressly provided for or allowed for here<strong>in</strong> the execution to works shall be <strong>in</strong><br />

accordance with the E. Rly. general condition <strong>of</strong> contract and standard specification (2001 edition)<br />

amendments made thereto. Moreover the follow<strong>in</strong>g conditions will also prevail <strong>in</strong> addition to those laid<br />

down <strong>in</strong> the book <strong>of</strong> general condition <strong>of</strong> contract etc. referred to above where there is any conflict<br />

between the <strong>in</strong>structions or conditions specification conta<strong>in</strong>ed <strong>in</strong> the special conditions <strong>of</strong> this tender and<br />

nay <strong>of</strong> these which appear <strong>in</strong> the Book <strong>of</strong> General condition <strong>of</strong> contract and standard specification (2001<br />

edition) on which the schedule <strong>of</strong> rates is based referred to <strong>in</strong> this contract the former shall prevail.<br />

2. All work throughout will have to be done <strong>in</strong> an approved workman like manner and accord<strong>in</strong>g to<br />

detailed draw<strong>in</strong>gs perta<strong>in</strong><strong>in</strong>g to the work to be supplied by this Rly. Adm<strong>in</strong>istration with all detailed plan<br />

which may be modified and issued from time to time.<br />

3. It should be clearly understood that all materials required for the work except the materials<br />

which have been specifically mentioned to be supplied by the Rly. free <strong>of</strong> cost shall be supplied to the<br />

contractor at the site <strong>of</strong> work at his own cost and no carriage <strong>of</strong> the same will be paid by the Rly.<br />

(carriage load<strong>in</strong>g, unload<strong>in</strong>g handl<strong>in</strong>g etc.) for these materials are <strong>in</strong>cluded <strong>in</strong> the rates given <strong>in</strong> the<br />

schedule L & M rates.<br />

4. No passes and concessional facilities either for travel <strong>of</strong> contractor or his agents or his labour<br />

transportation materials be allowed by the Railway.<br />

5. If the contractor fails to return any excess unsed materials supplied by the Railway, the cost there<br />

<strong>of</strong> shall be recovered from its issue rates plus Rly. freight, handl<strong>in</strong>g load<strong>in</strong>g <strong>in</strong>cidental and supervision<br />

charges at prevail<strong>in</strong>g rates <strong>in</strong>crease by 100 percent. The excess materials should return to IOWs godown<br />

at the contractor’s cost with<strong>in</strong> reasonable time.<br />

6. No work should be done unless work order is issued for the same. No claim for work aga<strong>in</strong>st<br />

which sanctioned work order has note been issued will be admissible.<br />

7. Sales tax : The rates quote should be <strong>in</strong>clusive <strong>of</strong> sales tax and noth<strong>in</strong>g extra will be paid on this<br />

account However the sales tax at the rates as per rules <strong>in</strong>forced from time to time will be received from<br />

the contractor’s bill.<br />

8. Subject as otherwise provided <strong>in</strong> this tender all notices to be given on behalf <strong>of</strong> the President <strong>of</strong><br />

India and all other action to be taken on his behalf may be given or taken on his behalf by the Divisional<br />

Railway Manager, Danapur.<br />

9. The Contractor must make his own arrangement for the supply <strong>of</strong> good dr<strong>in</strong>k<strong>in</strong>g water to the<br />

workman employed him <strong>in</strong> connection with this work.<br />

10. The materials to be supplied by the contractor should confer to the standared specification as per<br />

Eastern Railway Eng<strong>in</strong>eer<strong>in</strong>g Deptt’s Hand Book <strong>of</strong> General condition <strong>of</strong> contract and standard<br />

specification (2001 edition) on which the schedule <strong>of</strong> rates is based with up to date correction slips.<br />

11. Contractors not already work<strong>in</strong>g <strong>in</strong> Danapur Division <strong>in</strong> this Railway should submit along the<br />

tender copies <strong>of</strong> recent testimonials with regard <strong>of</strong> their experience to show that he/they has have carried<br />

out works <strong>of</strong> his nature. In case <strong>of</strong> the firm they should also submit the constitution <strong>of</strong> firm Partnership<br />

deed and attorned <strong>of</strong> power etc. along with tender fail<strong>in</strong>g which the railway adm<strong>in</strong>istration reserves the<br />

right to reject such tender.<br />

12. All materials to be supplied by the contractor shall be subject to prior <strong>in</strong>spection and approved at<br />

site by the Divisional Eng<strong>in</strong>eer or his representative Contractor’s materials which due to any reason<br />

have been ordered by the Divnl. Eng<strong>in</strong>eer or his representative to be removed from site must be removed<br />

by the contractor with<strong>in</strong> 7 days <strong>of</strong> receipt <strong>of</strong> the order fail<strong>in</strong>g which the Railway Adm<strong>in</strong>istration will be<br />

at liberty to remove by the and/or dispose <strong>of</strong>f these material at their discretion <strong>in</strong> any manner may th<strong>in</strong>k<br />

fit and expenses <strong>in</strong>curred <strong>in</strong> this connection will be recovered from dues <strong>of</strong> the contractor. The<br />

contractor will <strong>in</strong> no case be entitle to any compensation to this.<br />

13. Contractor will be paid for the quantity <strong>of</strong> work actually done by him accord<strong>in</strong>g to Eastern<br />

Railway General condition <strong>of</strong> contract and standard specification (2001 edition) on which the schedule<br />

<strong>of</strong> rates is based with up to date correction slips and no separate payment will be made for any quantity


<strong>of</strong> materials supplied and brought to site <strong>of</strong> work to him. The work can also be <strong>in</strong>creased or decreased<br />

any item by the Eng<strong>in</strong>eer-<strong>in</strong>-charge <strong>of</strong> the work. No claim whatsoever will be enterta<strong>in</strong>ed <strong>in</strong> this regard.<br />

14. In the event <strong>of</strong> term<strong>in</strong>ation <strong>of</strong> his contract as per rules the contractor will have to remove all his<br />

materials ly<strong>in</strong>g surplus at site and not paid for with<strong>in</strong> 15 days <strong>of</strong> the receipt <strong>of</strong> the notice <strong>of</strong> term<strong>in</strong>ation<br />

<strong>of</strong> his contract issued to him by the Railway. In case <strong>of</strong> his failure to do so the Rly. Adm<strong>in</strong>istration will<br />

have the option to take over the materials at the rate fixed by the Sr. Divisional Electrical Eng<strong>in</strong>eer(G)<br />

and remove the same from site <strong>of</strong> work at the cost <strong>of</strong> the contractor.<br />

15. All materials supplied by the contractor would be <strong>of</strong> the best quality i.e. accord<strong>in</strong>g to IS<br />

Specification or Railway specification as the case may be.<br />

16. If necessary Sr. Divnl. Electrical Eng<strong>in</strong>eer(G) or any <strong>of</strong> his representative must be freely allowed<br />

to <strong>in</strong>spect the materials <strong>in</strong> the godown/site <strong>of</strong> manufacture.<br />

17. The Rly. adm<strong>in</strong>istration however reserve the right that if necessary certa<strong>in</strong> items <strong>of</strong> works as<br />

provided <strong>in</strong> the agreement may be done by any other suitable means as may be decided by the Sr. Divnl.<br />

Electrical Eng<strong>in</strong>eer(G) for which no extra claim whatsoever will be enterta<strong>in</strong>ed.<br />

18. Contractors will at his own expenses clear the site <strong>of</strong> work and provide all necessary labour page<br />

st<strong>in</strong>gs etc. to enable Divnl eng<strong>in</strong>eer or his representative and to check sett<strong>in</strong>g nuts and the contractors<br />

will correct errors at his own expense.<br />

19.(a) Unless excluded by or repugment to the context the expression. Tender wherever accru<strong>in</strong>g <strong>in</strong> the<br />

condition if the contractor shall be deemed to mean contractor i.e. contractor whose tender has been<br />

accepted.<br />

(b) Unless excluded or repugment to the context the expression East India Rly./ E. Railway/<br />

S.Railway Wherever accru<strong>in</strong>g <strong>in</strong> the work order and or the condition <strong>of</strong> contract shall be deemed to be<br />

substituted by the expression E.C.Rly.<br />

20.(a) The adm<strong>in</strong>istration reserve the right to make any change <strong>of</strong> quantity <strong>of</strong> work as and when<br />

required dur<strong>in</strong>g execution. No claim for any change whatsoever will be enterta<strong>in</strong>ed.<br />

(b) The contractor must not enter <strong>in</strong>to any commitment whatsoever for purchase <strong>of</strong> materials or by<br />

engagement <strong>of</strong> labour <strong>in</strong> advance at any other way execution <strong>of</strong> the agreement as the more acceptance <strong>of</strong><br />

the tender is not authority for enter<strong>in</strong>g <strong>in</strong>to such commitment <strong>in</strong> any case, writeen order from the<br />

Railway authority should be obta<strong>in</strong>ed before materializ<strong>in</strong>g any commitment.<br />

(c) The acceptance <strong>of</strong> the tender does not entitle the contractor for any compensation <strong>in</strong> case the<br />

work is not done even after the execution <strong>of</strong> agreement.<br />

(d) The earnest money deposited by the contractor with his tender will be enterta<strong>in</strong>ed by the Railway<br />

as part <strong>of</strong> security for the due and faithful fulfillment <strong>of</strong> the contract by the contractor. The balance to<br />

make up the security deposit, the rates for which are given below, may be deposited by the contractor <strong>in</strong><br />

case or <strong>in</strong> the form <strong>of</strong> Government securities.<br />

The rates for deposit <strong>of</strong> security amount by contractors will be as follows:-<br />

(i) for contractor upto Rs.1 lakh<br />

- 10% <strong>of</strong> the value <strong>of</strong> the contract<br />

(ii) for contract more than Rs.1 lakh and - 10% <strong>of</strong> the first Rs.1 lakh and 7.5% lakh <strong>of</strong> the<br />

upto Rs.2 lakhs.<br />

balance.<br />

(iii) for contract more than Rs.2 lakhs and<br />

upto Rs.2 crores.<br />

- 10% <strong>of</strong> the first 1 lakh, 7.5% <strong>of</strong> next Rs.1.0 lakh<br />

and 5% <strong>of</strong> the balance subject to the maximum<br />

<strong>of</strong> Rs.3 lakhs.


22. Initial security deposited will be refunded after completion <strong>of</strong> 6 months ma<strong>in</strong>tenance period<br />

fulfillment <strong>of</strong> the contract and completion <strong>of</strong> work <strong>in</strong> all respect to the entire satisfaction <strong>of</strong> the Railway<br />

and on receipt <strong>of</strong> no claim certificate from the contractor and Assistant Eng<strong>in</strong>eer concerned that there is<br />

no claim <strong>in</strong> respect <strong>of</strong> the work.<br />

23. The rates quote by the contractors should be <strong>in</strong>clusive <strong>of</strong> and all other (<strong>in</strong>clud<strong>in</strong>g materials)<br />

corporation municipal license fees and all other <strong>in</strong>cidental charges that may be necessary for the proper<br />

execution <strong>of</strong> the work.<br />

24. Every endeavor will be made to supply the materials required to be supplied by the Rly. In time,<br />

but <strong>in</strong> case is delayed for any reason whatsoever no claim will be enterta<strong>in</strong>ed <strong>in</strong> these account.<br />

25. Time is the essence <strong>of</strong> contract and the-work should be completed with<strong>in</strong> the stipulated time<br />

embodied <strong>in</strong> the agreement.<br />

26. The adm<strong>in</strong>istration reserves the right to make any change <strong>in</strong> quantity, delete any item or itesm <strong>of</strong><br />

work, reduce or <strong>in</strong>crease the quantities and get these works done by any other suitable means or not to<br />

do these works all over after execution <strong>of</strong> the agreement as their own discretion without obta<strong>in</strong><strong>in</strong>g the<br />

prior consent <strong>of</strong> the contractor.<br />

27. In any case the contractor shall have to do whatsoever works be ordered perta<strong>in</strong><strong>in</strong>g to this<br />

contract at the rates quoted and approved by Railway and no claim whatsoever will be enterta<strong>in</strong>ed for<br />

any change <strong>in</strong> the agreement and General condition <strong>of</strong> contract 2001 will be applicable.<br />

28. Draw<strong>in</strong>g will not be available for sale that may be <strong>in</strong>spected <strong>in</strong> the <strong>of</strong>fice <strong>of</strong> the Divisional<br />

Eng<strong>in</strong>eer, Danapur on any work<strong>in</strong>g day dur<strong>in</strong>g <strong>of</strong>fice hours. They will however be supplied free at the<br />

time <strong>of</strong> execution <strong>of</strong> work.<br />

29. The Railway Adm<strong>in</strong>istration may extend the period <strong>of</strong> contract for period whatsoever by giv<strong>in</strong>g<br />

notice to the contractor and the contractor shall be bound to complete the work with<strong>in</strong> the period so<br />

extended and the terms and conditions <strong>of</strong> the orig<strong>in</strong>al contract will also be operative dur<strong>in</strong>g the extended<br />

period.<br />

30. The contractor shall not be entitled to any compensation for any delay for execution <strong>of</strong> the work<br />

aris<strong>in</strong>g for delay due to caused from Rly. Side. The delay so caused will be assessed and if accepted by<br />

the Divisional Eng<strong>in</strong>eer and contractor immediately for determ<strong>in</strong><strong>in</strong>g any extension <strong>of</strong> time required for<br />

completion to work for determ<strong>in</strong><strong>in</strong>g any extension <strong>of</strong> time required for completion <strong>of</strong> work for which<br />

purpose only such accepted delay will be taken <strong>in</strong>to consideration if the matter is not brought to the<br />

notice <strong>of</strong> the Divnl. Eng<strong>in</strong>eer immediately such delays occur no consideration for extension <strong>of</strong> time will<br />

be made latter no. The contractor must accept as f<strong>in</strong>al and b<strong>in</strong>d<strong>in</strong>g the decision <strong>of</strong> the Sr. Divnl.<br />

Electrical Eng<strong>in</strong>eer(G).<br />

31. In case <strong>of</strong> any doubt as regards any particulars <strong>of</strong> construction, ambiguities <strong>in</strong> plans, the decision<br />

<strong>of</strong> the Sr. Divnl. Electrical Eng<strong>in</strong>eer(G) shall be f<strong>in</strong>al and b<strong>in</strong>d<strong>in</strong>g on the contractor.<br />

32. Successful tenderers may also be asked to do night work<strong>in</strong>g to execute the work as and when it<br />

will be necessary and it should be noted that no extra payment will be made on this account.<br />

33. All released materials should be returned to concerned <strong>in</strong>stallation <strong>in</strong>charge by the contractor.<br />

34. The General conditions <strong>of</strong> contract will mean the General conditions <strong>of</strong> contract as amended and<br />

or corrected from time to plan and obta<strong>in</strong><strong>in</strong>g at the time <strong>of</strong> the acceptance <strong>of</strong> the tender and at the time or<br />

execution <strong>of</strong> the agreement mentioned <strong>in</strong> clause under condition <strong>of</strong> tender, it shall be the responsibility


<strong>of</strong> the contractor before submitt<strong>in</strong>g his tender and aga<strong>in</strong> before tender<strong>in</strong>g <strong>in</strong> the said agreement to<br />

ascerta<strong>in</strong> all amendments and or correction made <strong>in</strong> the said<br />

general condition <strong>of</strong> contract.<br />

35. If the contractor does not return the excess unused materials plants and tools supplied by the<br />

Railway with<strong>in</strong> a fortnight from the date <strong>of</strong> completion <strong>of</strong> works or determ<strong>in</strong>ation <strong>of</strong> contract (as the<br />

case may be) Railway shall be entitled to remover the cost <strong>of</strong> such materials plants and tools at the issue<br />

rates plus Railway freight hadl<strong>in</strong>g load<strong>in</strong>g supervision and <strong>in</strong>cidental charges at the rates fixed by the<br />

Rly to this will be added an <strong>in</strong>crease <strong>of</strong> 100 percent after expire <strong>of</strong> the said period <strong>of</strong> fortnight it will be<br />

the option <strong>of</strong> the Railway to accept the return provided the contractors pays compensation due to the<br />

determ<strong>in</strong>ation damage and/or wear tear and/or use <strong>of</strong> the said unused excess material plants and tools.<br />

The amount <strong>of</strong> such compensation shall be assessed by the Eng<strong>in</strong>eer and his decision <strong>in</strong> this respect shall<br />

be f<strong>in</strong>al and b<strong>in</strong>d<strong>in</strong>g on the contractor.<br />

36. Railway reserve the right to <strong>in</strong>crease or decrease the quantity or the value <strong>of</strong> the contract and<br />

Railway does not guarantee to give work aga<strong>in</strong>st each item <strong>of</strong> the tender schedule and contractor’s will<br />

not be entitled to any claim and compensation on this account.<br />

37. The provision <strong>of</strong> contract labour (Regulation abolition) Act 1970 and contract labour (Regulation<br />

and Abolition) Contract Rules 1971 with all its additions alteration and amendments as may be made<br />

from time to time shall be fully b<strong>in</strong>d<strong>in</strong>g on the contractors and shall become part <strong>of</strong> the contract there <strong>of</strong><br />

The violation <strong>of</strong> any <strong>of</strong> the statutory provision <strong>of</strong> the said Act and Rule shall be ordered as breach <strong>of</strong><br />

essential and substantial terms and conditions <strong>of</strong> the contract and with the result <strong>of</strong> the contract may be<br />

abrogated forthwith at time <strong>in</strong>itiative <strong>of</strong> the Rly. Adm<strong>in</strong>istration. The contractor besides his other<br />

liabilities shall also be bound and liable to the Rly. Adm<strong>in</strong>istration (Pr<strong>in</strong>cipal employer) be<strong>in</strong>g the parties<br />

to the contract to pay and/or<br />

compensate for the expense which the Rly. had to <strong>in</strong>cur to fulfill the terms and conditions and/or<br />

provisions <strong>of</strong> the said Act and Rule because <strong>of</strong> failure on the part <strong>of</strong> the contract to fulfill these terms<br />

and condition and/or provisions <strong>of</strong> the said Act and Rules and fulfill these terms and condition and/or<br />

provision <strong>of</strong> the said Act and Rules and Rly. Admn. (Pr<strong>in</strong>cipal employer) one <strong>of</strong> the parties to the<br />

contract shall be at liberty to deduct the amount as may be ascerta<strong>in</strong>ed <strong>in</strong> the manner as provided or <strong>in</strong><br />

the Act and rule or otherwise at the direction.<br />

38. Extension <strong>of</strong> time<br />

In the event <strong>of</strong> failure on the part <strong>of</strong> the contractor to completion the work with<strong>in</strong> the time as specified <strong>in</strong><br />

tender document on any ground as accepted by the railway adm<strong>in</strong>istration as reasonable and on<br />

approach by the contractor <strong>in</strong> such circumstances for extension <strong>of</strong> time, the Railway adm<strong>in</strong>istration may<br />

allow additional time to the extent as would be considered reasonable by the Railway adm<strong>in</strong>istration<br />

such consideration be<strong>in</strong>g <strong>in</strong> the absolute discretion <strong>of</strong> the railway adm<strong>in</strong>istration and for which the<br />

contractor shall not be entitled to any compensation what so ever.<br />

39. Penalty for delay <strong>in</strong> completion :-<br />

If the contractor fails <strong>in</strong> the due performance <strong>of</strong> the contract with<strong>in</strong> the time fixed by the<br />

contract and any authorized extension there<strong>of</strong>, the railway adm<strong>in</strong>istration is entitled to recover<br />

from the contractor a sum <strong>of</strong> half percent <strong>of</strong> the price <strong>of</strong> that portion <strong>of</strong> the contract not<br />

completed by the due date, for each and every week or part <strong>of</strong> a week taken extra by the<br />

contractor to complete the work provided the railway adm<strong>in</strong>istration has suffered loss due to<br />

the above mentioned failure on the part <strong>of</strong> the contractor, The amount <strong>of</strong> damages recovered<br />

shall <strong>in</strong> no case exceed 10% <strong>of</strong> the value <strong>of</strong> the contract. Alternatively at the option <strong>of</strong> the<br />

senior Divisional Electrical Eng<strong>in</strong>eer(G)E.C. Rly., Danapur the work may be given to another<br />

contractor for completion or may be completed by the Railway adm<strong>in</strong>istration itself and any<br />

loss or damage which the Railway adm<strong>in</strong>istration may <strong>in</strong>ter by reason <strong>of</strong> such failure on the<br />

part <strong>of</strong> the contractor shall be made good by him to the like extent.


40. Specifications for Electrical Wir<strong>in</strong>g Works.<br />

System <strong>of</strong> supply<br />

AC 230V s<strong>in</strong>gle phase L. T. with earthed neutral or AC 3 ph, 440 V.<br />

Specification for sub- ma<strong>in</strong>s and sub- circuit.<br />

a.The ma<strong>in</strong>s for s<strong>in</strong>gle stored multistoried type-I quarters or its equivalent should be drawn as per clause<br />

18 <strong>of</strong> the electrical department standard specification No. 1 To unless other wise specified . Service<br />

bracket shall be provided by the contractor generally for every 4 units <strong>of</strong> type I and equivalent quarters<br />

unless otherwise specifically <strong>in</strong>structed by the Sr. Div<strong>in</strong>l. Electrical Eng<strong>in</strong>eer(G East Central Railway<br />

Danapur or his authorized representative. A common ma<strong>in</strong> should be drawn from the service ma<strong>in</strong><br />

through the service pipe and ¾” heavy gauge steel conduit extended on both sides to feed each<br />

<strong>in</strong>dividual unit as per DRG NO EL/T/676. The No. <strong>of</strong> service brackets to be provided for the blocks are<br />

shown <strong>in</strong> the appendix ‘C’ attached hereto. All conduit pipe banks and bellows to be used must be <strong>of</strong><br />

solid type with screwed ends. The load<strong>in</strong>g <strong>of</strong> the f<strong>in</strong>al sub-circuit except for the plug circuit shall not be<br />

exceed 500W and <strong>in</strong> calculations the same the rat<strong>in</strong>g <strong>of</strong> each light and fan po<strong>in</strong>t shall be taken as 100W<br />

fan po<strong>in</strong>ts should be kept always <strong>in</strong> a separate circuit.<br />

b Each unit <strong>of</strong> quarters will be connected to the comment ma<strong>in</strong>s as mentioned <strong>in</strong> para 26.1 above by 110<br />

V grade <strong>in</strong> heavy gauge conduit through suitable size <strong>of</strong> water tight T junction boxes <strong>of</strong> long pattern<br />

with cover (Not galvanized) and shall term<strong>in</strong>ate to the Iron clad ma<strong>in</strong>s board <strong>of</strong> the unit.<br />

Specification for switch board.<br />

c Further to what has seen specified <strong>in</strong> clause 12 <strong>of</strong> the standard specification 10-TL the switch board<br />

shall be welded mild steel sheet box the the wall thickness shall not be loss than to SWG and six<br />

534mmx 350mm with provision <strong>of</strong> h<strong>in</strong>ges and lock<strong>in</strong>g arrangements . The switch board shall be flush<br />

mount<strong>in</strong>g type and the MCB and switches ICOB shall be flush mounted and only the meter can project<br />

subside with necessary recess cut <strong>in</strong> the sheet<strong>in</strong>g. The meter board should be verm<strong>in</strong>, both pro<strong>of</strong>. There<br />

shall be no spare way provided <strong>in</strong> the I.C. Distribution box.<br />

d. For the provision <strong>of</strong> Iron class switch board no separate payment will be made and the po<strong>in</strong>t rate<br />

should <strong>in</strong>clude all these items.<br />

e. The <strong>in</strong>com<strong>in</strong>g ma<strong>in</strong>s from the service bracket to the ma<strong>in</strong> board shall be <strong>of</strong> size 25mm2 PVC<br />

<strong>in</strong>sulated standard alum<strong>in</strong>um conductor, s<strong>in</strong>gle core ll00V CNA grade.<br />

Wir<strong>in</strong>g.<br />

f. Further to what has been specified <strong>in</strong> clause 21 <strong>of</strong> the standard specification 10-TL. The<br />

wir<strong>in</strong>g shall be done <strong>in</strong> all units <strong>of</strong> the quarters as per the draw<strong>in</strong>gs attached herewith, with flat tw<strong>in</strong> core<br />

1.5mm2 PVC 250V ONA grade with earth cont<strong>in</strong>uity conductor for the light po<strong>in</strong>ts and 2.5mm2 <strong>of</strong> same<br />

grade and volt for plug po<strong>in</strong>t.<br />

g. The acceptance <strong>of</strong> tender shall be governed by the India Railway standard condition <strong>of</strong><br />

contract for Electrical wir<strong>in</strong>g <strong>of</strong> Railway build<strong>in</strong>g, (Serial NO 16-54 as amended up to date) except<br />

where modified here<strong>in</strong> and copy <strong>of</strong> A6-54 may be obta<strong>in</strong>ed from the Environments <strong>of</strong> India Central<br />

Publication, 8 Hast<strong>in</strong>gs sheet, Calcutta-1) A separate circuit is to be provided for plug po<strong>in</strong>t. When any<br />

po<strong>in</strong>t wir<strong>in</strong>g <strong>in</strong> required to be done <strong>in</strong> a manner exposed to at mospphere the same shall be done with<br />

PVC cable <strong>of</strong> size 4mm2-1100V CNA grade <strong>in</strong> G.I. pipe.<br />

h. For each H.S. meters a number plate shall be supplied and fixed by the contractor with the<br />

numbers allotted by the railway’s Electrical representative be<strong>in</strong>g properly punched thereon. The<br />

punch<strong>in</strong>g shall done by the cost <strong>of</strong> same while quot<strong>in</strong>g the rate for supply and fix<strong>in</strong>g up HS meter <strong>in</strong> the<br />

Appendix’D’<br />

The whole length <strong>of</strong> TW batten to be used for wir<strong>in</strong>g shall be fitted clear <strong>of</strong> the walls by ½ (<strong>in</strong>ch)spac<strong>in</strong>g<br />

<strong>in</strong>sulators <strong>in</strong> the manner as specified <strong>in</strong> the case <strong>of</strong> meter board and ma<strong>in</strong> distribution board <strong>in</strong> clause<br />

No. 12 <strong>of</strong> the standard specification NO.10 -TD


yApproval <strong>of</strong> proto type.<br />

i. A prototype <strong>in</strong> respect <strong>of</strong> the quarters <strong>of</strong> different equivalents as <strong>in</strong>volved <strong>in</strong> the tender shall<br />

have to be completed by the successful tenderer with<strong>in</strong> 10(Ten) days from the date <strong>of</strong> execution <strong>of</strong> the<br />

agreement.<br />

a. The contractor shall get such units <strong>of</strong> quarters for prototype work assigned by the<br />

local Railway authorities . The contractor shall obta<strong>in</strong> approval <strong>in</strong> writ<strong>in</strong>g from the senior Divisional<br />

Railway Eng<strong>in</strong>eer (General)East Central Railwlay., Danapur or its authorized representative for<br />

satisfactory execution <strong>of</strong> the work <strong>of</strong> prototype before proceed<strong>in</strong>g further with the work.<br />

k. The service ma<strong>in</strong>s and the I.C. Distribution board to be provided shall be as under :-<br />

<strong>in</strong>stallation In charge and check measured by the AEE(G) E.C. Rly/Danapur should be sent along with<br />

the bills. The sheets will be nearly Ros<strong>in</strong> bound and books <strong>in</strong> 100 sheets to be prepared <strong>in</strong> triplicate one<br />

will be reta<strong>in</strong>ed by the contractor and second will be reta<strong>in</strong>ed by the Installation In charge land 3 rd copy<br />

to be submitted to the Sr. Divisional Electrical Eng<strong>in</strong>eer(G)East Central Railwlay Danapur.<br />

Earth pipe pits will be serially numbered and the test results should be recorded <strong>in</strong> bound register<br />

<strong>in</strong> 3 copies one to be reta<strong>in</strong>ed by the contractor, one for the Installation <strong>in</strong> charge and 3 rd copy to the Sr.<br />

Div<strong>in</strong>l. Electrical Eng<strong>in</strong>eer(G)/E.C. Rly., Danapur.<br />
