AFL-CIO
PRESENTS
PLATFORM
On behalf of ItS affiliates, the AFL
CIO has presented platform proposals
to the 1984 Dcmocrallc and Republican
Party National Conventions. The
platform expresses the AFL-CIO's
concerns on jobs, international trade,
monetary policies, mterest rates, labor
law enforcement, social needs, foreign
policics, defense and other national
needs. The following arc excerpts taken
from the AFL-CIO's platform proposals.
After three years of favoritism of
the few at the expense of the many,
American workers arc looking for the
redress of multiple gn evances. The
AFL-CIO, with 14 million members
m 96 national orgaruzatlons and 50,000
local umons, IS the most inclUSive
cross section of the American populauon
that ClUStS. Its members live In
every commumty and work at every
trade and occupation. It IS to that
world of work that the current administration
has done ItS worst damage
since II tOok charge. Despite more
than a yea r of rccovery In the bUSiness
world, recovery IS nOt even In Sight
for the 8.5 million who arc stili unemployed.
For those sull holdmg a
lob, average real wages arc 3.5 percent
lower than they were four years ago.
The future for most of our children IS
gnm. To reach full employment by
1990, defined as 3 percent joblessness,
thiS COUntry will have to generate 20
million more iobs. If Jobs arc created
at a rate no greater than that of the
last seven years, the shortfall will be
7.5 million Jobs. As for youngsters
who have been forced to abandon the
dream of higher education, thiS
admirustration proposes to throw them
on that depressed Job market at less
than the mmimum wage. We believe
the platforms of both major partlcs
must also be concerned with the plight
of the poor, working and non-working,
who have been written off and deprived
of the help and encou ragement
of their government for the past 3.5
years. In early 198 1 when the Reagan
Administration's budget and tax proposals
were unveiled, the AFL-CIO
immediately responded that they posed
a "high-nsk gamble" with the hves
of the Amentan people. That analYSIS
grew from pnnclples deeply held by
Amencan workers and their unions.
The labor movement has always opposed
the belief that plimg more bcnefits
on bUSiness and on the wealthy
will allow enough to " trickle down"
to satisfy America's working men and
women. The conservative economic
and political thinking em bo

MONDALE'S RECORD STRONG
ON KEY WORKER ISSUES
Edlton Nole:
As this month 's issue of the Journal goes to
• press, Democratic presidential candidate
Wafter F. Mondale has just announced thaI
[
New Yaft Congresswoman Geraldine Ferraro
is his choice 10 be his running mate in the
November presidential election race. Representallve
Ferraro , who is serving her third
1 term In Congress, is the first woman ever to
.. be named to a major polilical party licket.
Her COPE lIoting record is excellent.
A deciSIVe factor 10 organized labor S SUPl>Ort
of Waller F. Mondale"s bid for the DemocratiC
presldenttal nomination was hiS firmness In
taking pOSitIOns on bedrock Issues thaI affect
• the quality of hfe for working people and their
families
The AFL -CIO and Its afllhates, before endorsing
Mondale, looked closely at hiS policies,
examining not only what he has said, but also
what he has done-and at hiS speCIfiC Ideas
for the future of the nation under hiS leadership
• What labor found was a candidate With a
Slrong allegiance to the goals of working people-and
With a record of public service to
back It up
The AFL-CIO's analYSIS of Mondale's record
brings him into sharp contrast With PreSident
Reagan-both In philosophy and in actJOn-on
the issues that deeply concern workers and
their lamllies.
The agenda ranges Irom the Critical need to
rebuild the nation's Industnal base to Ihe economiC
health of both CIIleS and farmlands , the
fading dream of home ownership, the affordability
of health care and education , a safe
workplace , a clean and healthy environment
and protection from the economiC havoc wreaked
' by plant closings.
The damage already done to the Quality of
life in America under the Reagan Admlnlstratlon-and
the prospect of more of the same If
Reagan has a second term-led to the AFL
CIO·s early endorsemem of Mondale as a proven
ally of workers who shares thelf view of Amer·
Ica 's luture needs.
One threat 10 that luture IS the erosion of
the nallOn's ··infrastructure"-roads. bridges.
water supply and waste treatment systems ,
railroads and other public facilities
The Afl-CIO supports programs and lundlng
to gel the rebuilding eHort started qUickly In
both urban and rural areas
The Reagan Admlfllstratlon , however, has
anacked and cut the federal programs to do
the job, guning a range 01 community development,
economic development and enVIron·
mental programs and the agencies that once
administered them. In their place , PreSident
Reagan proposes "enterprise rones " which
translate mto big tax giveaways to busmess .
takeaways of wage and lob protections lor
workers and fewer publiC services for communities.
In contrast, Mondale strongly supports programs
to restore the infrastructure along With
urban and rural programs aimed at rebUlldmg
the nation's strong economic base .
The AFl-CIO also backs a comprehenSive
national transportation policy that would msure
the system's strength and the contmued aval"
ability of all forms 01 transportation to clllzens,
business and industry, and both urban and
rural communitieS.
The Reagan AdminlstrallOn has slashed funding
for transportation programs. ignored the
chaos created by deregulation and mounted an
aClJve campaign to destroy salety standards
and other protections for transportatIOn work·
ers.
Mondale, In comparison, has pledged strong
government support 01 programs to rebUild the
transportallon system .
Many workers and thelf commuflltles have
already lelt the devastallng losses of jobs,
mcome, stabilrty and publiC resources that come
from corporate or government deCISions to
close or relocate plants
The Afl-CIO supports passage of plant cfos·
109 laws reqUiTIng both pnvate and publiC
employers to recogntze thelf responSibilitieS to
workers and their commuOilles before they shut
down.
Mondale is already on record on the Issue
While he was a US senator, he sponsored
plant clOSing legislation that paralleled reforms
sought by labor.
Mondale·s record also IS clear on occupa-
1I0nai safety and health. Throughout hiS career.
he has been labo(s solid ally In seekmg workplace
protecllOn; and he has pledged to continue
that alliance
Beyond the workplace , the future IS clouded
for many workers and their lamilies by the skyhigh
interest rates produced by Reagan poliCies .
These rates have put home ownership beyond
the reach of many middle-income Americans
And many jobless workers have suffered or
laced mortgage foreclosure and the loss of
their hOmes
For the elderfy, mlOofllJes, and lOW-income
people, the Reagan Admlfllstrallon·s hOUSing
budget cuts mean that not enough shelter IS
being bUilt to meet their needs.
The AFl·C IO has called for credit controls to
help keep mortgage rates down, relief from
mortgage foreclosures for the lobless, and
government aSSistance In bUilding hOUSing for
the net11y
In hiS poliCIes, Mondate stresses the link
between the Reagan budget dehc.ts and Interest
rates and their Impact on home ownersh1p and
on construction employment . He proposes con·
trolling the dellcit through genuine tax reforms
and a more moderate growth in defense spend
Ing
The Afl-CtO and Walter Mondale also agree
that the raging Inllatlon In health care costs
Jeopardizes the ability of many Americans to
pay for heallh services lor themselves and thel'
families.
An upward explOSion In premiums for pnvate
heallh Insura nce plans has prompted employers
to demand takeaways to tTlm costs. And millions
of jobless workers have lost coverage lor
themselves and their families
The Reagan Admlfllstratlon ·s budget cuts
have added 10 the cnsis by reducmg health
services for the elderly, the poor and other
disadvantaged Americans: and the AdmlnlstralIOn
is eyeing even deeper cuts in the Medicare
system.
The admln.strallOn 's " blame-lhe-vlctlm ··
answer to high health Insurance premIums IS
a plan to tax workers on the benellts they
receive.
Mondale, In contrast, actively supports cost
contamment legislatIon to slow the Increases
In hospital costs and doctors' fees He has
offered a program to prevent the collapse of
the Met1icare system Without hurtmg beneflclanes,
and he IS on record in support of comprehensive
national health insurance.
Today, workers are also worned about the
health of the nallOn·s et1ucational system
Among the Challenges Ihe system faces are
the need for hIgher educational and teaching
standards, access to education for every student,
more classrooms and essentIal courses,
and adequate teacher salaTles
While aft educaliOn costs are gomg up. the
price of higher education is particula rly straining
many family budgets .
The Reagan Adminlstrallon has gutted federal
education programs, mcludlng sharp restnclIOns
on student aid
As a program . Reagan offers only tUitIon tax
credits to reduce the cost of private school
education al the expense 01 public schools
Mondate sees eye to eye With organized tabor
on the need for a federal role to restore and
strengthen student aid programs and insule
that schools have the faCIlitIes. funds and staff
needed to teach. He also backs a program to
provide scholarships to attract talenterl students
Into teaching Mondate IS on record opposing
tUItIon tax credits while favonng measures to
assure that private as wen as publiC school
students share in a variety of other federal
programs.
The Housing Predicament
The state of the housing IIldustry
in the United States traditionally
foretells the state of the economy.
Because of the dependent relationship
between housing and 3 wide
range of auxili ary industries, the condition
of the housing indus try at any
given time strongly affects the rest
of the economy. The ripple effect
from a weak housing industry quickly
reduces demand for durable goods
such as carpeting; furniture; and re
frigeratOrs, ranges, freezers, televi
sion se ts, and other home appliances.
It also adversely impacts industries
supplying such basic building materials
as electrical wiring, bri ck, cement,
lumber, roofing, and other
equipment and industries engaged in
the const ruction of sewers, roads,
schools, stores, utili ties, etc.
The housing industry, aided by an
Improving domestic autOmobile
manufacturing mdustry and a some·
what·lower imerest rate, was s lowly
leading the econom), out of a deep
recession. Housing StartS were up III
1983, and residential construct ion
was mainly responsible fo r the in ·
crease in the va lue of to tal co nstruc·
tion put in plaee that year. That old
bugaboo, high interest rates, was sull
hanging in there, however, and now,
the nightmare has worsened. lmcresl
rates are ri sing further, and the hous·
ing industry is reeling.
Interest Rates
During the past year, hom e mon °
gage rates had declined, but far less
than the prime rate, the lower rate
that banks charge for loans to their
best commerc ial cus to mers. The
prime rate has a bearing on the rates
that banks charge on many other
loans, especially on loans to md]v]d·
uals and medium· and small·size
businesses. The prime rate has grown
to the 12.5·to· 13 percent range, as of
late June, 1984. Following SUit, 30·
year, fixed·rate mortgages fo r 30·da y
delivery have climbed from a post ·
recession low of 12.5 percent to 14.88
14 I ISEW JOURNAL! AUGUST 1984
percem , whde VA rates have now
reached 14 percent. The Ve terans
AriTninistr
other recent ncgal1ve indicators as a
drop in the production of construction
supplies, a drop in the price of
lumber, a drop in the number of
potential customers looking at builders'
model homes, and a drop in new
.,. home sales clearly point to a slowdown
in housing StartS and money
invested In building new homes.
Builders, after all, tcnd to be morc
cautious about starting new can·
structton when Interest rates climb.
They fear that the bottom Will drop
J out of the hOUSing market again.
The prospects for future houslI1g
activity 10 1984 and 1985, therefo re,
don't look good. Interest rates arc
expected to increase marginally this
year and substantially next year. Af·
" teT the presidential election, h OllSII1 /oj
starts could plunge.
Housing Stans
It has generally been accepted that
the annual rate of housing st:ITtS
~ needed In the Umted States to pro
Vide for new households and to replace
old housing IS 2.2-mllhon. That
numbe r has not been attained. In
1978, when mortgage interest rates
we re at .1n average rate of 9.5 pe rcent,
·0
,
I
'.
hOUSing starts reached a record high
of two-millio n. As interest ratcs rose
in 1979, housing starts dropped back
to 1.7-million; and by thc time the
rates reached an average of 1 S. 7 percent
in 1982, the numbe r of housing
starts plummeted to 1,062,200.
Mongage rates fell to 12.5 percent
in the summer of 1983; and in that
year, housing starts rose to !. 7-mi/
lion. Although housing starts were
strong ea rl y In 1984, they like ly will
drop off dunng the second half of the
year, primanly because of the n sing
interest rates. Houslllg sta rts in
1984 could total 1.8- mllilon, carried
only by the strong early shOWing;
1985 start s could be as low as 1.57·
million.
Price of Hous ing
In Ma y of thiS year, ncw ho me
constructton dropped by 10.5 pe r
ce nt, and sales of new, slngle·famlly
homes fell for the third consecutive
month. The IOventory of unsold
homes reached ItS highest level since
September, 1982. With mortgage m
terest rates rising, the prtce of housing
conttnues to ri se. The average
sales pnce has now reached SIOI ,OOO.
In our mind's eye
We're watching the parade
Of your life's fabric go by.
Dad, in the forefront. Mom by his
side,
Brother and sisters close behind.
The older genera tion is accounled
for:
Grandmas and gram pas, uncles and
aunts,
Neighbors, and coaches o f all
sorts.
All have hel ped mold you al home
and in sparl s.
Your friends are o f both gender.
The girls, enjoyi ng a spot in your
heart, since an age so lender.
Your cousins and friends sharing a
.. part
In your boyhood capers.
Life is an adventure~
You must have taken the best we
had to give,
Because today you stand confident.
stalwart and eager
looking ahead, desirous of all
there is in life to live.
Another, unseen by you.
Is helping to shape you, in all that
you do.
The lord's task is daily
Until you say "adieu."
-. So go ahead, son, take life by the
horns,
Step ou t of the crowd and conquer
the thorns.
Walk tall, be proud, no need to be
slow.
Know Ihal you carry our love with
yo u
Wherever you go.
Ghostly, grim and ancient reagan .
Wretch, I cried. who has senl him
Emerge an unhappy masler
Who's only plan is sheer disaster.
A reply so aptly spoken,
The litle " union preSident " he
once bore,
'Tis no mystery, all wind and
nothing morc.
A.nd the reagan never fJilling. slill is
silling. still is si lting
Presently my soul grew stronger
Union sir and madam, I Implore,
let's pull together m '84
Or quoth the reagan nevermore.
Bu l Ihe reagan still beguiling
All my soul into smiling.
Because his eyes have all meaning
Of a man that is dreaming.
By Ihat heaven thaI bends above
By Ihal God we all adore,
Unions stay forevermore.
