The illustration above represents the minimum requirements for the basic external financial<br />

statements. This report also contains other supplementary information in addition to the basic<br />

financial statements.<br />

District-wide financial statements. In addition to the MD&A, the district-wide financial<br />

statements are the other primary addition to financial reporting under GASB Statement No. 34.<br />

The District-wide perspective is designed to provide readers with a complete financial view of<br />

the entity known as <strong>Harford</strong> <strong>County</strong> <strong>Public</strong> Schools. The financial presentation of this<br />

perspective is similar to a private sector business.<br />

The statement of net assets presents information on all of the assets and liabilities of HCPS with<br />

the difference between the two reported as net assets. Over time, increases or decreases in net<br />

assets may serve as a useful indicator of whether the financial position of HCPS is improving or<br />

deteriorating. The statement of activities presents information showing how HCPS’ net assets<br />

changed during the most recent fiscal year.<br />

These statements measure the change in total economic resources during the period utilizing the<br />

accrual basis of accounting. This means that any change in net assets is reported as soon as the<br />

underlying event giving rise to the change occurs, regardless of the timing of related cash flows.<br />

Thus, revenues and expenses are reported in this statement for some items that will only result in<br />

cash flows in future fiscal periods (like earned but unused employees leave), or for which cash<br />

has already been expended (depreciation of buildings and equipment already purchased).<br />

The district-wide perspective is unrelated to budget and accordingly, budget comparisons are not<br />

provided.<br />

Fund financial statements. A fund is a grouping of related accounts used to maintain control<br />

over resources that have been segregated for specific activities or objectives. <strong>Harford</strong> <strong>County</strong><br />

<strong>Public</strong> Schools uses fund accounting to ensure and demonstrate compliance with finance-related<br />

requirements. HCPS’ funds are in two categories, governmental funds and fiduciary funds.<br />

<strong>Harford</strong> <strong>County</strong> <strong>Public</strong> Schools does not operate any enterprise activities that are reported as<br />

proprietary funds.<br />
