FINES AND FORFEITURES.<br />

There has been but little occasion for the enforcement of the penalties attached<br />

to the Fishery Act, for a violation of the regulations during the year. This speaks<br />

well for the condut of all identified with the fishery interests of a new country.<br />

All orders by myself and the oveTseers have been strictly obeyed, with perhaps one<br />

or two exceptions. Where the law, through ignorance or inadvertance, had been<br />

violated, prompt measures of redress were taken upon notification.<br />

David Breyer a trader at Fort Alexander, Lake Winnipeg. was detected by<br />

Overseer Wood, trading illicitly with Indians, in buying whitefish from thorn which<br />

were caught during the close season. His fish were seized and confiscated, which<br />

had a salutary sifect in checking a practice, hitherto frequently resorted to in that<br />

district. The fish were sold and the net proceeds remitted to the Department.<br />

Clem Pelletier, a fisherman in the Qa'Appelle District, took out a seine license, but<br />

was detected by Overseer Gilchrist fishing during the close season. He was fined<br />

$25 and had his net confiscated and destroyed. He also forfeited his license.<br />

Subjoined is an estimate of the yield and value of the fisheries of Manitoba and<br />

the North-West Territories for the year ending 31st December, 1888 :<br />

Seven carloads (140,000 lb4.) of salt whitefish, of the above quantity, were mar.<br />

keted in Montreal.<br />

The Indian consumption, including Assiniboia, is estimated at 1,725,000 lbs.,<br />

valued at $60,375, making the aggregate catch for the year, 6,373,250 lbs. for all<br />

kinds of fish, and a total value of $241,052.<br />
