Crimes <strong>committed</strong> <strong>by</strong> <strong>totalitarian</strong> <strong>regimes</strong><br />

1. To ensure continuity of the process of evaluation of the <strong>totalitarian</strong> <strong>crimes</strong>, thus bringing deeper<br />

understanding of the meaning, extent and consequences of the <strong>crimes</strong> <strong>committed</strong> <strong>by</strong> the <strong>totalitarian</strong><br />

<strong>regimes</strong>, as well as preventing recurrences of <strong>totalitarian</strong> rule;<br />

2. To establish a special international commission to investigate and evaluate the <strong>crimes</strong> <strong>committed</strong> <strong>by</strong><br />

the Communist and other <strong>totalitarian</strong> <strong>regimes</strong> in Europe;<br />

3. To establish a European Foundation to promote public awareness at the EU level, to develop cultural<br />

and educational projects, and to provide support for European and national research and educational<br />

projects;<br />

4. To declare 23 August (the day the Molotov-Ribbentrop pact was signed) the European day of<br />

commemoration of the victims of <strong>totalitarian</strong> <strong>regimes</strong> and start its commemoration at the European level;<br />

to consider construction of a memorial for the victims of <strong>totalitarian</strong> <strong>regimes</strong> in order to rehabilitate, and<br />

appropriately memorialise, victims of these <strong>crimes</strong>;<br />

5. To consider establishing a European Museum on Totalitarian Regimes;<br />

6. To ensure the principle of equal treatment and non-discrimination of victims of all the <strong>totalitarian</strong><br />

<strong>regimes</strong>.<br />

How do we see the future of evaluation of the <strong>totalitarian</strong> <strong>regimes</strong> in Europe, with regard to the<br />

mentioned proposals?<br />

First, every country has to issue an official report adopted <strong>by</strong> its Government or Parliament.<br />

In the run-up to the 40 th anniversary of the Prague Spring and the 20 th anniversary of the Sąjūdis<br />

Independence Movement, as well as the 70 th anniversary of the inopportune Ribbentrop-Molotov Pact,<br />

it is particularly important for us to take a closer look at the past, which forms part of our lives, partly<br />

spent under <strong>totalitarian</strong> <strong>regimes</strong>. It is crucial to evaluate the past and turn the memories of the living<br />

victims into meaningful moral guidelines for young EU citizens.<br />
