Crimes <strong>committed</strong> <strong>by</strong> <strong>totalitarian</strong> <strong>regimes</strong><br />

and examination.<br />

7.1.2. Levels of hearings and public debates:<br />

– Multilateral international conferences, which could provide the base for the permanent<br />

international forum;<br />

– Regional conferences (covering the experience of one region or a few states);<br />

– National conferences.<br />

7.1.3. Forms of public hearings and debates:<br />

– Scientific conferences, seminars, round table discussions and their rounds;<br />

– Meetings with the victims and crime witnesses of the communist and other <strong>totalitarian</strong><br />

<strong>regimes</strong>;<br />

– Joint sessions of international and national commissions of historians;<br />

– TV-bridges, involving the European channel EuroNews and national TV channels;<br />

– The development of an internet portal;<br />

– Study trips.<br />

7.1.4. The members of hearings and public debates:<br />

– The representatives of the national parliaments and governmental institutions;<br />

– Scholars (historians, lawyers, political scientists, sociologists, etc.);<br />

– The representatives of international and national commissions of historians;<br />

– The representatives of research centres and museums;<br />

– The participants of the historical events, the victims of terror carried out <strong>by</strong> the communist <strong>regimes</strong>,<br />

the organisations of victims of political terror, and witnesses;<br />

– The staff of the European structures and the public sector of the Member States; diplomats;<br />

– The representatives of the non-governmental organisations of human rights protections, etc.;<br />

– Public figures (various groups: national, religious, professional).<br />

7.2. Legal framework<br />

Initiate discussions on the required EU legal instruments, their provisions, instrument drafting and<br />

examination. To draft the required framework legal instruments that would assign another status to the<br />

investigation of the <strong>crimes</strong> of the communist <strong>regimes</strong> (<strong>by</strong> expanding the concept of genocide) in order to<br />

acknowledge them as international <strong>crimes</strong> to which no limitations apply, while the extradition is enabled<br />

and the Member States are <strong>committed</strong> (recommended) to pay special attention to the following:<br />

– Education on the <strong>crimes</strong> of the Communist and other <strong>totalitarian</strong> <strong>regimes</strong>;<br />

– Memorialisation of the crime victims of the <strong>totalitarian</strong> <strong>regimes</strong> and the marking of the<br />

memorial sites;<br />

– Formation of national museum expositions;<br />

– Criminal prosecution or sanctions for:<br />

– Public support of the genocide <strong>crimes</strong> of the Communist and other <strong>totalitarian</strong> <strong>regimes</strong>;<br />

– Refusal to acknowledge these <strong>crimes</strong>;<br />

– Excessive derogation of these <strong>crimes</strong>;<br />

– The responsibility of the successors of the Communist States concerning the compensation of losses.<br />
