Scheme workers<br />

1,250 workers are employed under multi-year contracts (three to four and a half years) whereby a<br />

lump sum payment is promised at the end of the contract period. Field research conducted <strong>in</strong> late<br />

2011 revealed that scheme workers are found <strong>in</strong> all of Bannari Amman’s units. Scheme workers<br />

either reside <strong>in</strong> the factory hostels or live at home <strong>in</strong> nearby villages and are brought to the factory<br />

by bus.<br />

In its reaction to the draft version of this report, Bannari Amman writes that ‘there is no scheme<br />

under any name for hir<strong>in</strong>g and engag<strong>in</strong>g workers <strong>in</strong> our Group Units’. The company does not<br />

provide any details about how it recruits workers, be it direct, via brokers or via recruitment<br />

agencies.<br />

Bannari Amman further writes that ‘fresh recruits are <strong>in</strong>ducted as Apprentices as per the provisions<br />

of Certified Stand<strong>in</strong>g Orders and as soon as they complete the period of apprenticeship, they are<br />

absorbed as regular employees’.<br />

Dormitories and freedom of movement<br />

Over 1000 workers live <strong>in</strong> Bannari Amman’s hostels. Workers that live <strong>in</strong> the factory hostels<br />

(located on the factory grounds) are allowed to leave the hostel accompanied by their parents<br />

when they come to visit their daughters. This happens rarely though (once or twice <strong>in</strong> six months),<br />

s<strong>in</strong>ce most parents live far away. Workers are also permitted to leave the hostels <strong>in</strong> a group<br />

accompanied by a warden once every 15 days. In its response to SOMO and ICN, Bannari Amman<br />

writes that workers who stay <strong>in</strong> the hostel enjoy full freedom ‘giv<strong>in</strong>g due consideration to their<br />

safety and security’.<br />

In order to establish the l<strong>in</strong>ks between Bannari Amman and its buyers, export data from Tuticor<strong>in</strong> and Chennai ports<br />

were analysed. The export data cover a period of eight months (June 2011 – January 2012). All companies mentioned<br />

here were found to be sourc<strong>in</strong>g from Bannari Amman with<strong>in</strong> this period.
