The Sumangali Scheme<br />

The Tamil word ‘Sumangali’ refers to a married woman who lives a happy and contented life with<br />

her husband with all good fortunes and material benefits. Workers under this scheme are recruited<br />

with the promise that they will receive a considerable amount of money after completion of three to<br />

five years of employment. This amount could be used to pay for a dowry. In this report, these<br />

workers are referred to as ‘scheme workers’.<br />

The lump sum amount that workers may receive at the end of the period varies from Rs. 30,000<br />

(€460) to Rs. 56,000 (€860) for three years. Besides this amount, to be paid at the end of the<br />

contract period, Sumangali workers receive a monthly stipend. This stipend varies greatly from<br />

factory to factory. Interviewed workers reported monthly wages from around 900 Rupees (€14) to<br />

3500 Rupees (€54). If the lump sum is added to the monthly wages, the total amount earned <strong>in</strong> the<br />

contract period <strong>in</strong> most cases does not equal the amount a worker would have earned if she had<br />

received the m<strong>in</strong>imum wage for an apprentice <strong>in</strong> the garment <strong>in</strong>dustry.<br />
