Road construction work on the A 5 in the Münichsthal area<br />

The objective of <strong>Project</strong> Y is to reduce the<br />

traffic burden on the communities surrounding<br />

north-east <strong>Vienna</strong>. It consists of<br />

a north-south connection with the Czech<br />

Republic (A 5 South, motorway section<br />

Schrick - Eibesbrunn) and an east-west<br />

route around <strong>Vienna</strong> (S1 and S2 expressways,<br />

Korneuburg - Süßenbrunn<br />

major increases in traffic volumes.<br />

<strong>Project</strong> Y (PPP Eastern Region, <strong>Package</strong><br />

1) is Austria's first PPP road infrastructure<br />

project.<br />

The motorways and expressways all have<br />

at least 4 traffic lanes with hard shoulders<br />

and concrete road surfaces.<br />

The locations of the intersections and<br />

junctions were determined by the Austrian<br />

Federal Ministry for Traffic, Innovation<br />

and Technology and ASFINAG, a publicly<br />

owned company for the financing of<br />

motorways and express ways.<br />

The task of the PPP <strong>Ostregion</strong> consortium<br />

is to plan and construct the entire <strong>Project</strong><br />

Y on behalf of the concessionaire.<br />

nancing. As part of the PPP project, the<br />

PPP <strong>Ostregion</strong> consortium took over responsibility<br />

for risks in connection with<br />

planning, subsoil, quality, costs and schedules.<br />

The very short time available for planning,<br />

authorization and completion of the<br />

construction work represented a major<br />

challenge.<br />

The construction companies' need to optimize<br />

the construction procedures and to<br />

find cost-effective solutions for the required<br />

civil engineering structures and traffic<br />

routes was closely interlinked with the<br />

functional requirements for the operational<br />

phase.<br />

To support the planning process, a planning<br />

and document management system<br />

was set up through which all information<br />

and documentation could be accessed.<br />

During the tender phase, Krebs und Kiefer<br />

took on the role of Technical Advisor<br />

and advised the banks behind a consortium<br />

of bidders. Today we can confirm that<br />

Krebs und Kiefer assessed the risks accurately<br />

and that our technical competence<br />

in PPP infrastructure projects enabled<br />

us to provide effective support for the<br />

coordination of planning work within the<br />

PPP <strong>Ostregion</strong> consortium.<br />
