Early recovery typically begins during the humanitarian assistance stage and has a duration of approximately<br />

18 months. It seeks to meet the needs of the affected population and the government in the short<br />

and medium terms. It has three general purposes:<br />

a)<br />

b)<br />

c)<br />

To increase humanitarian operations.<br />

To support the population’s spontaneous recovery efforts.<br />

To help lay the groundwork for long-term recovery.<br />

Early recovery helps to restore and strengthen government capacity at all levels to manage and lead<br />

the recovery process and simultaneously restore communities’ capacity to recover from the disaster.<br />

2. Early Recovery Needs Assessment in <strong>El</strong> <strong>Salvador</strong> due to the Effects of Hurricane Ida<br />

The early recovery needs assessment refers to the sectors of: a) governance and coordination for recovery,<br />

b) livelihoods and productive activities, c) food security, d) temporary housing, e) social services, and f)<br />

roads and basic infrastructure.<br />

General recommendations for the early recovery phase.<br />

The recommendations for organization and overall focus on the post-disaster recovery process, based<br />

on collected experiences, are the following:<br />

Because of the disastrous events that have occurred in <strong>El</strong> <strong>Salvador</strong> in recent decades, post-disaster<br />

reconstruction projects have been promoted, several of which have led to the reproduction of<br />

pre-disaster risk conditions. A key principle in the current recovery process should be to seek<br />

sustainability and integrated risk management in all investment decisions.
