5 Glebe Report May 13, 2005 GCA GCA position on Bank Street reconstruction APPROVED BY THE GCA BOARD ON APRIL 26 PRINCIPLES Bank Street, recognized in the Official Plan as a primary "main street," is important to all residents of Ottawa. In the Glebe, Bank Street serves as a gateway to a major city facility (Lansdowne Park) and to national events (Winterlude, the Tulip Festival). The design standards on Bank Street and the amount of funding set aside for the streetscape must be in keeping with its importance to Ottawa's national image. Bank Street is also the Glebe's "main street" and the reconstruction/redesign must support and enhance its mixed use, its role as a vibrant commercial street with many small businesses, and its role as the heart of a major residential neighbourhood. The Glebe has a distinct sense of identity and community. Bank Street in the Glebe should have a cohesive look and styleincorporating unique public art and street furnitureall the way from the Queensway to the Rideau Canal. Bank Street is characterized by a high level of pedestrian use, and priority should be given to providing an improved and safer pedestrian experience on its sidewalks and at pedestrian crossings. While respecting the principles and recommendations of the Glebe Traffic Plan, and understanding that the roadway must accommodate and balance the needs of a range of uses vas fiVaNivs 419ele. talee BY DIANA TYNDALE Three cheers and a bouquet of spring flowers to all who responded to our appeal (in the April issue of the Glebe Report) for "garden angels/anges-jardins" volunteer gardeners to take care of the 50 curbside 0 planter boxes in our neighbourhood. Thanks to your enthusiasm, nearly all the boxes now have adoptive parents to look after them over the spring and summer. The Glebe is going to look gorgeous! We can always use more volunteers, either to adopt one of the remaining "orphan" planters or to help out with watering and maintenance when people are out of town during the summer. We would also be happy to accept donations of drought-tolerant plants. For more information, please contact Diana Tyndale (Environment Committee chair) at 233-0666 or gca.envirocom@magma.ca. and users, the needs of public transit and of vehicles coming to the Glebe as a destination should take precedence over through traffic. All aspects of the design should create a "greener" street, be environmentally sustainable, and be integrated with adjacent parks, green spaces and any new seating areas. The look and scale of all streetscape elements should respect and enhance the heritage resources and historic character of the Glebe. The design must be aesthetic, functional and accessible all year round. As this is a "once in a lifetime" opportunity to re-do Bank Street, an investment must be made that will meet the infrastructure needs of the next half-century. Disruption to businesses and impacts on local residents during the construction process should be minimized through careful sequencing and planning. PRIORITIES Based on the above principles, the GCA has established the following priorities: Bury all hydro and telephone wires. Create a safer and more pleasant pedestrian experience. "Green" Bank Street and make all design and operational aspects environmentally sustainable. Add pedestrian-level lighting while minimizing the number of poles. Remove parking meters. Demarcate and improve the north and south entrances to the Glebe. SPECIFIC NOTES/COMMENTS ON THE APRIL 5 OPEN HOUSE PRESENTATION *The Glebe is a cohesive community that extends from Pretoria Street to the Rideau Canal. We are not in agreement with the notion that the "north end" of the Glebe should be treated as a separate "arts district." *The design options presented for lighting and bicycle racks were generally too modern and intrusive and not in keeping with the Glebe's heritage and village character. *There is support for the notion of opening up Central Park and bringing the park to the street with benches and trees on Bank Street. A similar greening of Bank Street at Lansdowne, with a green median and the integration of parkland at the Rideau Canal, could also be done. *There must be designated areas for benches, newspaper boxes, notices and bike racks to meet community needs while reducing sidewalk congestion. *Several more opportunities exist to plant trees along Bank Street than were identified at the open house. *We have some concerns that the sewer capacity may not be sufficient to meet the needs of population growth over the next 50 years due to urban intensification, and that related sewer projects (e.g., at Lansdowne) are not being considered as part of the current reconstruction.
