Foreword<br />
This Background Report is the first step in the process <strong>of</strong> preparing a Structure Plan for<br />
Corio and Norlane. When it is prepared the Structure Plan will provide a vision, <strong>plan</strong>s<br />
and directions to guide development <strong>of</strong> the area over a 10 to 15 year period.<br />
The Structure Plan will contain three parts, Part A “Structure Plan”, Part B<br />
“Implementation & Review” and Part C “Background Report”.<br />
Part A will contain the Structure Plan and concept <strong>plan</strong>s and will include principles and<br />
directions in response to the key influences identified in the Background Report.<br />
Part B contains a program for implementing the Structure Plan including the undertaking<br />
<strong>of</strong> other strategic work and future review <strong>of</strong> the Structure Plan.<br />
Part C (this Background Report) provides the foundation and contextual information for<br />
the Structure Plan and identifies the issues, opportunities and constraints facing the<br />
suburbs, under the following headings:<br />
• Introduction<br />
• Policy Context<br />
• Demographic Pr<strong>of</strong>ile<br />
• Physical Infra<strong>structure</strong><br />
• Built Form<br />
• Movement and Transport<br />
• Economic Development and Employment<br />
• Social Infra<strong>structure</strong><br />
• Natural Environment and Heritage<br />
• Recreation and Open Space<br />
The Structure Plan is being prepared by Council and DPCD <strong>of</strong>ficers through a Planning<br />
and Development Working Group which is positioned in a broader Corio and Norlane<br />
Urban Renewal Project governance <strong>structure</strong>. The broader <strong>structure</strong> involves State<br />
Government departments and the <strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong. The working group is one <strong>of</strong><br />
three groups running concurrently during 2010/11. The other two working groups in the<br />
Governance <strong>structure</strong> are Transport and Community Infra<strong>structure</strong>, and Engagement<br />
and Communications.<br />
The Corio Norlane Structure Plan follows a similar process and format to that <strong>of</strong> other inhouse<br />
<strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong produced <strong>structure</strong> <strong>plan</strong>s (e.g. for Townships on the<br />
Bellarine Peninsula and Lara).<br />
The Background Report builds on a number <strong>of</strong> <strong>report</strong>s commissioned by the former<br />
Victorian Government in its development <strong>of</strong> a business case for the urban renewal<br />
project, as well as published government and Council strategies and policies.<br />
The Background Report was prepared by the <strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geleong with close<br />
involvement <strong>of</strong> DPCD <strong>of</strong>ficers and informed by previous work by State Government<br />
agencies. The <strong>report</strong> is not necessarily endorsed by DPCD or the State Government.<br />
