and land use impacts <strong>of</strong> the road on the G21 region. These included increased (over<br />

base case) population and employment and increased market demand for residential<br />

dwellings, <strong>of</strong>fice floor space and industrial land. However, the distribution <strong>of</strong> the growth<br />

favours southern and western parts <strong>of</strong> the wider region as opposed to urban Geelong<br />

itself.<br />

2.4.10 Key Economic Indicators Bulletins, (<strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong, monthly)<br />

The Key Economic Indicators Report monitors the region's economy by reviewing the<br />

monthly unemployment rate, job advertisements, quarterly median house prices,<br />

quarterly ABN registrations, monthly domestic building activity and monthly nondomestic<br />

building activity. The <strong>report</strong> complements the annual Economic Indicators<br />

Bulletin.<br />

2.4.11 <strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong Retail Strategy (Essential Economics for <strong>City</strong> <strong>of</strong><br />

<strong>Greater</strong> Geelong, 2006)<br />

Essential Economics Pty Ltd, in association with Planisphere prepared the <strong>City</strong> <strong>of</strong><br />

<strong>Greater</strong> Geelong Retail Strategy 2006 to guide the on-going development <strong>of</strong> the retail<br />

sector and retail activity centres in the <strong>City</strong>.<br />

Corio Village along with Belmont and Waurn Ponds are identified as the three subregional<br />

centres across <strong>Greater</strong> Geelong. The Strategy identifies these three centres as<br />

focal points for a wide range <strong>of</strong> economic and social activities, including retail facilities,<br />

commercial <strong>of</strong>fice functions, community, medical and civic facilities, and leisure and<br />

entertainment uses. The Strategy recognises that the consolidation <strong>of</strong> these activities<br />

will be enhanced by the provision <strong>of</strong> improved public transport services.<br />

The strategy identifies Bell Post Shopping Centre as one <strong>of</strong> a number <strong>of</strong> neighbourhood<br />

centres across <strong>Greater</strong> Geelong. This strategy recognises that the centre as a relatively<br />

poor performing centre despite its recent refurbishment. This is partly attributed to its<br />

location directly to the north <strong>of</strong> the significant barrier <strong>of</strong> Cowies Creek which limits the<br />

accessibility <strong>of</strong> the centre to suburbs to the south.<br />

A more detailed and recent assessment <strong>of</strong> neighbourhood and other retail centres in the<br />

<strong>structure</strong> <strong>plan</strong> area was undertaken in an assessment prepared for the Corio Norlane<br />

Urban Renewal Project by Essential Economics in 2009.<br />

2.5 Social<br />

2.5.1 Future Provision <strong>of</strong> Community Services Infra<strong>structure</strong> in Norlane/Corio,<br />

<strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong 2009<br />

The <strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong has developed a strategic direction for future provision <strong>of</strong><br />

community services infra<strong>structure</strong> for Corio and Norlane. The <strong>report</strong> titled Future<br />

Dreaming: Community Infra<strong>structure</strong> Analysis for Corio Norlane (DLA Nov 2009) is to be<br />

used as a reference and informing document for Council’s priorities, actions and<br />

engagement with State and Federal Governments and local communities.<br />

2.5.2 Geelong Public Library Buildings Development Strategy (<strong>City</strong> <strong>of</strong> <strong>Greater</strong><br />

Geelong, 2009)<br />

In September 2009 the <strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong adopted a strategy for Geelong public<br />

library building developments. The Strategy identifies the Corio library (John Drysdale<br />

Library) as a sub-regional branch supporting mobile libraries and the new Lara library. A<br />

review <strong>of</strong> the facility is recommended in 15+ years.<br />

2.5.3 Blueprint for Education and Early Childhood Development, State <strong>of</strong> Victoria<br />

(Department <strong>of</strong> Education and Early Childhood Development) 2008<br />

This Victorian Government Blueprint outlines an integrated reform agenda designed to<br />

improve performance and promote excellence across the State’s schools and early<br />
