2005)<br />
Geelong’s Economic Development Strategy (2005-2010) aims to attract and retain<br />
skilled workers and investment. A focus is on developing a global competitive<br />
advantage, creation <strong>of</strong> an environment for business collaboration (as seen in CBD<br />
knowledge economies) and facilitating a desirable living environment. Research,<br />
knowledge and innovation are seen as underpinning Geelong’s economic future,<br />
requiring ongoing infra<strong>structure</strong> to support new investment and reduce production costs.<br />
Matching employee skills with industry requirements is also highlighted.<br />
2.4.3 Economic Development Blueprint - Geelong: Open for Business (<strong>City</strong> <strong>of</strong><br />
<strong>Greater</strong> Geelong, 2009)<br />
Geelong: Open for Business (“the blueprint”) identifies the Northern Gateway,<br />
Waterfront and Central Geelong, and Southern Corridor as the three key precincts that<br />
provide the foundation for Geelong’s economic development capacity. These precincts<br />
contain a suite <strong>of</strong> assets where much <strong>of</strong> Geelong’s economic development has and will<br />
continue to occur and where public and private investment will be focused.<br />
The Northern Gateway is a major National transport and logistics hub strategically<br />
positioned as a ‘gateway’ between Geelong and Melbourne, Victoria’s Western District<br />
and wider domestic and international markets. The Northern Gateway encompasses<br />
the northern and eastern parts <strong>of</strong> the Corio and Norlane Structure Plan area, including<br />
the core industrial sites occupied by Ford, Shell, Air Radiators and the MC Herd<br />
Abattoir.<br />
Core assets within the Northern Gateway include the Geelong Ring Road Employment<br />
Precinct (formerly Heales Road Industrial Estate), Avalon Airport and the Port <strong>of</strong><br />
Geelong.<br />
The blueprint identifies the key development opportunities within the Northern Precinct<br />
as:<br />
• Development within the Geelong Ring Road Employment Precinct;<br />
• Improved rail freight connection to Lascelles Wharf;<br />
• Development <strong>of</strong> Lara Intermodal Freight Terminal;<br />
• Development <strong>of</strong> an International Terminal at Avalon Airport;<br />
• Development <strong>of</strong> an industrial marine precinct in North Geelong for boat-related<br />
manufacturing, maintenance and repairs, storage and slip/lift facilities;<br />
• Proposed neighbourhood renewal, public housing and schools regeneration<br />
projects in Corio and Norlane<br />
2.4.4 Geelong: Creating Jobs in the 21st Century – Employment Land<br />
Opportunities (<strong>City</strong> <strong>of</strong> <strong>Greater</strong> Geelong, 2008)<br />
This document assesses each employment precinct in the Geelong region, including<br />
features, attributes, <strong>plan</strong>ning frameworks and aspirations for future development. The<br />
following aspirations are noted for precincts in close proximity to Corio and Norlane:<br />
• Port <strong>of</strong> Geelong Precinct: to promote the growth and development <strong>of</strong> the port,<br />
and provide land and servicing resources to support that growth.<br />
• Heales Road Industrial Estate: to accommodate key development activities<br />
including port and manufacturing industries, and regional production and support<br />
activities.<br />
