• A significant increase in the supply <strong>of</strong> housing in existing areas<br />

• A greater supply <strong>of</strong> affordable rental housing and more security and stronger<br />

rights for renters<br />

• An increase in the supply and quality <strong>of</strong> social housing<br />

• A significant reduction in homelessness<br />

• More housing options and greater support for people in social housing, including<br />

people with a disability, mental illness and Indigenous Victorians<br />

• Better designed homes that are more water and energy efficient, more<br />

accessible and that can adapt to a changing climate<br />

2.1.5 Safer Design Guidelines for Victoria (Department <strong>of</strong> Sustainability and<br />

Environment, 2005)<br />

The Department <strong>of</strong> Planning and Community Development (then DSE) released the<br />

Safer Design Guidelines to provide practical design suggestions for achieving<br />

development that is safer and improves the feeling <strong>of</strong> safety within the community. The<br />

guidelines are intended to help reduce the opportunity for crime and improve<br />

perceptions <strong>of</strong> safety in public spaces. The guidelines should be considered in<br />

developing <strong>plan</strong>ning scheme policies and controls, <strong>structure</strong> <strong>plan</strong>s, and urban and<br />

neighbourhood renewal projects.<br />

The Safer Design Guidelines for Victoria are based on the following principles:<br />

• Surveillance – maximise visibility and surveillance <strong>of</strong> the public environment<br />

• Access, Movement and Sightlines – provide safe movement, good connections<br />

and access<br />

• Activity – maximise activity in public places<br />

• Ownership – clearly define private and public space responsibilities<br />

• Management and Maintenance – manage public space to ensure that it is<br />

attractive and well used<br />

2.1.6 Neighbourhood Renewal – Mainstreaming Strategy (Department <strong>of</strong> Human<br />

Services , 2007)<br />

Neighbourhood Renewal is an eight-year targeted initiative by the State Government to<br />

narrow the gap between disadvantaged neighbourhoods and the rest <strong>of</strong> the State.<br />

Research and experience shows that hardship is concentrated in localised pockets or<br />

neighbourhoods. These communities have significantly worse outcomes in relation to<br />

employment, income, housing, education, crime and health. The mainstreaming strategy<br />

will underpin a more systematic place-based approach by the Victorian Government to:<br />

• reducing inequality and social exclusion;<br />

• enhancing participatory democracy;<br />

• building stronger communities.<br />

2.1.7 G21 Geelong Region Plan – a sustainable growth strategy (Geelong Region<br />

Alliance, 2007)<br />

The G21 Geelong Region Plan is a sustainability <strong>plan</strong> for the region that looks toward<br />

2050. It identifies and addresses the challenges the region will face in the areas <strong>of</strong><br />

environment, settlement, land use, community strength and the economy. One <strong>of</strong> the<br />

priority projects <strong>of</strong> the G21 Geelong Region Plan is addressing disadvantage across the<br />
