When beneficiaries bought new and pre-existing houses<br />

from priv<strong>at</strong>e construction companies, the CVP transferred<br />

the money directly to the sellers after receiving<br />

authoriz<strong>at</strong>ion from the household. This course reduced<br />

the risk th<strong>at</strong> funds might have been mis-used or th<strong>at</strong><br />

beneficiaries would be defrauded.<br />

Legal titles to the new houses<br />

All households received deeds to their new houses and<br />

thus became legal property owners. The deeds st<strong>at</strong>e the<br />

houses are family property and not just th<strong>at</strong> <strong>of</strong> the male<br />

head <strong>of</strong> household, which protects the rights <strong>of</strong> women<br />

and children and safeguards the property in the event<br />

a household head becomes insolvent or goes bankrupt.<br />

The design<strong>at</strong>ion also means the head <strong>of</strong> household may<br />

not sell the house, and only a family law judge may lift<br />

th<strong>at</strong> restriction.<br />

Moving to replacement house<br />

The team <strong>of</strong> pr<strong>of</strong>essionals prepared the families well<br />

in advance, helping them organize the moves and cover<br />

the costs. Once legal documents were completed,<br />

households moved to their new houses, where they<br />

were met by CVP pr<strong>of</strong>essionals. The beneficiaries then<br />

signed documents which certified they received their<br />

houses, and the condition and utilities <strong>of</strong> the houses<br />

<strong>at</strong> the time. The new owners also received an Owners’<br />

Manual containing the housing unit’s technical specific<strong>at</strong>ions,<br />

a copy <strong>of</strong> the building permit, the unit’s design<br />

plans, a description <strong>of</strong> the types <strong>of</strong> maintenance needed,<br />

and rules governing the use <strong>of</strong> priv<strong>at</strong>e and public areas.<br />
