Land tenure study<br />
From 2005-2008, the CVP carried out studies <strong>of</strong> land<br />
ownership rights and existing structures and found th<strong>at</strong><br />
two large est<strong>at</strong>es had been illegally split into 1,197 small<br />
lots. Thus, it was determined th<strong>at</strong> 100 percent <strong>of</strong> the<br />
popul<strong>at</strong>ion possessed the land, but had no deeds.<br />
Appraisal <strong>of</strong> the lots and structures<br />
The District Environment Secretari<strong>at</strong> commissioned a<br />
commercial appraisal <strong>of</strong> the lots, and the two large est<strong>at</strong>es<br />
were valued <strong>at</strong> 4,253,879,306 pesos, approxim<strong>at</strong>ely<br />
US$2,444,758 (District Environment Secretari<strong>at</strong>, 2008).<br />
The CVP also commissioned special appraisals <strong>of</strong> housing<br />
from 2005-2007. The special appraisals are legally established<br />
for both preventive and post-disaster response<br />
purposes. The commercial value <strong>of</strong> the properties was<br />
not depreci<strong>at</strong>ed because <strong>of</strong> their <strong>at</strong>-risk condition.<br />
The results reflected the different types <strong>of</strong> houses in the<br />
area, with values from US$403 to US$6,883); only six<br />
houses were worth more (see Table 5.4)<br />

Socio-economic studies<br />
The CVP made a diagnostic assessment <strong>of</strong> the popul<strong>at</strong>ion<br />
in order to (a) analyze the social, economic and cultural<br />
characteristics <strong>of</strong> people to be resettled, (b) establish<br />
the level <strong>of</strong> their vulnerability, (c) assess the likely<br />
impacts <strong>of</strong> resettlement and (d) devise a resettlement<br />
program. A questionnaire was designed, including place<br />
<strong>of</strong> birth, number <strong>of</strong> members <strong>of</strong> the household, kinship,<br />
type and number <strong>of</strong> all members’ identific<strong>at</strong>ion docu-<br />
