Initially, the amount assessed due to financial vulnerability<br />
was up to 24 legal minimum wages (Salario Mínimo<br />
Legal Vigente, SMLV) ($6,441 - 2008 dollars), but th<strong>at</strong><br />
subsidy was still not enough to purchase a replacement<br />
house; thus, families had to apply for n<strong>at</strong>ional or district<br />
housing allowances or for priv<strong>at</strong>e bank loans to acquire<br />
the necessary funds. In 2006, in order to facilit<strong>at</strong>e the<br />
resettlement process, the VUR was increased to up to 50<br />
SMLV (approxim<strong>at</strong>ely US$13,000), which meant households<br />
could acquire a legal, safe house without having to<br />
apply for additional allowances or loans.<br />
The requirements the District established for granting<br />
a VUR are:<br />

The household can show pro<strong>of</strong> <strong>of</strong> ownership or<br />
possession;<br />
No household member owns other inhabitable<br />

The owner/owners <strong>of</strong> the <strong>at</strong>-risk property<br />
authorize the use <strong>of</strong> the “sole recognized value”<br />
(VUR) to purchase a legal, safe replacement<br />
house;<br />
Beneficiaries provide the inform<strong>at</strong>ion needed to<br />
obtain the VUR.<br />
C. Case Study: The Nueva<br />
Esperanza <strong>Resettlement</strong><br />
The Nueva Esperanza neighborhood was in Rafael Uribe<br />
Uribe, in the southeast <strong>of</strong> Bogotá, in a micro-w<strong>at</strong>ershed<br />
<strong>of</strong> the Hoya del Güaira creek near the Entre Nubes District<br />
Ecological Park (Parque Ecológico Distrital Entre<br />
Nubes, PEDEN), one <strong>of</strong> the Bogotá’s n<strong>at</strong>ural reserves.<br />
Since the area was declared an environmentally fragile<br />
zone in the 2000 POT and had human settlements, the<br />
N<strong>at</strong>ional Planning Department, along with the DPAE,<br />
commissioned studies to design the civil works needed<br />
to rehabilit<strong>at</strong>e the high-risk area in the Nueva Esperanza<br />
district and prevent new settlements; this was<br />
done under The World Bank-financed project to reduce<br />
Colombia’s vulnerability to n<strong>at</strong>ural disasters. Based on<br />
the studies, DPAE declared the area a “high-risk zone.”<br />
1. Studies to Identify the<br />
<strong>Risk</strong> Reduction Measures<br />
Several studies were conducted by a consulting firm 9<br />
in 2003 and 2004 to determine the types <strong>of</strong> responses<br />
needed. They analyzed the physical (topographical, geomorphological,<br />
hydrological, urbaniz<strong>at</strong>ion) components,<br />
biological (veget<strong>at</strong>ion cover, fauna) components,<br />
and socio-economic aspects (characteristics <strong>of</strong> the popul<strong>at</strong>ion<br />
and land tenure). The studies established the<br />
buffer zone <strong>of</strong> the creek—an area th<strong>at</strong> should not be developed<br />
(zona de ronda), and the landslide and flooding<br />
hazards. The findings were compared with the land uses<br />
established in the POT.<br />
The socio-economic component described how Nueva<br />
Esperanza had been transformed from an Andean for-<br />
