SDPAE includes 25 institutions in the following sectors:<br />

government, finance, planning and economic development,<br />

industry and tourism, security and peaceful<br />

coexistence, educ<strong>at</strong>ion and health, social integr<strong>at</strong>ion,<br />

culture, recre<strong>at</strong>ion and sports, environment, transport<strong>at</strong>ion<br />

and housing. Each performs a specific task according<br />

to their funcions.<br />

DPAE is a particularly important institution as it establishes<br />

risk management policy, prepares technical studies,<br />

and coordin<strong>at</strong>es disaster prevention, mitig<strong>at</strong>ion,<br />

and relief activities. Others are the Bogotá W<strong>at</strong>er and<br />

Sewerage Company (Empresa de Acueducto y Alcantarillado<br />

de Bogotá - EAAB), which is responsible for<br />

flood control, and the Low-income Popul<strong>at</strong>ion Housing<br />

Agency (Caja de Vivienda Popular - CVP), which is in<br />

charge <strong>of</strong> resettling families living in high-risk areas. For<br />

emergency relief, public utility and transport<strong>at</strong>ion entities<br />

play a very important part, as do the police, army,<br />

firefighters, and civil defense units.<br />

3.1 <strong>Risk</strong> Management Studies<br />

and Instruments<br />

Since the 1990s, Bogotá, through the DPAE and n<strong>at</strong>ional<br />

entities such as INGEOMINAS, has conducted<br />

various studies to identify hazards and assess risks. As<br />

a result, it has maps <strong>of</strong> hazards rel<strong>at</strong>ed to floods, landslides<br />

and forest fires, as well as a seismic micro-zoning<br />

map. Also, geo-technical and hydrometeorological<br />

systems monitor the evolution <strong>of</strong> hazards. D<strong>at</strong>a from<br />

these studies were used to formul<strong>at</strong>e the regional and<br />

district-level land-use plan (plan de ordenamiento territorial,<br />

POT) and the District Emergency Prevention<br />

and Relief Plan.<br />

SDPAE has designed 12 instruments for disaster prevention<br />

and emergency relief responses. These instruments<br />

establish a logical thread from the formul<strong>at</strong>ion<br />

<strong>of</strong> policies to their implement<strong>at</strong>ion through specific actions<br />

and inter-agency coordin<strong>at</strong>ion (see Table 5.2).<br />

<strong>Resettlement</strong> <strong>of</strong> families in high-risk areas<br />

Slum upgrading programs<br />

Housing improvements<br />

District emergency response protocols<br />

Social response to emergencies due to disasters<br />

Design and implement<strong>at</strong>ion <strong>of</strong> policies, str<strong>at</strong>egies, plans and<br />

projects in coordin<strong>at</strong>ion with district-level entities, to incorpor<strong>at</strong>e<br />

emergency prevention and relief into the culture <strong>of</strong> the capital<br />

district<br />

3.2 Inform<strong>at</strong>ion Systems<br />

Given the pivotal role <strong>of</strong> inform<strong>at</strong>ion in managing disaster<br />

risks, SDPAE has developed the following systems:<br />

The Inform<strong>at</strong>ion System for <strong>Risk</strong> Management<br />

and Emergency Relief (SIRE);<br />

The <strong>Resettlement</strong> Inform<strong>at</strong>ion System <strong>of</strong> the CVP.<br />

This system contains inform<strong>at</strong>ion on properties<br />

and houses <strong>at</strong> risk, public services, types <strong>of</strong> legal<br />

tenure, real est<strong>at</strong>e appraisals, the “sole recognized<br />

value” (Valor Único de Reconocimiento, VUR), 4<br />

socio-economic inform<strong>at</strong>ion on households and<br />

on replacement houses;<br />

The Illegal Urbaniz<strong>at</strong>ion Inform<strong>at</strong>ion and Monitoring<br />

System (Sistema de Información y Monitoreo<br />

de Urbanizaciones Ilegales), which monitors<br />

and controls new settlements in <strong>at</strong>-risk areas and<br />

<strong>of</strong> those reclaimed by resettlement programs.<br />

The Sole Recognized Value is the amount assessed by the District to compens<strong>at</strong>e a household loc<strong>at</strong>ed on high-risk land. It is based on two<br />

factors: the amount <strong>of</strong> the special commercial valu<strong>at</strong>ion plus the vulnerability factor. Th<strong>at</strong> value is applied to houses with a special commercial<br />

appraised value <strong>of</strong> less than 50 minimum legal wages.<br />
