2. Main Hazards<br />

Demographic pressure on highly sensitive land, combined<br />

with heavy rains, increases the risk <strong>of</strong> floods and<br />

landslides. Indeed, from 1943-2006, 56 percent <strong>of</strong> risk<br />

events involved landslides, 44 percent were floods and<br />

0.07 percent earthquakes (PNUD, 2007). Forest fires<br />

during low w<strong>at</strong>er-level periods are another hazard in the<br />

hills surrounding the capital.<br />

3. <strong>Risk</strong> Management and the<br />

Bogotá District Emergency<br />

Prevention and Relief System<br />

Bogotá has a District Emergency Prevention and Relief<br />

System (Sistema distrital para la prevención y <strong>at</strong>ención<br />

de emergencias, SDPAE). Like the n<strong>at</strong>ional equivalent<br />

–SNPAD–this system is designed to be a multi-sector<br />

and inter-agency network <strong>of</strong> public and priv<strong>at</strong>e entities.<br />

Its main objective is to achieve integr<strong>at</strong>ed risk management<br />

to prevent disasters: Its institutional arrangements<br />

reflect an inter-sectoral approach in which both public<br />

and priv<strong>at</strong>e sector entities particip<strong>at</strong>e, according to their<br />

functions and skills. The groups are coordin<strong>at</strong>ed by the<br />

Mayor <strong>of</strong> Bogotá.<br />

SDPAE is coordin<strong>at</strong>ed by the Director<strong>at</strong>e <strong>of</strong> Emergency<br />

Prevention and Relief (Dirección para la Prevención y<br />

Atención de Emergencias, DPAE), a unit th<strong>at</strong> reports to<br />

the Government Secretari<strong>at</strong> (Secretaría de Gobierno) <strong>of</strong><br />

the Bogotá Mayor’s <strong>of</strong>fice, which establishes policies and<br />

coordin<strong>at</strong>es the risk prevention and disaster relief activities<br />

<strong>of</strong> the various entities. The system, in turn, includes<br />

(a) a district committee composed <strong>of</strong> all the entities in<br />

the system th<strong>at</strong> play a significant part in risk prevention<br />

and management, (b) local emergency committees<br />

responsible for emergency prevention and relief, and (c)<br />

technical commissions in key areas. SDPAE is financed<br />

by the Emergency Relief and Prevention Fund (Fondo<br />

para la Prevención y Atención de Emergencias, FOPAE),<br />

as shown in Figure 5.3.<br />
