Harsh living conditions in periods <strong>of</strong> drought force people<br />

to abandon the northeast and migr<strong>at</strong>e to other regions,<br />

especially the southeast, in search <strong>of</strong> better conditions.<br />

When they arrive, they cannot afford formal housing.<br />

Thus, they look for cheaper plots far from downtown<br />

neighborhoods which, in many cases, are loc<strong>at</strong>ed on the<br />

banks <strong>of</strong> rivers th<strong>at</strong> are vulnerable to flooding.<br />

2.3. Earthquakes<br />

Seismic activity is slight compared with other countries<br />

in L<strong>at</strong>in America. In the past 50 years, Brazil experienced<br />

eight earthquakes, four in the southeast. In the<br />

south, no earthquakes were recorded from 1955-2008.<br />

3. <strong>Disaster</strong> <strong>Risk</strong> Management<br />

Two ministries are responsible for preventing and controlling<br />

n<strong>at</strong>ural disasters: The Ministry <strong>of</strong> N<strong>at</strong>ional Integr<strong>at</strong>ion,<br />

through the N<strong>at</strong>ional Civil Defense System<br />

(Sistema Nacional de Defesa Civil, SINDEC) and the<br />

Ministry <strong>of</strong> the Environment, through the N<strong>at</strong>ional W<strong>at</strong>er<br />

Agency (Agencia Nacional das Aguas, ANA).<br />

Historically, droughts occur every 10 years, but may last<br />

up to three, four, or, in some cases, even five years, due<br />

to various factors, including: (a) the temper<strong>at</strong>ure in the<br />

region which, <strong>at</strong> certain times <strong>of</strong> the year, exceeds 40 degrees<br />

centigrade; (b) a harsh stream-flow regime, which<br />

results in minimal and highly infrequent rainfall; (c) the<br />

terrain and topography, characterized by shallow soil,<br />

which causes rapid evapor<strong>at</strong>ion <strong>of</strong> surface w<strong>at</strong>ers; and<br />

(d) anthropogenic action th<strong>at</strong> destroys n<strong>at</strong>ural veget<strong>at</strong>ion<br />

and expands the semi-arid clim<strong>at</strong>e.<br />

The Civil Defense System—SINDEC—was cre<strong>at</strong>ed in<br />

1988. It implements n<strong>at</strong>ional civil defense policy, which<br />

aims to:<br />

Promote permanent defense against disasters,<br />

n<strong>at</strong>ural or man-made;<br />

Prevent or minimize damage, rescue and help the<br />

popul<strong>at</strong>ion affected, and rehabilit<strong>at</strong>e and restore<br />

areas struck by disasters;<br />

Act when disasters are imminent and after they<br />

occur;<br />
