4.10 Use Made <strong>of</strong> Reclaimed<br />
Flood-risk Land<br />
Land <strong>at</strong> risk <strong>of</strong> flooding was reclaimed for public use.<br />
Municipalities issued laws th<strong>at</strong> prohibited any new permanent<br />
or temporary occup<strong>at</strong>ion <strong>of</strong> the land, or subdividing<br />
it. The land was design<strong>at</strong>ed as a flood-risk area<br />
and earmarked for public green space, and the local<br />
governments were committed to clean it, plant trees, install<br />
the equipment needed, maintain and manage the<br />
areas. The laws also st<strong>at</strong>ed th<strong>at</strong> any future use would<br />
have to comply with urban environmental sustainability<br />
standards—so as to improve living conditions. The<br />
following photographs illustr<strong>at</strong>e how the land was used<br />
once the families were resettled.<br />
5. Outcomes<br />
The housing component was a model for the ways th<strong>at</strong><br />
institutions can respond; it involved well-coordin<strong>at</strong>ed<br />
particip<strong>at</strong>ion <strong>at</strong> the n<strong>at</strong>ional, provincial and municipal<br />
levels, as well as <strong>of</strong> the families affected by flooding. It<br />
fostered decentralized execution, local practices, institutional<br />
capacity building and community development.<br />
5.1 Quantit<strong>at</strong>ive Outcomes<br />
In the course <strong>of</strong> the PPI, 5,636 houses were built in seven<br />
provinces, as listed in Figures 3.5 and 3.6.<br />

The three housing components (PREI, PPI, El Niño)<br />
involved 120 municipalities <strong>of</strong> varying sizes, strengthening<br />
their institutional capacities, constructing 11,911<br />
houses and 19 multiple-use facilities, and training<br />
23,822 people in construction techniques.<br />
An external evalu<strong>at</strong>ion by the Intern<strong>at</strong>ional Institute<br />
for Environment and Development, L<strong>at</strong>in America section-IIED-LA<br />
(Clemente, Bertolotto, Del Valle, 2003),<br />
conducted two years after the houses were completed<br />
showed the degree to which the living conditions <strong>of</strong> the<br />
popul<strong>at</strong>ion were improved; this was assessed through<br />
indic<strong>at</strong>ors th<strong>at</strong> measured families’ perceptions <strong>of</strong> the<br />
new habit<strong>at</strong>, <strong>of</strong> learning a new trade th<strong>at</strong> could affect<br />
their income gener<strong>at</strong>ion capacity, and the role <strong>of</strong> selfconstruction<br />
in boosting beneficiary organiz<strong>at</strong>ion.<br />
