Overall, 51 percent <strong>of</strong> the beneficiaries lacked prior<br />
experience with constructing houses, although this<br />
differed depending on the province. For example, in<br />
Buenos Aires and Corrientes, the percentage was lower<br />
(around 30 percent), while in Misiones and Entre Ríos,<br />
it exceeded 60 percent. The self-construction process<br />
gave participants with no prior experience an opportunity<br />
to learn a new trade, which enhanced their job and<br />
income prospects.<br />

4.9 Delivery <strong>of</strong> Construction<br />
M<strong>at</strong>erials<br />
Vouchers were used for construction supplies. Each<br />
family was given vouchers equal to the value <strong>of</strong> the<br />
m<strong>at</strong>erials needed for each stage <strong>of</strong> the construction<br />
process, including the amount for sanitary and electrical<br />
install<strong>at</strong>ions, and building tools. Each received<br />
vouchers up to US$6,200, on a gradual basis, as the<br />
work progressed.<br />
The vouchers were non-transferable and used only for<br />
construction m<strong>at</strong>erials needed <strong>at</strong> each stage, according<br />
to strict issuance and control procedures. They were<br />
numbered and printed for pre-established values, with<br />
security fe<strong>at</strong>ures to prevent forgeries. Those managing<br />
the program kept detailed records <strong>of</strong> the quantities,<br />
amounts, and serial numbers, and closely tracked their<br />
use: this included those delivered to beneficiaries, paid<br />
to providers, and lost or annulled.<br />
Figure 3.4 depicts the process through which the vouchers<br />
were issued and administered. They were key to the<br />
program’s success because they facilit<strong>at</strong>ed the management<br />
<strong>of</strong> resources and procedures.<br />
