In order to train and strengthen the teams <strong>of</strong> pr<strong>of</strong>essionals<br />
in charge <strong>of</strong> implementing the housing component,<br />
inter-disciplinary meetings were held in each province<br />
to evalu<strong>at</strong>e practices, procedures and outcomes achieved<br />
and to share experiences and learn about successes and<br />
challenges. A distance learning program was also conducted<br />
for social workers in particip<strong>at</strong>ing municipalities.<br />
4.3 Pr<strong>of</strong>ile <strong>of</strong> the Beneficiary<br />
Popul<strong>at</strong>ion<br />
Although each province where the program was conducted<br />
had its own social and cultural characteristics, some<br />
fe<strong>at</strong>ures were similar with respect to the beneficiaries’ socio-economic<br />
pr<strong>of</strong>iles. Families were large, averaging five<br />
members each, and, in some provinces, as many as eight.<br />
Of the houses, 55.5 percent had only one room; thus, the<br />
overcrowding index was high. All households were living<br />
below the poverty level, 85 percent <strong>of</strong> which were in extreme<br />
poverty. Almost 34 percent had a monthly income<br />
<strong>of</strong> between US$1-US$100. None <strong>of</strong> the families had legal<br />
titles to their houses. The houses were mostly precarious,<br />
although they varied from one province to another<br />
in terms <strong>of</strong> construction fe<strong>at</strong>ures, size, number <strong>of</strong> rooms<br />
and access to services. Only 41.7 percent had brick walls,<br />
53 percent had dirt floors, 83 percent had no w<strong>at</strong>er connections,<br />
and 86 percent used l<strong>at</strong>rines.<br />
4.4 Eligibility Criteria for<br />
Beneficiaries<br />
In each locality, work teams held meetings for those affected<br />
by floods and explained the program’s characteristics,<br />
the housing component and the rights and duties<br />
<strong>of</strong> participants. When the number <strong>of</strong> houses to be provided<br />
was lower than the number <strong>of</strong> eligible families, a<br />
lottery was conducted in the presence <strong>of</strong> local authorities<br />
and a notary public—to ensure transparency and<br />
credibility—to select the beneficiaries.<br />
Also, participants agreed in writing to abide by the program’s<br />
regul<strong>at</strong>ions and th<strong>at</strong> they meet the eligibility criteria.<br />
