4.2 Organiz<strong>at</strong>ion and Inter-agency<br />
Coordin<strong>at</strong>ion<br />
The close coordin<strong>at</strong>ion among the n<strong>at</strong>ional, provincial<br />
and municipal levels, the active particip<strong>at</strong>ion <strong>of</strong> the local<br />
providers <strong>of</strong> construction m<strong>at</strong>erials and the technical<br />
and social assistance enabled the objectives to be<br />
achieved. Each Provincial Emergency Coordin<strong>at</strong>ion<br />
Sub-Unit (SUPCE) signed particip<strong>at</strong>ion agreements<br />
with every municipality, provincial housing institutes,<br />
and local providers <strong>of</strong> construction m<strong>at</strong>erials. The agreements<br />
were designed to establish the rights and duties <strong>of</strong><br />
the parties involved. Table 3.5 lists the responsibilities<br />
<strong>of</strong> each entity, reflecting the sensitivity with which the<br />
design and implement<strong>at</strong>ion <strong>of</strong> the housing component<br />
were structured.<br />
