In all cases, the number <strong>of</strong> houses built exceeded the<br />
target by 15 to 50 percent due to savings in construction<br />
m<strong>at</strong>erials. Those savings were used to construct 19 community<br />
facilities.<br />
2. Particip<strong>at</strong>ing Entities<br />
The various different flood risk-reduction programs<br />
with housing components were promoted, coordin<strong>at</strong>ed<br />
and supervised by the Central Emergency Coordin<strong>at</strong>ion<br />
Sub-unit (Subunidad Central de Coordinación para<br />
la Emergencia, SUCCE), under the Central Implementing<br />
Unit <strong>of</strong> the Externally Financed Programs and Projects<br />
Coordin<strong>at</strong>ion Unit <strong>of</strong> the Ministry <strong>of</strong> Federal Planning,<br />
Public Investment and Services (Unidad Ejecutora<br />
Central de la Unidad de Coordinación de Programas y<br />
Proyectos con Financiamiento Externo del Ministerio de<br />
Planificación Federal, Inversión Pública y Servicios).<br />
It was beautiful how we organized together. We learned<br />
many things, like team work and collabor<strong>at</strong>ion… if someone<br />
needed something, there was always someone to help. There<br />
was a lot <strong>of</strong> solidarity, fellowship and, above all, harmony.<br />
There were no fights or discussions. We were all working for<br />
the same goal: having a house, a good house.<br />

The provinces particip<strong>at</strong>ed through the Provincial Implementing<br />
Units (Unidades Ejecutoras Provinciales,<br />
UEP), Provincial Emergency Coordin<strong>at</strong>ion Sub-units<br />
(Subunidad Provincial de Coordinación para la Emergencia,<br />
SUPCE), and housing institutes.<br />
3. Assisted Self-construction:<br />
The Str<strong>at</strong>egy Selected<br />
The idea was to design flexible housing prototypes tailored<br />
to meet the tastes and cultural p<strong>at</strong>terns <strong>of</strong> the inhabitants,<br />
and size <strong>of</strong> households, using locally available<br />
construction m<strong>at</strong>erials.<br />
Although the beneficiary families were poor, lacked financial<br />
resources and the opportunity to obtain loans,<br />
they could nevertheless contribute labor; thus, the<br />
housing str<strong>at</strong>egy adopted was assisted self-construction.<br />
However, th<strong>at</strong> posed educ<strong>at</strong>ional and training challenges,<br />
since the families had little or no experience with<br />
construction.<br />
Through assisted self-construction schemes, an effort<br />
was made to promote particip<strong>at</strong>ion and train the beneficiaries<br />
in construction skills; also, this course would<br />
reduce the cost <strong>of</strong> houses, strengthen community skills,<br />
and promote solidarity and the spirit <strong>of</strong> cooper<strong>at</strong>ion.<br />
Thus, instead <strong>of</strong> approaching housing as a charitable<br />
good, the program promoted the families’ capacity to<br />
organize and particip<strong>at</strong>e in the construction. Families<br />
