the unit again, to the N<strong>at</strong>ional Director<strong>at</strong>e <strong>of</strong> Planning and<br />

Civil Defense. This Director<strong>at</strong>e consists <strong>of</strong> two units: One<br />

is responsible for oper<strong>at</strong>ions and assistance and the other<br />

for civic educ<strong>at</strong>ion. The l<strong>at</strong>ter trains and advises municipalities<br />

and institutions on risk management.<br />

Civil defense is structured in the following manner. At<br />

the n<strong>at</strong>ional level, the President is responsible for coordin<strong>at</strong>ing<br />

and directing the effort, while deleg<strong>at</strong>ing the<br />

function to the Ministry <strong>of</strong> the Interior. Provincial governments<br />

and the City <strong>of</strong> Buenos Aires have the Civil<br />

Defense Board (Junta de Defensa Civil) as an advisory<br />

entity and the Director<strong>at</strong>e <strong>of</strong> Civil Defense (Dirección de<br />

Defensa Civil) as the organ <strong>of</strong> execution. At the municipal<br />

level, mayors are in charge and have a Municipal Civil<br />

Defense Board (Junta Municipal de Defensa Civil) and a<br />

Municipal Civil Defense Coordin<strong>at</strong>or or Secretary.<br />

The Civil Defense Director<strong>at</strong>e’s principal activities are<br />

geared to reducing risk, preparing emergency plans, coordin<strong>at</strong>ing<br />

their implement<strong>at</strong>ion during emergencies,<br />

rehabilit<strong>at</strong>ing basic services interrupted by an emergency,<br />

and carrying out reconstruction activities or improving<br />

the conditions th<strong>at</strong> existed prior to the disaster. Each<br />

level <strong>of</strong> civil defense is autonomous in its own jurisdictional<br />

sphere. Throughout the system, the hierarchically<br />

higher levels lend support to the lower levels.<br />

As a result <strong>of</strong> the heavy flooding caused by the El Niño<br />

phenomenon in 1998, the Federal Emergencies System<br />

(Sistema Federal de Emergencias, SIFEM) was established<br />

in 1999. It is under the Secretari<strong>at</strong> <strong>of</strong> Internal Security,<br />

establishes linkages with n<strong>at</strong>ional agencies and<br />

coordin<strong>at</strong>es actions <strong>at</strong> the federal, provincial and municipal<br />

levels.<br />

Various other n<strong>at</strong>ional agencies provide inform<strong>at</strong>ion,<br />

conduct research, or lend resources or technical capacity<br />

from different sectors. They include the Ministry<br />

<strong>of</strong> Social Development (Ministerio de Desarrollo Social,<br />

MDS), the Military Geographic Institute (Instituto<br />

Geográfico Militar, IGM), the N<strong>at</strong>ional Space Activities<br />

Commission (Comisión Nacional de Actividades Espaciales,<br />

CONAE), the N<strong>at</strong>ional Meteorological Service<br />

(Servicio Metereológico Nacional, SMN), the N<strong>at</strong>ional<br />

W<strong>at</strong>er and Environment Institute (Instituto Nacional del<br />

Agua y del Ambiente, INA), the N<strong>at</strong>ional Agricultural<br />

and Livestock Technology Institute (Instituo Nacional de<br />

Teconología Agropecuaria, INTA), the Argentine Mining<br />

Geology Service (Servicio Geológico Minero Argentino,<br />

SEGEMAR), the N<strong>at</strong>ional Institute <strong>of</strong> St<strong>at</strong>istics and<br />

Censuses (Instituto Nacional de Estadísticas y Censos,<br />

INDEC), as well as universities and research institutes.<br />

In 2007, the government launched the n<strong>at</strong>ional pl<strong>at</strong>form<br />

for disaster risk reduction, which is coordin<strong>at</strong>ed by the<br />

White Helmets, to promote the implement<strong>at</strong>ion <strong>of</strong> the<br />

Hyogo Framework for Action (HFA) in the country.<br />

This pl<strong>at</strong>form consists <strong>of</strong> a large number <strong>of</strong> ministries<br />

and represent<strong>at</strong>ives <strong>of</strong> civil society, academia and the<br />

priv<strong>at</strong>e sector.<br />

Despite the existing institutional organiz<strong>at</strong>ion and the<br />

n<strong>at</strong>ional pl<strong>at</strong>form for disaster risk reduction, Argentina<br />

needs to improve its risk reduction practices because<br />

most <strong>of</strong> these institutions’ actions focus on the emergency<br />

disaster response and recovery phases. Moreover,<br />

there is considerable them<strong>at</strong>ic, functional and oper<strong>at</strong>ional<br />

fragment<strong>at</strong>ion among the n<strong>at</strong>ional agencies and<br />

units responsible for disaster management.<br />

Also, no federal w<strong>at</strong>er law or federal land use and land<br />

management laws exist. N<strong>at</strong>ional legisl<strong>at</strong>ion in these<br />

areas consists <strong>of</strong> a number <strong>of</strong> provisions sc<strong>at</strong>tered over<br />

various codes and laws th<strong>at</strong> do not constitute a coherent<br />

body <strong>of</strong> legisl<strong>at</strong>ion for risk management and its rel<strong>at</strong>ion<br />

to planning the country’s integr<strong>at</strong>ed development. This<br />

issue is now being addressed by the Sub-Secretary <strong>of</strong><br />

Planning and Public Investment.<br />

4.2 Reducing Vulnerability to Floods<br />

Since floods are the hazard th<strong>at</strong> Argentina faces most<br />

frequently and the one th<strong>at</strong> cre<strong>at</strong>es the most damage,<br />

the country has tried to reduce its vulnerability by establishing<br />

hydrological early warning networks and<br />

flood risk-reduction programs.<br />

After the 1982-1983 floods, a Hydrological Early Warning<br />

Oper<strong>at</strong>ions Center (Centro Oper<strong>at</strong>ivo de Alerta Hidrológico,<br />

COAH) was established. The N<strong>at</strong>ional W<strong>at</strong>er<br />

Science and Technology Institute (renamed the N<strong>at</strong>ional<br />

W<strong>at</strong>er and Environment, INA), was tasked with oper-<br />
