Ronaldo Marques, a Brazilian, studied public<br />

administr<strong>at</strong>ion and has a post-gradu<strong>at</strong>e degree in<br />

economics from the University <strong>of</strong> Campinas. He has<br />

25 years’ experience in the field <strong>of</strong> socio- environmental<br />

studies. Currently, he is the Coordin<strong>at</strong>or <strong>of</strong> Brazil’s<br />

Special Committee on the Environment <strong>of</strong> Companhia<br />

Paulista de Trens Metropolitanos (CPTM). In 2004, he<br />

served as Municipal Secretary for Services <strong>of</strong> the Municipality<br />

<strong>of</strong> Sao Paulo (ro.mm@terra.com.br).<br />

Marilia Scomb<strong>at</strong>ti, a Brazilian, studied sociology<br />

and has an M.A. in Urban Planning from the<br />

University <strong>of</strong> the Sorbonne. She has 30 years’ experience<br />

with involuntary resettlement projects. She has<br />

been a consultant for priv<strong>at</strong>e sector enterprises, the Inter-American<br />

Development Bank and the World Bank.<br />

Her areas <strong>of</strong> expertise include: social and environmental<br />

impact mitig<strong>at</strong>ion; resettlement plans; media programs;<br />

environmental training; and the monitoring and evalu<strong>at</strong>ion<br />

<strong>of</strong> social program outcomes. She has worked in<br />

Argentina, Bolivia, Brazil, Ecuador, Gu<strong>at</strong>emala, Honduras,<br />

Paraguay, Peru, Uruguay and Venezuela (mariliascomb<strong>at</strong>ti@gmail.com).<br />

Eduardo Aguirre Cantero, a Gu<strong>at</strong>emalan,<br />

is an architect who gradu<strong>at</strong>ed from the University San<br />

Carlos de Gu<strong>at</strong>emala and specializes in risk management.<br />

He has served in several government posts, including<br />

the Manager <strong>of</strong> the Office <strong>of</strong> the President and the Vice<br />

President <strong>of</strong> the Republic. From 2006-2008 he was<br />

Coordin<strong>at</strong>or General <strong>of</strong> Gu<strong>at</strong>emala’s Reconstruction<br />

with Transform<strong>at</strong>ion Plan following Hurricane Stan.<br />

He was also N<strong>at</strong>ional Coordin<strong>at</strong>or <strong>of</strong> Pro Habit<strong>at</strong><br />

(Production and Housing), a UN and Gu<strong>at</strong>emalan<br />

government project to design 60 urban centers for<br />

risk prevention and mitig<strong>at</strong>ion. He was N<strong>at</strong>ional<br />

Coordin<strong>at</strong>or <strong>of</strong> the reconstruction and risk management<br />

component <strong>of</strong> the municipal local development<br />

program supported by the German Cooper<strong>at</strong>ion agency<br />

(GTZ), and Assistant Secretary <strong>of</strong> the Peace Secretari<strong>at</strong>.<br />

He has also served as Dean <strong>of</strong> the Architecture Faculty<br />

<strong>at</strong> the University <strong>of</strong> San Carlos, Director <strong>of</strong> the Farusac<br />

Research Center, pr<strong>of</strong>essor and founder <strong>of</strong> M.A.<br />

programs in Human Settlements and Environmental<br />

Protection. He has also been a consultant for UNDP,<br />

the World Bank and the GTZ. He has won n<strong>at</strong>ional and<br />

intern<strong>at</strong>ional awards for his work promoting housing<br />

for low-income families. Public<strong>at</strong>ions include: Historia<br />

de la Arquitectura contemporánea de Gu<strong>at</strong>emala (1997)<br />

[The History <strong>of</strong> Contemporary Gu<strong>at</strong>emalan Architecture]<br />

and Arquitectura vernácula gu<strong>at</strong>emalteca (1991)<br />

[Gu<strong>at</strong>emalan Vernacular Architecture]. He has been<br />

editor/director <strong>of</strong> the journals Resultados and En obra,<br />

published by the Architecture Faculty <strong>of</strong> the University<br />

<strong>of</strong> San Carlos. Currently, he is Sustainable Development<br />

and Institutional Rel<strong>at</strong>ions Manager <strong>at</strong> Cementos<br />

Narzha Poveda Gómez, a Colombian, has<br />

a B.A. in Social Sciences and an M.A. in Educ<strong>at</strong>ional<br />

and Social Development from the N<strong>at</strong>ional Pedagogical<br />

University <strong>of</strong> Colombia. She has 29 years’ experience<br />

working on social development projects and<br />

environmental impact studies, as well as teaching postgradu<strong>at</strong>e<br />

courses, and consultancy work. She worked<br />

for nine years on resettlement <strong>of</strong> popul<strong>at</strong>ions <strong>at</strong> risk<br />

or disaster, coordin<strong>at</strong>ed interdisciplinary teams and<br />

formul<strong>at</strong>ed public policies. She also particip<strong>at</strong>ed in the<br />

prepar<strong>at</strong>ion <strong>of</strong> a resettlement toolkit and roadmap. She<br />

has also prepared and conducted n<strong>at</strong>ional and regional<br />

socioeconomic studies (narzha@gmail.com).<br />

Sergio Iván Carmona Maya (1962-2009),<br />

a Colombian, was an anthropologist who studied <strong>at</strong> the<br />

University <strong>of</strong> Antioquia and obtained an M.A. in Ibero-<br />

American Political Systems and an Advanced Studies<br />

Diploma in Governance and Democracy. For 15 years<br />

he worked as a str<strong>at</strong>egy and development specialist on<br />

inter-connected electricity grids in Colombia. He was<br />

a World Bank consultant, an advisor in Colombia to<br />

several government institutions. He was a pr<strong>of</strong>essor, organizer<br />

<strong>of</strong> the M.A. degree in Environmental Management<br />

<strong>at</strong> the N<strong>at</strong>ional University <strong>of</strong> Colombia, and the<br />

director-founder <strong>of</strong> its Labor<strong>at</strong>ory on Environmental<br />

Conflicts and Development. He wrote and co-authored<br />

books and articles on subjects rel<strong>at</strong>ing to the social and<br />

cultural dimensions <strong>of</strong> environmental impacts, anthropology<br />

and sustainable development, social management,<br />

inter-cultural rel<strong>at</strong>ions, conflict medi<strong>at</strong>ion and<br />

environmental management in development projects.<br />

He died in December 2009.<br />
