Hazard<br />
A dangerous phenomenon, substance, human activity<br />
or condition th<strong>at</strong> may cause loss <strong>of</strong> life, injury or other<br />
health impacts, property damage, loss <strong>of</strong> livelihoods and<br />
services, social and economic disruption, or environmental<br />
damage.<br />
Hydrometeorological hazard<br />
Process or phenomenon <strong>of</strong> <strong>at</strong>mospheric, hydrological<br />
or oceanographic n<strong>at</strong>ure th<strong>at</strong> may cause loss <strong>of</strong> life, injury<br />
or other health impacts, property damage, loss <strong>of</strong><br />
livelihoods and services, social and economic disruption,<br />
or environmental damage.<br />
Intensive risk<br />
The risk associ<strong>at</strong>ed with the exposure <strong>of</strong> large concentr<strong>at</strong>ions<br />
<strong>of</strong> people and economic activities to intense<br />
hazard events, which can lead to potentially c<strong>at</strong>astrophic<br />
disaster impacts involving high mortality and asset loss.<br />
Land-use planning<br />
The process undertaken by public authorities to identify,<br />
evalu<strong>at</strong>e and decide on different options for the use<br />
<strong>of</strong> land, including consider<strong>at</strong>ion <strong>of</strong> long term economic,<br />
social and environmental objectives and the implic<strong>at</strong>ions<br />
for different communities and interest groups, and<br />
the subsequent formul<strong>at</strong>ion and promulg<strong>at</strong>ion <strong>of</strong> plans<br />
th<strong>at</strong> describe the permitted or acceptable uses.<br />
Mitig<strong>at</strong>ion<br />
The lessening or limit<strong>at</strong>ion <strong>of</strong> the adverse impacts <strong>of</strong><br />
hazards and rel<strong>at</strong>ed disasters.<br />
N<strong>at</strong>ional pl<strong>at</strong>form for disaster risk reduction<br />
A generic term for n<strong>at</strong>ional mechanisms for coordin<strong>at</strong>ion<br />
and policy guidance on disaster risk reduction th<strong>at</strong><br />
are multi-sectoral and inter-disciplinary in n<strong>at</strong>ure, with<br />
public, priv<strong>at</strong>e and civil society particip<strong>at</strong>ion involving<br />
all concerned entities within a country.<br />
N<strong>at</strong>ural hazard<br />
N<strong>at</strong>ural process or phenomenon th<strong>at</strong> may cause loss <strong>of</strong><br />
life, injury or other health impacts, property damage,<br />
loss <strong>of</strong> livelihoods and services, social and economic<br />

Preparedness<br />
The knowledge and capacities developed by governments,<br />
pr<strong>of</strong>essional response and recovery organiz<strong>at</strong>ions,<br />
communities and individuals to effectively anticip<strong>at</strong>e,<br />
respond to, and recover from, the impacts <strong>of</strong> likely,<br />
imminent or current hazard events or conditions.<br />
Prevention<br />
The outright avoidance <strong>of</strong> adverse impacts <strong>of</strong> hazards<br />
and rel<strong>at</strong>ed disasters.<br />
Prospective disaster risk management<br />
Management activities th<strong>at</strong> address and seek to avoid<br />
the development <strong>of</strong> new or increased disaster risks.<br />
Public awareness<br />
The extent <strong>of</strong> common knowledge about disaster risks,<br />
the factors th<strong>at</strong> lead to disasters and the actions th<strong>at</strong> can<br />
be taken individually and collectively to reduce exposure<br />
and vulnerability to hazards.<br />
Recovery<br />
The restor<strong>at</strong>ion, and improvement where appropri<strong>at</strong>e,<br />
<strong>of</strong> facilities, livelihoods and living conditions <strong>of</strong> disaster-affected<br />
communities, including efforts to reduce<br />
disaster risk factors.<br />
Residual risk<br />
The risk th<strong>at</strong> remains in unmanaged form, even when<br />
effective disaster risk reduction measures are in place,<br />
and for which emergency response and recovery capacities<br />
must be maintained.<br />
Resilience<br />
The ability <strong>of</strong> a system, community or society exposed<br />
to hazards to resist, absorb, accommod<strong>at</strong>e to and recover<br />
from the effects <strong>of</strong> a hazard in a timely and efficient<br />
manner, including through the preserv<strong>at</strong>ion and restor<strong>at</strong>ion<br />
<strong>of</strong> its essential basic structures and functions.<br />
Response<br />
The provision <strong>of</strong> emergency services and public assistance<br />
during or immedi<strong>at</strong>ely after a disaster in order to<br />
save lives, reduce health impacts, ensure public safety<br />
and meet the basic subsistence needs <strong>of</strong> the people affected.<br />
Retr<strong>of</strong>itting<br />
Reinforcement or upgrading <strong>of</strong> existing structures to<br />
become more resistant and resilient to the damaging effects<br />
<strong>of</strong> hazards.<br />
<strong>Risk</strong><br />
The combin<strong>at</strong>ion <strong>of</strong> the probability <strong>of</strong> an event and its<br />
neg<strong>at</strong>ive consequences.<br />
<strong>Risk</strong> assessment<br />
A methodology to determine the n<strong>at</strong>ure and extent <strong>of</strong><br />
risk by analyzing potential hazards and evalu<strong>at</strong>ing existing<br />
conditions <strong>of</strong> vulnerability th<strong>at</strong> together could po-<br />
