Thus, the reclaimed areas must be earmarked for appropri<strong>at</strong>e<br />
use and strict controls must be applied over<br />
new settlements. To this end, the countries adopted different<br />
approaches. In Argentina, Colombia and Gu<strong>at</strong>emala,<br />
regul<strong>at</strong>ions were issued banning new settlements<br />
in such areas; in Gu<strong>at</strong>emala, the government prohibited<br />
investments by public agencies and intern<strong>at</strong>ional organiz<strong>at</strong>ions<br />
in the high-risk areas. In Argentina, rehabilit<strong>at</strong>ed<br />
areas were turned into public green zones, including<br />
parks and sports grounds, which the municipalities<br />
agreed to oversee and maintain. In Colombia, Andean<br />
forest lands were incorpor<strong>at</strong>ed into a municipal ecological<br />
park and people from the community were hired to<br />
do the rehabilit<strong>at</strong>ion. In Brazil, the rehabilit<strong>at</strong>ed areas<br />
were used for infrastructure, such as stream canaliz<strong>at</strong>ion<br />
projects or roads. Thus, it is important to regul<strong>at</strong>e<br />
land use, ensure th<strong>at</strong> authorities enforce the rules, and<br />
earmark these areas for public use in ways th<strong>at</strong> benefit<br />
the community—all <strong>of</strong> which helps prevent new settlements<br />
in <strong>at</strong>-risk areas.<br />

important mechanism (in Brazil, Colombia and<br />
Gu<strong>at</strong>emala), was to form committees, commissions or<br />
working groups made up <strong>of</strong> represent<strong>at</strong>ives <strong>of</strong> the local<br />
authorities, government entities and the community,<br />
which enabled all participants to monitor and oversee<br />
the programs.<br />
Accountability is tightly linked to transparency. For<br />
example, the public acts <strong>of</strong> accountability organized <strong>at</strong><br />
both the n<strong>at</strong>ional and departmental level in Gu<strong>at</strong>emala<br />
played a major part in building confidence among communities,<br />
the government, and other institutions.<br />

Transparency is critical to the programs’ success and<br />
for confidence-building with communities and stakeholders.<br />
Although the entire process must be transparent,<br />
it is particularly vital when it comes to determining<br />
which families will particip<strong>at</strong>e, the types and amounts<br />
<strong>of</strong> benefits to be delivered, and the use <strong>of</strong> resources. In<br />
Argentina, where resources were insufficient to cover<br />
all the families, beneficiaries were chosen by a public<br />

System<strong>at</strong>izing Experiences<br />
The analysis presented above shows some lessons <strong>of</strong> the<br />
cases studied. It would be important to promote practices<br />
in order to document and evalu<strong>at</strong>e resettlement experiences<br />
around the world to identify str<strong>at</strong>egies, methodologies<br />
and instruments th<strong>at</strong> will most effectively<br />
benefit the communities and governments. It will also<br />
allow replic<strong>at</strong>ing experiences and continually improve<br />
practices.<br />
