Stakeholders took part in the resettlement by identifying<br />
and acquiring land, designing houses and urban<br />
development schemes, and preserving the archeological<br />
heritage, as described below.<br />
Land<br />
The Reconstruction Commission established a Land<br />
Procurement Commission to find land suitable for the<br />
resettlement. It consisted <strong>of</strong> represent<strong>at</strong>ives from the<br />
community and the Secretari<strong>at</strong> <strong>of</strong> Agrarian Affairs.<br />
Designing houses and urban development<br />
The Reconstruction Commission also established the<br />
Urban Design and Housing Design Commissions,<br />
comprised <strong>of</strong> four members from the community and<br />
some from the Guillermo Toriello Found<strong>at</strong>ion, the<br />
Executive Secretari<strong>at</strong> <strong>of</strong> the Presidency (SCEP), the<br />
N<strong>at</strong>ional Reconstruction Manager, the N<strong>at</strong>ional Housing<br />
Fund (FOGUAVI) and the UN Human Settlements<br />
Programme.<br />
The urban and housing design proposals were based on<br />
a study <strong>of</strong> customs and traditions by the University <strong>of</strong><br />
San Carlos de Gu<strong>at</strong>emala (Universidad de San Carlos<br />
de Gu<strong>at</strong>emala, USAC), which influenced the layout <strong>of</strong><br />
streets, demarc<strong>at</strong>ion <strong>of</strong> lots assigned for houses, and the<br />
design <strong>of</strong> houses. The community was actively involved<br />
in the housing design process. However, because people<br />
were not familiar with technical drawings and scale<br />
models to perceive spaces and dimensions, it was necessary<br />
to conduct an exercise in which the community<br />
itself formed human chains to give an idea <strong>of</strong> the size<br />
and shape <strong>of</strong> a house and <strong>of</strong> the rooms inside it. Th<strong>at</strong><br />
process produced consensus, after which a model house<br />
was designed th<strong>at</strong> could be used in subsequent phases <strong>of</strong><br />
the resettlement.<br />
Preserving the archeological heritage<br />
A Ministry <strong>of</strong> Culture archeologist trained local leaders<br />
about archeological remains th<strong>at</strong> might be found on the<br />
lots earmarked for resettlement. In turn, the leaders supervised<br />
the construction teams so as to identify archeological<br />
remains. When some were found, the commission<br />
was informed and the land demarc<strong>at</strong>ion was realigned.<br />
For example, during construction, the remains <strong>of</strong> a Mayan<br />
dwelling were discovered– the only one <strong>of</strong> its kind in<br />
the country—which has since become a tourist <strong>at</strong>traction.<br />
