Jason M. Lucas is president of Amstar Global Partners, an Amstar
subsidiary responsible for nearly all of Amstar’s investments outside
of the Americas. In addition, Mr. Lucas is the portfolio manager
for the Amstar Global Partners international investment funds. He
leads and is responsible for overseeing all aspects of the company’s
investments in Turkey, Russia and India, and is a member of Amstar’s
Investment Committee. Mr. Lucas has more than 10 years of real
estate transaction experience in Europe, the U.S. and Asia. Mr. Lucas
is a member of ICSC & ULI and is a frequent speaker at professional
conferences, including MIPIM, ExpoReal and MAPIC. Mr. Lucas
graduated with honors from Brown University with
a B.A. in Economics.

Henry Morris is Head of Acquisitions for Europa Capital’s Emerging
Europe Fund. Henry joined Europa in 2006 and has undertaken
transactions in Poland, Czech Republic, Hungary, Slovakia and
Germany. Recently, Henry completed the acquisitions of the Mall of
Sofia and Retail Park Plovdiv in Bulgaria. Europa Capital is a real estate
fund management group operating from offices across Europe.
Europa Capital is a member of The Rockefeller Group (“RGI”). RGI
is a strategic investor alongside Management. Since 1995, Europa
Capital’s Principals have raised 6 real estate funds and committed to
over 70 transactions totalling some €7.0 billion across 17 countries.
Dr. Sahar Nasr is the Lead Financial Economist in the World Bank’s
Finance and Private Sector Development Department of the Middle
East and North Africa (MENA). She is a regional leader for the World
Bank on issues of financial sector development, and non-bank
financial institutions, as well as, the Program Manager of the MENA
Micro, Small and Medium Enterprises Finance Facility, focussing on
financial inclusion. Dr. Nasr has worked in technical and managerial
positions in bank restructuring, mortgage finance, affordable
low-income housing, access to finance, small and medium
enterprises (SMEs), and microfinance, as well as issues of corporate
governance and transparency.

Peter Noack (44) studied law and graduated from Johann Wolfgang
Goethe Universität in Frankfurt. He had acted in an international
consulting company in Nürnberg and Prague for 7 years prior to his
engagement in HOCHTIEF Development Czech Republic. He has
been working as a Branch Managing Director since 2003, in addition
to that in 2010 he became a Director for South and East Europe and
Managing Director for HOCHTIEF subsidiaries in Austria, Hungary
and Romania, where he has been responsible for all development
activities. In 2011 Peter Noack became an Executive VP of
HOCHTIEF Solutions AG Real Estate Solutions and a VP of HOCHTIEF
Projektentwicklung GmbH. He speaks fluent German, English and
Czech and has a communicative level of French.
Dogan Oksum (42) is a graduate of Robert College and Bosphorus
University. He is a Civil Engineer and has been in land development
and construction business since 1992. He served on board of Robert
College Alumni for 10 years and was the president in 2003 and 2004.
He has established connections with the local governments, real
estate associations, real estate brokers, architects, developers and
other real estate service providers.
