The Program <strong>on</strong> Cooperati<strong>on</strong> between the government <strong>of</strong> the Kyrgyz Republic<br />

and the n<strong>on</strong>-government sector <strong>of</strong> the Kyrgyz Republic must be adopted. This must<br />

be a strategic policy document that incorporates all steps necessary to form strategic<br />

cooperati<strong>on</strong> between government and n<strong>on</strong>-government sectors. The Program must be<br />

developed <strong>on</strong> the basis <strong>of</strong> the C<strong>on</strong>cept <strong>on</strong> Cooperati<strong>on</strong> between Public Associati<strong>on</strong>s,<br />

Public Foundati<strong>on</strong>s and state authorities, as adopted and enforced by the Government<br />

decree <strong>on</strong> March 25, 2004. Additi<strong>on</strong>ally, the Program shall identify the areas for<br />

cooperati<strong>on</strong> with prioritizati<strong>on</strong>, the l<strong>on</strong>g-term acti<strong>on</strong> plan, clear formats <strong>of</strong> inter-sector<br />

cooperati<strong>on</strong> and a c<strong>on</strong>crete set <strong>of</strong> indicators that help measure the success or failure <strong>of</strong><br />

joint acti<strong>on</strong>s.<br />

The NGO sector must be c<strong>on</strong>solidated through centralizati<strong>on</strong> around the networktype<br />

and large n<strong>on</strong>-governmental organizati<strong>on</strong>s, such as Interbilim and Associati<strong>on</strong> <strong>of</strong><br />

Civil Society Centers Support and other similar organizati<strong>on</strong>s. Leading NGOs shall<br />

initiate the adopti<strong>on</strong> <strong>of</strong> the document that will regulate the principles and purposes <strong>of</strong><br />

NGO activities, similar to the Operati<strong>on</strong>s Standards <strong>of</strong> N<strong>on</strong>-governmental Organizati<strong>on</strong>s<br />

and the Charter <strong>of</strong> Principles for N<strong>on</strong>-governmental Organizati<strong>on</strong> Activity, adopted<br />

by Polish NGOs in 2003. This change will improve the credibility and legitimacy <strong>of</strong><br />

NGOs.<br />

The major issue remains whether the presence <strong>of</strong> major elements <strong>of</strong><br />

instituti<strong>on</strong>alizati<strong>on</strong>, menti<strong>on</strong>ed above, will or will not ensure an effective instituti<strong>on</strong>al<br />

framework for a dialog. This policy brief c<strong>on</strong>cludes that the presence <strong>of</strong> these three<br />

elements represent an instituti<strong>on</strong>al framework that would greatly facilitate the process<br />

<strong>of</strong> cooperati<strong>on</strong>. However, the quality <strong>of</strong> cooperati<strong>on</strong>, and its effectiveness, depend <strong>on</strong><br />

the level <strong>of</strong> instituti<strong>on</strong>al development <strong>of</strong> each sector which can, in turn, be strengthened<br />

through inter-sector dialog.<br />
