Enhanced Government Commitment:<br />
A Key to an Effective Government-NGO<br />
Relati<strong>on</strong>ship in Kyrgyzstan<br />
Executive summary<br />
The government and n<strong>on</strong>-governmental organizati<strong>on</strong>s (NGOs) in Kyrgyzstan<br />
have achieved positive results in working together. N<strong>on</strong>etheless, they still encounter a<br />
number <strong>of</strong> barriers which hinder them from having a more productive relati<strong>on</strong>ship. The<br />
major problem is that the government does not have a unified and coherent policy <strong>on</strong><br />
cooperati<strong>on</strong> with NGOs. At present, the government-NGO relati<strong>on</strong>ship is developing<br />
chaotically and fragmentarily. D<strong>on</strong>or-funded projects are the main factor bringing these<br />
actors together. Furthermore, the previous experience <strong>of</strong> the government in developing<br />
an NGO support programme suggests that the government needs more commitment<br />
to and c<strong>on</strong>trol over the implementati<strong>on</strong> <strong>of</strong> its initiatives <strong>on</strong> working with NGOs. Based<br />
<strong>on</strong> this, this policy brief proposes creating a State <strong>Department</strong> <strong>on</strong> NGO Relati<strong>on</strong>s.<br />
Its key aim would be to ensure that a proper legal basis for the government-NGO<br />
relati<strong>on</strong>ship is in place and implemented accordingly by coordinating the development<br />
and implementati<strong>on</strong> <strong>of</strong> legal documents <strong>on</strong> the cooperati<strong>on</strong> <strong>of</strong> the government and its<br />
instituti<strong>on</strong>s with NGOs.<br />
Introducti<strong>on</strong><br />
In Kyrgyzstan, the government-NGO relati<strong>on</strong>ship is in a nascent stage. Although<br />
there has been c<strong>on</strong>siderable progress in the collaborati<strong>on</strong> between these actors, there are<br />
still obstacles impeding the development <strong>of</strong> a more effective relati<strong>on</strong>ship between them.<br />
Based <strong>on</strong> recent research 6 into the government-NGO relati<strong>on</strong>ship in Kyrgyzstan, this<br />
policy brief discusses the barriers that prevent the government and its instituti<strong>on</strong>s from<br />
establishing a successful partnership with NGOs.<br />
The research revealed that the government and its various instituti<strong>on</strong>s at all levels<br />
(nati<strong>on</strong>al, regi<strong>on</strong>al, and local) encounter a comm<strong>on</strong> problem in that they lack a clear<br />

This policy brief is based <strong>on</strong> doctoral research, which explored the NGO sector and its relati<strong>on</strong>ship with<br />
the government in Kyrgyzstan. The research was c<strong>on</strong>ducted from September 2007 to May 2008. Around<br />
50 different NGOs from Bishkek, Osh, Issyk-ata and Karakulja regi<strong>on</strong>s were interviewed. In additi<strong>on</strong>, a<br />
number <strong>of</strong> documents <strong>on</strong> the government-NGO relati<strong>on</strong>ship in Kyrgyzstan were reviewed.<br />
