percent <strong>of</strong> resp<strong>on</strong>dents rated partnership efforts as good, while two groups <strong>of</strong><br />

19.2 percent each gave these efforts the rating <strong>of</strong> excellent or fair, and 2 percent<br />

viewed them as poor. The results <strong>of</strong> this survey encourage us to look forward to<br />

the dynamic development <strong>of</strong> social partnership in the future.<br />

• New ideas and methods for solving tasks, al<strong>on</strong>g with participatory approaches<br />

to addressing social issues at a local level, are being introduced in almost every<br />

regi<strong>on</strong> <strong>of</strong> the country.<br />

Recommendati<strong>on</strong>s<br />

Clearly, social partnerships can ensure equal opportunities for a dignified life. In<br />

view <strong>of</strong> this c<strong>on</strong>structive collaborati<strong>on</strong> <strong>of</strong> different forces, partners’ efforts must focus <strong>on</strong><br />

efficient, standard-setting acti<strong>on</strong>. This, we believe, necessitates the following:<br />

1. Systematic public evaluati<strong>on</strong> <strong>of</strong> draft laws that address socio-ec<strong>on</strong>omic issues<br />

through the participants <strong>of</strong> the Nati<strong>on</strong>al Network for Social Partnership. This<br />

network would c<strong>on</strong>sist <strong>of</strong> members <strong>of</strong> civil society and the legislature from all<br />

parts <strong>of</strong> the country. The network’s missi<strong>on</strong> would be to carry out a competent,<br />

efficient, and fully open discussi<strong>on</strong> <strong>of</strong> draft laws <strong>on</strong> socio-ec<strong>on</strong>omic issues, and<br />

ensure feedback between civil society representatives and members <strong>of</strong> specialized<br />

parliamentary committees and their locally-based assistants.<br />

2. Ensure mutual respect and recogniti<strong>on</strong> <strong>of</strong> equal status by all members <strong>of</strong> society,<br />

which would improve the efficiency <strong>of</strong> cooperati<strong>on</strong>, including the performance<br />

<strong>of</strong> coordinati<strong>on</strong> councils as a form <strong>of</strong> social partnership.<br />

3. Systematic m<strong>on</strong>itoring and evaluati<strong>on</strong> <strong>of</strong> NGOs’ suggesti<strong>on</strong>s <strong>on</strong> amendments<br />

to laws being reviewed by the Parliament. If members <strong>of</strong> the Nati<strong>on</strong>al Network<br />

for Social Partnership collaborate in the legislative process with members <strong>of</strong> the<br />

Parliament, this would clearly help increase public accountability.<br />
