policy, but <strong>on</strong> the politics <strong>of</strong> loyalty and obedience to the Soviet regime. Sec<strong>on</strong>d, local<br />
authorities have been quite reluctant to c<strong>on</strong>struct a system <strong>of</strong> social values to develop<br />
the idea <strong>of</strong> citizenship am<strong>on</strong>g the populati<strong>on</strong> that would corresp<strong>on</strong>d to the new period<br />
<strong>of</strong> “democratic” independence.<br />
In the light <strong>of</strong> populist promises <strong>of</strong> democratic governance that have never come<br />
into practice, and the deteriorating social and ec<strong>on</strong>omic situati<strong>on</strong> in the country,<br />
“democracy” has acquired a quite negative c<strong>on</strong>notati<strong>on</strong> am<strong>on</strong>g the populati<strong>on</strong>.<br />
Therefore, both for NGOs and d<strong>on</strong>ors, it is becoming more and more challenging to<br />
work with a democratic agenda. In general, the government brings up the discourse<br />
<strong>on</strong> democracy occasi<strong>on</strong>ally when it comes to internati<strong>on</strong>al cooperati<strong>on</strong>, or when some<br />
important political decisi<strong>on</strong>s are to be made, which leads to further devaluati<strong>on</strong> <strong>of</strong> the<br />
c<strong>on</strong>cept. 3<br />
Without local changes in values and social experience towards the ideas <strong>of</strong> a<br />
democratic society and administrati<strong>on</strong>, the focus <strong>of</strong> external actors <strong>on</strong> building a civil<br />
society that will change people’s state <strong>of</strong> mind and bring reforms to the system <strong>of</strong><br />
governance, cannot be c<strong>on</strong>sidered a realistic project. Democratizati<strong>on</strong> is a c<strong>on</strong>tinuous<br />
process that should be based <strong>on</strong> locally shaped public discourse and locally driven<br />
reforms in governance and the societal system – a type <strong>of</strong> structural development that<br />
cannot be achieved solely with external stimulati<strong>on</strong> and strategies relying <strong>on</strong> internati<strong>on</strong>al<br />
standards <strong>of</strong> democratic achievement.<br />
Methods for promoting democracy: the problem <strong>of</strong> “translati<strong>on</strong>”<br />
C<strong>on</strong>cepts <strong>of</strong> c<strong>on</strong>stituti<strong>on</strong>al democracy and human rights are recognized as<br />
universally binding. They are codified in internati<strong>on</strong>al c<strong>on</strong>venti<strong>on</strong>s adopted under<br />
the auspices <strong>of</strong> internati<strong>on</strong>al organizati<strong>on</strong>s, such as the United Nati<strong>on</strong>s or the Council<br />
<strong>of</strong> Europe. The internati<strong>on</strong>al mechanism for their introducti<strong>on</strong> into the nati<strong>on</strong>al state<br />
system implies their ratificati<strong>on</strong> and subsequent incorporati<strong>on</strong> into the nati<strong>on</strong>al legal<br />
system. Accordingly, democratizati<strong>on</strong> policies <strong>of</strong> the internati<strong>on</strong>al d<strong>on</strong>or community<br />
have been oriented towards incorporating democratic principles in the legal framework<br />
<strong>of</strong> the state by means <strong>of</strong> legal and judicial reforms and supporting the development <strong>of</strong><br />
the NGO sector that will m<strong>on</strong>itor the acti<strong>on</strong>s <strong>of</strong> the government and make it respect its<br />
internati<strong>on</strong>al and nati<strong>on</strong>al commitments with regard to human rights and democratic<br />
governance.<br />
In Kyrgyzstan, as in many other countries in transiti<strong>on</strong>, this approach has resulted<br />
in the creati<strong>on</strong> <strong>of</strong> imitative forms <strong>of</strong> democracy 4 , when all the necessary legal norms are<br />
in place, but these norms do not c<strong>on</strong>stitute a functi<strong>on</strong>ing framework that regulates public<br />
and social relati<strong>on</strong>s within the state. It is clear that no genuine legal reforms can take<br />
place in the absence <strong>of</strong> political and social reforms, when both the judicial and political<br />

rhetoric to justify their positi<strong>on</strong> vis-а-vis the former regime, but <strong>on</strong>ce their positi<strong>on</strong> in power was legitimized,<br />

the struggle between the president and the parliament, the authorities have restricted the right <strong>of</strong> citizens<br />
to peaceful dem<strong>on</strong>strati<strong>on</strong>s and civic activists who dem<strong>on</strong>strated against the results <strong>of</strong> the parliamentary<br />
electi<strong>on</strong>s in December 2007 and anti-c<strong>on</strong>stituti<strong>on</strong>al acti<strong>on</strong>s <strong>of</strong> the new regime have been persecuted. See<br />
