Today, cooperati<strong>on</strong> between the sectors is still initiated primarily by civil society<br />

organizati<strong>on</strong>s. To be effective, however, the model <strong>of</strong> collaborati<strong>on</strong> must be based <strong>on</strong> equal<br />

and proactive participati<strong>on</strong> <strong>of</strong> all stakeholders within their realms <strong>of</strong> resp<strong>on</strong>sibility.<br />

To sustainably and efficiently resolve both parties’ dissatisfacti<strong>on</strong>s, a c<strong>on</strong>sensus must<br />

be reached by discussing the problems at hand and sharing best practices. For example,<br />

during public hearings <strong>on</strong> social partnership issues within the project “Strengthening<br />

Sustainable and Effective Cooperati<strong>on</strong> between Government Bodies and Civil Society<br />

Organizati<strong>on</strong>s in the Kyrgyz Republic” [2], government <strong>of</strong>ficials and NGOs from<br />

across the country identified obstacles to efficient and l<strong>on</strong>g-term cooperati<strong>on</strong> between<br />

governmental bodies and NGOs. Focus group discussi<strong>on</strong>s <strong>of</strong> relevant problems touched<br />

up<strong>on</strong> several areas, such as:<br />

• <strong>on</strong> which factors is cross-sectoral cooperati<strong>on</strong> currently based?<br />

• which problems and/or obstacles stand in the way <strong>of</strong> efficient cross-sectoral<br />

cooperati<strong>on</strong>?<br />

The table below summarizes the obstacles that hinder efficient partnership, and<br />

suggests ways to overcome them.<br />

Inadequate social partnership<br />

legislati<strong>on</strong>. Absence <strong>of</strong> legislative<br />

enforcement at a local level, resulting in<br />

work inefficiency.<br />

Failure <strong>of</strong> NGOs to fully comprehend<br />

the operati<strong>on</strong>s <strong>of</strong> government agencies.<br />

Government bias against NGOs.<br />

High staff turnover in local<br />

governments that results in low levels <strong>of</strong><br />

awareness about the local civil sector.<br />

Lack <strong>of</strong> sustainability <strong>of</strong> many<br />

NGOs due to their focus <strong>on</strong> individual<br />

projects.<br />

Government instituti<strong>on</strong>s and<br />

specialist/area-specific NGOs sometimes<br />

fail to produce joint activity plans that<br />

address specific issues.<br />

Failure to jointly discuss the m<strong>on</strong>itoring<br />

and evaluati<strong>on</strong> <strong>of</strong> NGO projects and/or<br />

government operati<strong>on</strong>s.<br />

Ways to overcome obstacles<br />

Revise current laws and regulati<strong>on</strong>s. To develop<br />

efficient mechanisms for the executi<strong>on</strong> <strong>of</strong> laws.<br />

Legal awareness must be systematically raised<br />

within government bodies and NGOs.<br />

Discuss and identify partners’ mutual interests.<br />

To assess the resources and capabilities <strong>of</strong> each<br />

party, to identify strengths and weaknesses, and<br />

to join forces to address specific tasks.<br />

Improve compensati<strong>on</strong> <strong>of</strong> civil servants; to<br />

prepare and train reserve staff; to c<strong>on</strong>duct joint<br />

events.<br />

Find opportunities for l<strong>on</strong>g-term cooperati<strong>on</strong><br />

and to identify areas <strong>of</strong> sustainable collaborati<strong>on</strong><br />

(instead <strong>of</strong> engaging in cooperati<strong>on</strong> within a<br />

single project, a l<strong>on</strong>g-term plan for collaborati<strong>on</strong><br />

c<strong>on</strong>sistent with the NGO’s charter can be<br />

developed).<br />

Produce joint activity plans.<br />

Introduce transparency systems and sustainable<br />

informati<strong>on</strong> exchange mechanisms throughout.<br />

To c<strong>on</strong>duct regular meetings between partners.<br />

During public hearings, the participants also talked about coordinati<strong>on</strong> councils as<br />

a form <strong>of</strong> social partnership. These councils, composed <strong>of</strong> government <strong>of</strong>ficials and civil<br />

society members, are usually established under public governance bodies. According to<br />
