– The willingness <strong>of</strong> government bodies to cooperate with NGOs (although in<br />
the process <strong>of</strong> such cooperati<strong>on</strong>, some difficulties with understanding and<br />
interacti<strong>on</strong> may arise);<br />
– The possibility <strong>of</strong> media involvement to inform the populati<strong>on</strong> about the<br />
implementati<strong>on</strong> <strong>of</strong> CDS and its regi<strong>on</strong>al programs;<br />
– The interest <strong>of</strong> some d<strong>on</strong>ors in bringing NGOs into the m<strong>on</strong>itoring and<br />
evaluati<strong>on</strong> process.<br />
However, a full soluti<strong>on</strong> <strong>of</strong> this issue requires additi<strong>on</strong>al c<strong>on</strong>diti<strong>on</strong>s. For this reas<strong>on</strong>,<br />
the NGOs are not yet engaged in the process <strong>of</strong> m<strong>on</strong>itoring and evaluating the CDS<br />
and its regi<strong>on</strong>al programs. To ensure NGO efforts in this directi<strong>on</strong>, it is necessary to<br />
resolve some problems that relate to NGOs themselves as well as other participants in<br />
this process.<br />
First, NGOs are not yet ready to effectively m<strong>on</strong>itor and evaluate the CDS and its<br />
regi<strong>on</strong>al programs. They need additi<strong>on</strong>al knowledge and practical skills. Organizing<br />
training sessi<strong>on</strong>s and seminars requires resources, especially financial. In any case, a<br />
major problem is the insufficient number <strong>of</strong> qualified teachers <strong>of</strong> these skills, especially<br />
in rural regi<strong>on</strong>s.<br />
Sec<strong>on</strong>d, there are still no clear interacti<strong>on</strong>s between NGOs and government agencies<br />
in joint m<strong>on</strong>itoring and evaluati<strong>on</strong> <strong>of</strong> the CDS. Governmental authorities prefer to act<br />
independently, without involving NGOs. There is no established network between<br />
NGOs, government bodies and other interested parties.<br />
Third, NGOs are still unable to inform the public about the progress <strong>of</strong> the CDS,<br />
because they do not have access to necessary informati<strong>on</strong> to make the results <strong>of</strong><br />
m<strong>on</strong>itoring and evaluati<strong>on</strong> <strong>of</strong> the CDS and its regi<strong>on</strong>al programs public.<br />
Fourth, mechanisms for partnerships with the media have not been developed, and<br />
the financial issues <strong>of</strong> joint activities have not been resolved.<br />
Fifth, due to low activity by NGOs, d<strong>on</strong>ors are not yet interested in financing their<br />
work in m<strong>on</strong>itoring and evaluating the CDS and its regi<strong>on</strong>al programs. Neither have<br />
NGOs yet approached d<strong>on</strong>ors with their suggesti<strong>on</strong>s and requests <strong>on</strong> this issue.<br />
Sixth, m<strong>on</strong>itoring and evaluati<strong>on</strong>, as a category <strong>of</strong> NGOs activities, are not well<br />
developed in our country. These need deeper examinati<strong>on</strong>.<br />
Recommendati<strong>on</strong>s<br />
– Given that the NGOs are not yet ready to m<strong>on</strong>itor and evaluate the CDS, their<br />
potential should be explored, and the pr<strong>of</strong>essi<strong>on</strong>alism <strong>of</strong> the representatives <strong>of</strong> these<br />
organizati<strong>on</strong>s should be improved, through training, workshops and other activities.<br />
– Introduce a c<strong>on</strong>tractual basis for NGOs partnership with government agencies for<br />
joint m<strong>on</strong>itoring and evaluati<strong>on</strong>. The rights and obligati<strong>on</strong>s <strong>of</strong> each party need to be to<br />
clearly defined.<br />
– Initiate pilot projects that m<strong>on</strong>itor and evaluate the CDS and its regi<strong>on</strong>al programs,<br />
and establish c<strong>on</strong>tacts with d<strong>on</strong>ors interested in financing these projects.<br />
– Organize roundtables, seminars and c<strong>on</strong>ferences with representatives <strong>of</strong> NGOs,<br />
government bodies, the media and d<strong>on</strong>or organizati<strong>on</strong>s <strong>on</strong> how to implement the CDS.<br />
Also, public debates with the public participati<strong>on</strong> should be organized.<br />
– NGOs must establish partnership links with the media and use all their channels<br />
to inform the public <strong>of</strong> the progress <strong>of</strong> the CDS and its regi<strong>on</strong>al programs.<br />
– Create an associati<strong>on</strong> <strong>of</strong> NGOs involved in m<strong>on</strong>itoring and evaluating the CDS<br />
