President c<strong>on</strong>cluded, “Earlier we had adopted many programs. But the CDS, obviously,<br />
has a better perspective, as it is a real program, which has been broadly discussed in our<br />
society and has a good financial support.”[4]<br />
What do d<strong>on</strong>ors say? The World Bank’s 2005-2007 report <strong>on</strong> its activities in the<br />
Kyrgyz Republic noted that “the CDS has improved mechanisms for m<strong>on</strong>itoring<br />
and evaluating the achieved progress, although they are still not fully formed; the<br />
Strategy includes the plans <strong>of</strong> involving civil society and development partners in<br />
the assessment <strong>of</strong> the implementati<strong>on</strong> process.” The report further stated that “The<br />
indicators for m<strong>on</strong>itoring the CDS are largely focused <strong>on</strong> macroec<strong>on</strong>omic indicators,<br />
the results in public administrati<strong>on</strong> area and business envir<strong>on</strong>ment. The document<br />
also has the indicators for m<strong>on</strong>itoring several industrial sectors such as agriculture<br />
and energy, which will help in the implementati<strong>on</strong> <strong>of</strong> the CDS. The CDS also proposes<br />
to m<strong>on</strong>itor the Strategy both through <strong>of</strong>ficial channels and with the involvement <strong>of</strong><br />
civil society.” [7, pp. 30-31] Thus, d<strong>on</strong>ors represented by the World Bank have also<br />
recognized the great importance <strong>of</strong> NGO participati<strong>on</strong> in m<strong>on</strong>itoring and evaluating<br />
the CDS.<br />
M<strong>on</strong>itoring and Evaluati<strong>on</strong><br />
To help c<strong>on</strong>sider the problem <strong>of</strong> NGOs participati<strong>on</strong> in m<strong>on</strong>itoring and evaluati<strong>on</strong><br />
<strong>of</strong> the CDS, it is worth defining “m<strong>on</strong>itoring” and “evaluati<strong>on</strong>.”<br />
These terms have <strong>of</strong>ten been defined in scientific and other literature.<br />
M<strong>on</strong>itoring is observing a process or a c<strong>on</strong>diti<strong>on</strong> <strong>of</strong> something. [8, p. 395]<br />
M<strong>on</strong>itoring is a set <strong>of</strong> observati<strong>on</strong>s and studies that determine changes in the<br />
envir<strong>on</strong>ment caused by human activity. [1, p. 343]<br />
The term “m<strong>on</strong>itoring” involves acti<strong>on</strong>s such as informati<strong>on</strong> collecti<strong>on</strong>, its evaluati<strong>on</strong>,<br />
c<strong>on</strong>trolling an object and forecasting its behavior. [12]<br />
M<strong>on</strong>itoring can be defined as “c<strong>on</strong>stant observing a process to determine its<br />
c<strong>on</strong>sistency with the desired result or starting positi<strong>on</strong>.” [10]<br />
M<strong>on</strong>itoring is the process <strong>of</strong> including regular collecti<strong>on</strong> and recording <strong>of</strong> data<br />
to track the impact <strong>of</strong> the key elements <strong>of</strong> the campaign <strong>on</strong> its implementati<strong>on</strong>. The<br />
purpose <strong>of</strong> m<strong>on</strong>itoring is a correcti<strong>on</strong>, ensuring efficient use <strong>of</strong> resources, achievement<br />
<strong>of</strong> the planned objectives and minimizing negative c<strong>on</strong>sequences. [11]<br />
Evaluati<strong>on</strong>, by <strong>on</strong>e definiti<strong>on</strong>, is the systematic study <strong>of</strong> a situati<strong>on</strong>, the progress<br />
<strong>of</strong> a campaign or its results. There are several types <strong>of</strong> evaluati<strong>on</strong>: basic evaluati<strong>on</strong>,<br />
process evaluati<strong>on</strong> and impact evaluati<strong>on</strong>. [11] For NGOs that intend to participate in the<br />
evaluati<strong>on</strong> <strong>of</strong> the CDS, <strong>of</strong> greatest importance are such categories as expert evaluati<strong>on</strong><br />
and peer review present.<br />
Expert evaluati<strong>on</strong> is based <strong>on</strong> pr<strong>of</strong>essi<strong>on</strong>al experience. It is a descriptive, qualitative<br />
or rough quantitative evaluati<strong>on</strong> <strong>of</strong> events or phenomena, which address principles or<br />
cases that cannot be directly measured by strict calculati<strong>on</strong> methods <strong>of</strong> natural sciences,<br />
or other normative instruments.<br />
Peer review is c<strong>on</strong>ducted by independent experts who evaluate events that are<br />
bey<strong>on</strong>d direct measurement. [see 1, p. 431]<br />
The problems <strong>of</strong> NGO participati<strong>on</strong> in m<strong>on</strong>itoring and evaluating the CDS<br />
The citizens <strong>of</strong> Kyrgyzstan expect the involvement <strong>of</strong> civil society in the process<br />
<strong>of</strong> m<strong>on</strong>itoring and evaluating development programs designed to enhance public<br />
