Benchmarking the process <strong>of</strong> democratizati<strong>on</strong> in Kyrgyzstan<br />

by defining the role and functi<strong>on</strong>s <strong>of</strong> NGOs<br />

In Kyrgyzstan, as in other post-Soviet countries, <strong>on</strong>e <strong>of</strong> the main strategies <strong>of</strong> democratizati<strong>on</strong><br />

policies promoted by the internati<strong>on</strong>al d<strong>on</strong>or community has been the establishment <strong>of</strong> a<br />

str<strong>on</strong>g civil society that promotes democratic ideas am<strong>on</strong>g the populati<strong>on</strong> and c<strong>on</strong>trols (counteracts<br />

when necessary) the acti<strong>on</strong>s <strong>of</strong> government. However, the questi<strong>on</strong> remains to what extent<br />

this project has been achieved and whether the country has a functi<strong>on</strong>ing civil society that has<br />

become an integral part <strong>of</strong> its societal system.<br />

Defining the Scope<br />

This paper draws <strong>on</strong> the Western liberal democratic model <strong>of</strong> civil society that<br />

has been promoted in Central Asia by the external d<strong>on</strong>or community as a substantive<br />

comp<strong>on</strong>ent <strong>of</strong> its democratizati<strong>on</strong> policies in the regi<strong>on</strong>, thus; the c<strong>on</strong>cept <strong>of</strong> civil society<br />

in Kyrgyzstan is directly associated with democracy that will be built in the country. 1<br />

The presumpti<strong>on</strong>s <strong>of</strong> external actors have been based <strong>on</strong> the belief that fostering civil<br />

society will promote democracy. In particular, it has been believed that NGOs as actors<br />

in civil society will promote democratic reforms and liberalize the government by<br />

raising public awareness, m<strong>on</strong>itoring nati<strong>on</strong>al and internati<strong>on</strong>al laws <strong>on</strong> human rights<br />

and democratic governance and fighting repressi<strong>on</strong> and corrupti<strong>on</strong>.<br />

Today, NGOs in Kyrgyzstan have become political actors that openly voice their<br />

opini<strong>on</strong>s and have been able to play an active role in country’s major political events<br />

such as c<strong>on</strong>stituti<strong>on</strong>al reform, discussing poverty reducti<strong>on</strong> aid programmes (e.g. HIPC)<br />

and the aboliti<strong>on</strong> <strong>of</strong> the death penalty, to name <strong>on</strong>ly some examples. Given the ambitious<br />

attempts <strong>of</strong> the NGO sector to play a role in internal political processes and define their<br />

local model, it would not be right to regard them as a having a mere “Western” agenda.<br />
