In today’s world, it is increasingly necessary to make the transiti<strong>on</strong> from charismatic<br />

to rati<strong>on</strong>al-legal leadership, to use the terminology <strong>of</strong> famous German sociologist Max<br />

Weber. This is necessary because NGOs now face more stringent demands. To meet the<br />

criteria set by d<strong>on</strong>or organizati<strong>on</strong>s, today’s NGOs must be pr<strong>of</strong>essi<strong>on</strong>al, must be capable<br />

<strong>of</strong> analyzing previous experiences and using the less<strong>on</strong>s learned to formulate new plans<br />

for development, and must have access to experts in order to functi<strong>on</strong> efficiently and to<br />

serve their beneficiaries. We see that the enthusiasm <strong>of</strong> community-based NGOs during<br />

the 1990s is slowly giving way to a more rati<strong>on</strong>al approach that includes a competitive<br />

edge. This requires the leader to be more than just a charismatic pers<strong>on</strong>ality–he or<br />

she must also have good strategic and managerial skills. When describing this type <strong>of</strong><br />

legitimacy, Weber wrote about “dominati<strong>on</strong> by virtue <strong>of</strong> ‘legality’, by virtue <strong>of</strong> the belief<br />

in the validity <strong>of</strong> legal statute and functi<strong>on</strong>al ‘competence’ based <strong>on</strong> rati<strong>on</strong>ally created<br />

rules.” 2 For this reas<strong>on</strong>, it is essential that Kyrgyzstan’s NGO sector creates appropriate<br />

c<strong>on</strong>diti<strong>on</strong>s for basing any transiti<strong>on</strong> to leadership <strong>on</strong> established, rati<strong>on</strong>al practices and<br />

procedures.<br />

The leader’s legitimacy must be linked to clearly defined rules, policies and<br />

procedures within the organizati<strong>on</strong>. The leader’s performance, meanwhile, must be based<br />

<strong>on</strong> principles <strong>of</strong> rati<strong>on</strong>ality, realism, and aspirati<strong>on</strong> to high levels <strong>of</strong> pr<strong>of</strong>essi<strong>on</strong>alism.<br />

Instituti<strong>on</strong>alizati<strong>on</strong> <strong>of</strong> NGO Leadership Today<br />

The current stage in the development <strong>of</strong> NGO leadership is related to<br />

instituti<strong>on</strong>alizati<strong>on</strong>– i.e. the process <strong>of</strong> identifying and solidifying social norms, rules,<br />

and principles and combining them into a system to meet the needs <strong>of</strong> society. This<br />

necessitates a gradual replacement <strong>of</strong> sp<strong>on</strong>taneous and experimental behaviors by<br />

behaviors that are expected, can be modeled, and are c<strong>on</strong>trolled.<br />

The instituti<strong>on</strong>alizati<strong>on</strong> <strong>of</strong> leadership in the NGO sector is currently taking place in<br />

a complex political, social, and ec<strong>on</strong>omic envir<strong>on</strong>ment.<br />

Recently, staff turnover in the n<strong>on</strong>-pr<strong>of</strong>it sector has been characterized by several<br />

important trends.<br />

The first trend is the drain <strong>of</strong> pr<strong>of</strong>essi<strong>on</strong>als from n<strong>on</strong>-governmental organizati<strong>on</strong>s<br />

into for-pr<strong>of</strong>it organizati<strong>on</strong>s and various government bodies, which leads either to l<strong>on</strong>gterm<br />

stagnati<strong>on</strong> or to decreased efficiency <strong>of</strong> NGOs.<br />

The sec<strong>on</strong>d trend is the strengthening role <strong>of</strong> the state, which embodies the desire<br />

am<strong>on</strong>g some government <strong>of</strong>ficials to exercise strict c<strong>on</strong>trol over n<strong>on</strong>-governmental<br />

organizati<strong>on</strong>s, especially those working with human rights issues. This is also reflected<br />

in the draft Tax Code <strong>of</strong> the Kyrgyz Republic, which treats n<strong>on</strong>-pr<strong>of</strong>it organizati<strong>on</strong>s in<br />

very much like for-pr<strong>of</strong>it organizati<strong>on</strong>s, and also in various regulati<strong>on</strong>s that limit human<br />

rights. Funding <strong>of</strong> NGOs by internati<strong>on</strong>al d<strong>on</strong>ors is <strong>of</strong>ten an excuse by certain political<br />

forces and the mass media to attack n<strong>on</strong>-governmental organizati<strong>on</strong>s and to negatively<br />

positi<strong>on</strong> them as something alien to Kyrgyzstan’s society, e.g. as champi<strong>on</strong>s <strong>of</strong> foreign<br />

ideas and values. It can be said that the use <strong>of</strong> d<strong>on</strong>or grants by n<strong>on</strong>-governmental<br />

organizati<strong>on</strong>s c<strong>on</strong>tinues to have a negative impact <strong>on</strong> the public percepti<strong>on</strong> <strong>of</strong> these<br />

organizati<strong>on</strong>s; however, this is not the fault <strong>of</strong> NGOs, but rather a very unfortunate<br />

development. Since Kyrgyzstan currently lacks mechanisms that would encourage<br />

businesses to <strong>of</strong>fer financial assistance to NGOs, n<strong>on</strong>-pr<strong>of</strong>it organizati<strong>on</strong>s are compelled<br />
