Reflecti<strong>on</strong> as a Necessary Stage in the Development<br />

<strong>of</strong> Civil Society<br />

Despite enormous support from the outside, Kyrgyzstan’s society has not<br />

experienced a system-wide c<strong>on</strong>solidati<strong>on</strong> <strong>of</strong> democratic norms; neither has its system<br />

<strong>of</strong> state and social structure underg<strong>on</strong>e a practical localizati<strong>on</strong> 1 <strong>of</strong> the model <strong>of</strong> a<br />

liberal-democratic civil society, which is being actively promoted in the country by the<br />

internati<strong>on</strong>al community. The purpose <strong>of</strong> this article is to identify the characteristic<br />

traits <strong>of</strong> civil society in Kyrgyzstan, and to raise the subject <strong>of</strong> reflexivity 2 , which can be<br />

used to make sense <strong>of</strong> the factors that prevent c<strong>on</strong>solidati<strong>on</strong> <strong>of</strong> democratic values and<br />

the integrati<strong>on</strong> <strong>of</strong> civil society into the local model <strong>of</strong> social interacti<strong>on</strong>s. This article also<br />

presents a c<strong>on</strong>cept <strong>of</strong> civil society that should interest all socially-c<strong>on</strong>scious individuals,<br />

including members <strong>of</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s and those who are simply<br />

c<strong>on</strong>sidering their civic involvement.<br />

The Specifics <strong>of</strong> Civil Society as a C<strong>on</strong>cept in Kyrgyzstan<br />

Civil society is a social c<strong>on</strong>struct 3 , which c<strong>on</strong>temporary social sciences comm<strong>on</strong>ly<br />

examine in the c<strong>on</strong>text <strong>of</strong> the democratic state. The c<strong>on</strong>cept <strong>of</strong> the latter specifies that<br />

the key c<strong>on</strong>diti<strong>on</strong> for the existence and development <strong>of</strong> civil society within a state<br />

is the formati<strong>on</strong> and the presence <strong>of</strong> a liberal, democratic envir<strong>on</strong>ment. From the<br />

moment <strong>of</strong> its independence, Kyrgyzstan, like other post-Soviet countries, saw the<br />

internati<strong>on</strong>al community represented by various d<strong>on</strong>or organizati<strong>on</strong>s aggressively<br />

promote the c<strong>on</strong>cept <strong>of</strong> civil society as the prerequisite for a democratic state and<br />

society. This approach focused <strong>on</strong> establishing n<strong>on</strong>-governmental organizati<strong>on</strong>s<br />

that would implement democratizati<strong>on</strong> projects with the support <strong>of</strong> internati<strong>on</strong>al<br />

organizati<strong>on</strong>s.<br />

In Kyrgyzstan, where n<strong>on</strong>-governmental organizati<strong>on</strong>s were well-represented<br />

and prioritized in the policies <strong>of</strong> internati<strong>on</strong>al organizati<strong>on</strong>s, the term NGO became<br />

The term reflexivity pertains to any reflecti<strong>on</strong> or thought directed at <strong>on</strong>eself (self-examinati<strong>on</strong>), at <strong>on</strong>e’s<br />

c<strong>on</strong>diti<strong>on</strong>, acti<strong>on</strong>s, and past events.<br />

A social c<strong>on</strong>struct is a product <strong>of</strong> a specific culture or society that exists solely because people agree to<br />

act as if it exists or to follow certain c<strong>on</strong>venti<strong>on</strong>al rules. Am<strong>on</strong>g some <strong>of</strong> the more obvious social c<strong>on</strong>structs<br />

are language, educati<strong>on</strong>, m<strong>on</strong>ey, government, and other instituti<strong>on</strong>s.<br />
