establishment <strong>of</strong> a Finance Inspecti<strong>on</strong> Service, and introducti<strong>on</strong> <strong>of</strong> the principles <strong>of</strong><br />

m<strong>on</strong>itoring dubious operati<strong>on</strong>s; all <strong>of</strong> these current acti<strong>on</strong> are not, in our view, effective<br />

at the moment. As with most government bodies, these measures aim at fighting the<br />

c<strong>on</strong>sequences but not the causes, which are based <strong>on</strong> close and corrupt relati<strong>on</strong>s between<br />

government <strong>of</strong>ficials and entrepreneurs.<br />

It is obvious that many proposals to overcome an extremely difficult situati<strong>on</strong> in<br />

the nati<strong>on</strong>al ec<strong>on</strong>omy are rather c<strong>on</strong>tradictory. The counter-corrupti<strong>on</strong> system is losing<br />

its capacity. The fight against individual cases is not c<strong>on</strong>ducted <strong>on</strong> a complex, regular<br />

basis. The public is practically unable to fight emerging negative processes. In this<br />

situati<strong>on</strong>, <strong>on</strong>ly a joint effort by all free <strong>of</strong> corrupti<strong>on</strong> management bodies under strict<br />

public c<strong>on</strong>trol, and free access to informati<strong>on</strong>, can preserve the capacity <strong>of</strong> the nati<strong>on</strong>al<br />

ec<strong>on</strong>omy, and provide for its sustainable growth.<br />

Recommendati<strong>on</strong>s<br />

1. Corrupti<strong>on</strong> is an inevitable comp<strong>on</strong>ent <strong>of</strong> any developing ec<strong>on</strong>omy at the stage<br />

<strong>of</strong> rec<strong>on</strong>structi<strong>on</strong> and reform. However, corrupti<strong>on</strong> levels could be lowered in specific<br />

ways. One evident measure in the current situati<strong>on</strong> is to aband<strong>on</strong> the development or<br />

establishment <strong>of</strong> any new government structures. One required measure is administrative<br />

reform, which should be initiated primarily by the Republic’s President. However, this<br />

reform should deal not <strong>on</strong>ly with reorganizing or rec<strong>on</strong>structing government bodies.<br />

Moreover, liquidating multiple government bodies that are authorized not <strong>on</strong>ly to make<br />

inspecti<strong>on</strong>s, but also to duplicate each other and overlap the activity <strong>of</strong> other executive<br />

bodies, would be a radical but appropriate step forward.<br />

2. The existing executive authorities should be prohibited from making new laws,<br />

while the Prosecutor-General’s Office and the Ministry <strong>of</strong> Justice have to check whether<br />

or not new and old government regulati<strong>on</strong>s may provide leeway for corrupti<strong>on</strong>.<br />

3. In the area <strong>of</strong> tax administrati<strong>on</strong>, it would be feasible to introduce a moratorium<br />

<strong>on</strong> new taxes and levies. Ministry <strong>of</strong> Finance <strong>of</strong> the Kyrgyz Republic and State Tax<br />

Inspecti<strong>on</strong> should closely collaborate in this area. With growing inflati<strong>on</strong> and a higher<br />

cost <strong>of</strong> living, the introducti<strong>on</strong> <strong>of</strong> high taxes will become an unbearable burden not <strong>on</strong>ly<br />

for entrepreneurs, but also for the general populati<strong>on</strong>. Newly-introduced taxes will not<br />

have a c<strong>on</strong>siderable ec<strong>on</strong>omic effect, but will forge public instability and will discourage<br />

and intensify the growth <strong>of</strong> poverty.<br />

4. The Nati<strong>on</strong>al Bank <strong>of</strong> Kyrgyzstan should c<strong>on</strong>tinue its efforts to produce strict<br />

legislati<strong>on</strong> in the area <strong>of</strong> m<strong>on</strong>ey laundering, and provide correct m<strong>on</strong>itoring over<br />

any commercial banks that are suspected to be involved in m<strong>on</strong>ey laundering and<br />

legalizati<strong>on</strong>.<br />
