5. To develop a salary scheme for the faculty and others working in higher<br />

educati<strong>on</strong>, which would include not <strong>on</strong>ly their academic degree, but also their years <strong>of</strong><br />

experience.<br />

6. To develop a system <strong>of</strong> social services and protecti<strong>on</strong> for the faculty.<br />

7. To find additi<strong>on</strong>al funds in the state budget in order to increase salaries <strong>of</strong><br />

university instructors.<br />

8. To develop a course <strong>on</strong> combating corrupti<strong>on</strong> and introduce it in the curricula <strong>of</strong><br />

higher educati<strong>on</strong> facilities.<br />

9. To formulate and to adopt a Code <strong>of</strong> Ethics for people working in the area <strong>of</strong><br />

educati<strong>on</strong>.<br />

10. To develop a standard c<strong>on</strong>tract <strong>on</strong> providing educati<strong>on</strong> services to students.<br />

II. At university level<br />

To university management:<br />

1. To c<strong>on</strong>sider various ways <strong>of</strong> improving the management system in a given<br />

university.<br />

2. To increase salaries <strong>of</strong> the faculty using tuiti<strong>on</strong> fees paid by students.<br />

3. To develop a system <strong>of</strong> stimulating instructors for their creative approaches to<br />

educati<strong>on</strong> (e.g., b<strong>on</strong>uses).<br />

4. To facilitate development <strong>of</strong> a course <strong>on</strong> combating corrupti<strong>on</strong> and introducing<br />

it into the curricula <strong>of</strong> higher educati<strong>on</strong> facilities.<br />

5. To introduce trust lines and hotlines to report cases <strong>of</strong> corrupti<strong>on</strong> in these<br />

universities.<br />

6. To establish standing commissi<strong>on</strong>s in universities comprised <strong>of</strong> university<br />

management, mostly dealing with human resources and educati<strong>on</strong>al work, as well as<br />

instructors and students in order to study cases <strong>of</strong> corrupti<strong>on</strong>.<br />

7. To strengthen internal disciplinary and administrative liability <strong>of</strong> administrative<br />

workers, instructors and students <strong>of</strong> these universities for committing corrupti<strong>on</strong>-related<br />

crimes.<br />

8. To establish commissi<strong>on</strong>s comprised <strong>of</strong> instructors, students, parents, university<br />

management and stakeholders (pr<strong>of</strong>ile NGOs, public organizati<strong>on</strong>s, etc.) that would<br />

implement c<strong>on</strong>tinuous c<strong>on</strong>trol over budget and equipment allocati<strong>on</strong> and the use <strong>of</strong><br />

university infrastructure.<br />

9. To establish a system <strong>of</strong> informing the faculty and students about managerial<br />

decisi<strong>on</strong>s made in their university, and to ensure the transparency <strong>of</strong> such decisi<strong>on</strong>s.<br />

10. To involve and stimulate active participati<strong>on</strong> <strong>of</strong> students in combating corrupti<strong>on</strong><br />

in their universities.<br />

To the faculty <strong>of</strong> universities:<br />

1. To fully comply with anticorrupti<strong>on</strong> legislati<strong>on</strong> and Code <strong>of</strong> Ethics for people<br />

working in the area <strong>of</strong> educati<strong>on</strong>, and to facilitate colleagues to also do so.<br />

2. To talk to students about the negative impact <strong>of</strong> corrupti<strong>on</strong> in general, and in<br />

the higher educati<strong>on</strong> system in particular, as well as the penalties for corrupti<strong>on</strong>-related<br />

<strong>of</strong>fences, and to involve students in combating corrupti<strong>on</strong> in their universities.<br />

3. To suppress any attempts <strong>of</strong> bribes <strong>of</strong>fered by the students.<br />

4. To participate actively in the public life <strong>of</strong> universities <strong>on</strong> the issue <strong>of</strong> combating<br />

corrupti<strong>on</strong>, and to make proposals for improvements in this area.<br />
