independently. As a result, students started buying textbooks and study materials, <strong>of</strong>ten<br />

by force.<br />

A number <strong>of</strong> instruments used by public <strong>of</strong>ficials to interfere with educati<strong>on</strong> are<br />

c<strong>on</strong>ducive to corrupti<strong>on</strong>, such as the state educati<strong>on</strong>al standards, attestati<strong>on</strong>, accreditati<strong>on</strong><br />

and licensing <strong>of</strong> universities. Such measures are introduced because existing structures<br />

no l<strong>on</strong>ger c<strong>on</strong>form to new demands. Essentially, public <strong>of</strong>ficials used these instruments<br />

to take c<strong>on</strong>trol <strong>of</strong> educati<strong>on</strong>al facilities. In countries with a developed higher educati<strong>on</strong><br />

system, all <strong>of</strong> the above are instruments <strong>of</strong> public c<strong>on</strong>trol. For instance, standards are<br />

referred to as nati<strong>on</strong>al, i.e. public and pr<strong>of</strong>essi<strong>on</strong>al. The same is true <strong>of</strong> attestati<strong>on</strong>,<br />

accreditati<strong>on</strong>, and certificati<strong>on</strong>.<br />

Finally, because <strong>of</strong> inappropriate management methods and sancti<strong>on</strong>s, pr<strong>of</strong>essi<strong>on</strong>al<br />

<strong>of</strong>fenses are not rare. University pr<strong>of</strong>essors, accustomed to abusing their authority,<br />

receive presents for performing their duties and take bribes in order to treat certain<br />

students favourably.<br />

Such acti<strong>on</strong>s would have grave implicati<strong>on</strong>s no matter where they take place.<br />

However, the fact that they occur in educati<strong>on</strong> raises particular c<strong>on</strong>cern. The definiti<strong>on</strong><br />

<strong>of</strong> corrupti<strong>on</strong> in educati<strong>on</strong> includes both financial and pr<strong>of</strong>essi<strong>on</strong>al elements. Educati<strong>on</strong><br />

is a guarantee <strong>of</strong> the nati<strong>on</strong>’s social unity and, if the public understands that the system<br />

is corrupt, it will lose faith in the nati<strong>on</strong>’s future. If that happens, the nati<strong>on</strong> will no<br />

l<strong>on</strong>ger be able to operate <strong>on</strong> a par with developed societies. Ultimately, corrupti<strong>on</strong><br />

results in a low quality <strong>of</strong> educati<strong>on</strong>, uselessness in the market, and loss <strong>of</strong> private and<br />

state investments in educati<strong>on</strong>. In turn, this may lead to other social, political, moral and<br />

psychological problems.<br />

The quality <strong>of</strong> educati<strong>on</strong> is <strong>on</strong>e <strong>of</strong> most reliable indicators <strong>of</strong> future development for<br />

any nati<strong>on</strong>. In places where the quality <strong>of</strong> educati<strong>on</strong> is high, achievements are typically<br />

high as well. A well-developed system <strong>of</strong> higher educati<strong>on</strong> has a positive impact <strong>on</strong><br />

state security the ec<strong>on</strong>omy and the efficiency <strong>of</strong> the government.<br />

In c<strong>on</strong>trast, corrupti<strong>on</strong> in higher educati<strong>on</strong> destroys and obliterates the nati<strong>on</strong>al<br />

foundati<strong>on</strong>, stripping the state and the people <strong>of</strong> a chance to implement changes, and to<br />

establish and strengthen democratic and other values in society and its instituti<strong>on</strong>s.<br />

Corrupti<strong>on</strong> preventi<strong>on</strong> and anticorrupti<strong>on</strong> measures in the system <strong>of</strong> higher educati<strong>on</strong><br />

In light <strong>of</strong> the informati<strong>on</strong> above, it may seem important to develop a systematic<br />

approach to counteract corrupti<strong>on</strong> in higher educati<strong>on</strong>. According to the author, the<br />

following steps need to be taken:<br />

I. At the nati<strong>on</strong>al level:<br />

1. To c<strong>on</strong>duct anticorrupti<strong>on</strong> expert analysis <strong>of</strong> all regulatory acts <strong>on</strong> higher<br />

educati<strong>on</strong>.<br />

2. To check all instructi<strong>on</strong>s, provisi<strong>on</strong>s and draft laws in the area <strong>of</strong> higher educati<strong>on</strong><br />

for potential corrupti<strong>on</strong> elements.<br />

3. To amend the legislati<strong>on</strong> <strong>on</strong> educati<strong>on</strong> with anticorrupti<strong>on</strong> norms that provide<br />

for disciplinary liability for corrupti<strong>on</strong>-related <strong>of</strong>fenses by those working in higher<br />

educati<strong>on</strong>.<br />

4. To provide the highest possible transparency <strong>of</strong> the enrollment procedure through<br />

legislative, organizati<strong>on</strong>al and technical means, including examinati<strong>on</strong>s, testing, and the<br />

provisi<strong>on</strong> <strong>of</strong> state support to acceptees.<br />
