3. Internati<strong>on</strong>al instituti<strong>on</strong>s and internati<strong>on</strong>al community should pay special<br />
attenti<strong>on</strong> to the activity <strong>of</strong> makhalla committees as initial civil society units in Uzbekistan.<br />
The efforts <strong>of</strong> politicians, experts, mass media, n<strong>on</strong>-government organizati<strong>on</strong>s should<br />
target educati<strong>on</strong>al and informati<strong>on</strong>al activities with chairmen <strong>of</strong> makhalla committees, and<br />
explanati<strong>on</strong>s <strong>of</strong> the principles <strong>of</strong> a secular state directly with makhalla residents.<br />
4. Internati<strong>on</strong>al instituti<strong>on</strong>s and internati<strong>on</strong>al community should pay special<br />
attenti<strong>on</strong> to observing the status <strong>of</strong> women’s rights. It is necessary to create and improve<br />
special programs for informati<strong>on</strong>al, c<strong>on</strong>sultative and legal work with women. It is<br />
necessary to strengthen the Uzbek government’s attenti<strong>on</strong> to the social and ec<strong>on</strong>omic<br />
needs <strong>of</strong> women, and strengthen gender equality in labor activity, culture, science,<br />
public administrati<strong>on</strong>, electoral system and so <strong>on</strong>.<br />
5. Internati<strong>on</strong>al instituti<strong>on</strong>s and internati<strong>on</strong>al community should promote a<br />
comprehensive dialogue between believers <strong>of</strong> various directi<strong>on</strong>s and collaborati<strong>on</strong><br />
between believers and n<strong>on</strong>-believers. Programs should be developed to explain<br />
the peculiarities <strong>of</strong> historical and nati<strong>on</strong>al traditi<strong>on</strong>s <strong>of</strong> peoples <strong>of</strong> Central Asia, to<br />
dem<strong>on</strong>strate ways to achieve tolerant co-existence am<strong>on</strong>g various cultural and religious<br />
groups.<br />
