urban migrati<strong>on</strong> gives rise to a more diversified n<strong>on</strong>-farm ec<strong>on</strong>omy, and can thus result<br />

in positive transformati<strong>on</strong> rather than a desperate coping strategy.<br />

Development <strong>of</strong> small towns and investment in rural infrastructure and services<br />

Small and medium-sized towns are important intermediary points al<strong>on</strong>g ruralto-<br />

urban c<strong>on</strong>tinuums, linking both urban and rural areas. Combined with vital rural<br />

infrastructure they provide social and ec<strong>on</strong>omic services that not <strong>on</strong>ly make a return<br />

<strong>of</strong> migrants more likely but also <strong>of</strong>fer n<strong>on</strong>-migrants access to health care, childcare and<br />

educati<strong>on</strong>.<br />

Migrati<strong>on</strong> mainstreaming<br />

Mainstreaming migrati<strong>on</strong> means systematically taking migrati<strong>on</strong>-specific factors<br />

into c<strong>on</strong>siderati<strong>on</strong> in the planning, implementati<strong>on</strong> and evaluati<strong>on</strong> <strong>of</strong> programmes,<br />

projects and measures and encouraging collaborati<strong>on</strong>s am<strong>on</strong>g instituti<strong>on</strong>s that are<br />

formally in charge <strong>of</strong> migrati<strong>on</strong> issue and others who are not.<br />

M<strong>on</strong>itoring and evaluati<strong>on</strong><br />

The permanent settlement paradigm not <strong>on</strong>ly define policy but also data collecti<strong>on</strong><br />

systems. Thus data systems have to capture c<strong>on</strong>temporary movement <strong>of</strong> people (internally<br />

and internati<strong>on</strong>ally) providing the basis for safe policy making and m<strong>on</strong>itoring and<br />

evaluati<strong>on</strong>.<br />

Challenges and trade <strong>of</strong>fs<br />

N<strong>on</strong>e <strong>of</strong> these recommendati<strong>on</strong>s are targeted at significantly reducing migrati<strong>on</strong> or<br />

a complete lifting <strong>of</strong> migrati<strong>on</strong> c<strong>on</strong>trols. Rather, the proposal suggests new policy mixes<br />

<strong>of</strong> policy instruments and c<strong>on</strong>trol tools, shifting from physical exclusi<strong>on</strong> and border<br />

securing towards facilitating circular migrati<strong>on</strong> within and outside <strong>of</strong> the country. Even<br />

more, the recommendati<strong>on</strong>s take a life-time perspective <strong>on</strong> migrati<strong>on</strong> and acknowledge<br />

the multilocal settings <strong>of</strong> many households and the different generati<strong>on</strong>s involved in<br />

Kyrgyzstan. Taking into c<strong>on</strong>siderati<strong>on</strong> the complexity <strong>of</strong> migrati<strong>on</strong> trade-<strong>of</strong>fs between<br />

policy recommendati<strong>on</strong>s and realties are unavoidable. For example, accepting migrati<strong>on</strong><br />

as a reality, and encouraging circular migrati<strong>on</strong> negative impacts <strong>on</strong> integrati<strong>on</strong> and<br />

family life, do not dissolve but need to be facilitated in the best possible way. Moreover<br />

temporary migrati<strong>on</strong> programmes may fall short when incentive structures change,<br />

family ties are newly established or a sec<strong>on</strong>d and third generati<strong>on</strong> <strong>of</strong> migrants occurs.<br />

However, even if innovative policies might not fully solve some <strong>of</strong> the major dilemmas<br />

<strong>of</strong> current migrati<strong>on</strong> regimes, it reduces the social and ec<strong>on</strong>omic costs <strong>of</strong> migrati<strong>on</strong> for<br />

individuals and administrative c<strong>on</strong>trol mechanisms, and paradoxical c<strong>on</strong>sequences <strong>of</strong><br />

current regulati<strong>on</strong>s, alike.<br />

What is also needed but a challenge to achieve is a broad c<strong>on</strong>sensus <strong>on</strong> goals and<br />

instruments <strong>of</strong> migrati<strong>on</strong> policy, which implies agreements <strong>on</strong> regi<strong>on</strong>al and global scale.<br />
